Bump stocks allow a shooter to convert a semi-automatic rifle into a weapon that can fire at a rate of hundreds of rounds a minute. The federal rule made possession of a bump stock a crime punishable by up to 10 years in prison. Both the Trump and Biden administrations, as well as gun control groups, said the way bump stocks work mean they qualify as machine guns. Trump described bump stocks at the time as converting “legal weapons into illegal machines.”ATF estimated that as many as 520,000 bump stocks were sold between 2010 and 2018. “Without this ongoing manual input, a semiautomatic rifle with a bump stock will not fire multiple shots.

The Supreme Court justices suggested that abortion opponents had other ways to seek stricter rules for abortion drugs in the court’s unanimous ruling that rejected a group of anti-abortion organizations and doctors challenging the Food and Drug Administration’s current regulations for a widely used pill. Much of Kavanaugh’s opinion covered the various legal thresholds a plaintiff must reach to make it appropriate for courts to intervene in a dispute. He noted that federal law already protects individual health care providers who have objections to performing abortions for moral reasons. “In short, given the broad and comprehensive conscience protections guaranteed by federal law, the plaintiffs have not shown—and cannot show—that FDA’s actions will cause them to suffer any conscience injury,” Kavanaugh wrote. Justice Clarence Thomas wrote a concurrence to bring up other issues he had with the anti-abortion groups’ standing claims.

ETThe Supreme Court on Thursday upheld access to a widely available abortion pill, rejecting a bid from a group of anti-abortion organizations and doctors to unravel the Food and Drug Administration’s approval of the pill. In a unanimous decision, written by Justice Brett M. Kavanaugh, the court held that the plaintiffs lacked standing to challenge the F.D.A.’s actions. The case involved easier access: The challenge before the court centered on changes the F.D.A. The safety of the pill: The groups — citing five studies, including two that were later retracted — questioned the safety of mifepristone, which was approved by the F.D.A. Their claim contradicted a large scientific record on the safety of mifepristone and another abortion medication, misoprostol.

As those bans helped propel the demand for medication abortion, mifepristone became a logical target for the anti-abortion movement. None of those lower court rulings went into effect because the Supreme Court intervened last year and ordered that the status quo around mifepristone remain in place until the justices reviewed the case. The Supreme Court heard arguments in March. Both the FDA and several medical groups, including the American Medical Association, told the Supreme Court that mifepristone is safe. The mifepristone appeal was one of two abortion cases the high court was considering this month.

The Supreme Court’s unanimous decision ensuring access to an abortion pill took no position on its safety or morality. Instead, Justice Brett M. Kavanaugh, writing for the court, focused entirely on standing. That is the legal doctrine that requires plaintiffs to show that they have suffered direct and concrete injuries in order to sue. Justice Antonin Scalia, who died in 2016, once succinctly summarized the standing doctrine, saying it requires plaintiffs to answer this question: “What’s it to you?”The plaintiffs in the case, doctors and medical associations who oppose abortion, had no good answer to that question, Justice Kavanaugh wrote. Their main theory was that there was a statistical possibility that some doctors may at some point work in an emergency room and have to treat patients suffering from complications after taking the pill, subjecting the doctors to “enormous stress and pressure” and putting making them choose between their consciences and their professional obligations.

The Supreme Court Upheld Broad Abortion Pill Access

In a unanimous decision today, the Supreme Court rejected an effort to sharply curtail access to mifepristone, a medication used in a majority of abortions in the U.S. The decision was a victory for supporters of abortion access: The pill will remain widely available, for now. Kavanaugh did not, however, rule out the possibility that states could pursue other challenges to curtail access to the drug. Anti-abortion activists said after the ruling that they would keep trying to unravel the Food and Drug Administration’s approval of the pill. Their argument that the drug is harmful has been dismissed by mainstream scientists.

Biden administration officials have discussed potentially negotiating a unilateral deal with Hamas to secure the release of five Americans being held hostage in Gaza if current cease-fire talks involving Israel fail, according to two current senior U.S. officials and two former senior U.S. officials. The Biden administration has said it believes Hamas is holding five American hostages who were abducted during the Oct. 7 terrorist attack on Israel. The officials did not know what the U.S. might give Hamas in exchange for the release of American hostages. Earlier this week, Israeli officials estimated that some 120 hostages are still being held by Hamas and that 43 of them have died in captivity. Over the weekend, four Israeli hostages kidnapped from the Nova music festival were rescued in an operation conducted by the Israel Defense Forces.

The top US diplomat “will emphasize the importance of Hamas accepting the proposal on the table, which is nearly identical to one Hamas endorsed last month,” Miller said. Hamas has not yet put forward a formal response to the proposal, which was transmitted to Hamas’ political wing by the Qataris last Thursday. “We would hope for a response from Hamas as soon as possible, and we continue to wait,” Miller said at a press briefing Thursday. The top US diplomat has held a slew of calls to regional partners to discuss the proposal. Miller said on Wednesday that the US has seen both Egypt and Qatar “exert significant pressure on Hamas,” but he refused to get into the details of those separate pressure campaigns.

“It is time for the war to end,” the statement, shared with CNN, bluntly says. We call on Hamas to close this agreement, that Israel is ready to move forward with, and begin the process of releasing our citizens,” the statement says. Those 17 countries have citizens whom Hamas took captive at the outbreak of the Israel-Hamas war. Immediately after Biden detailed the Israeli proposal, Israeli Prime Minister Benjamin Netanyahu vowed that his country would not end the war until Hamas was defeated. Jake Sullivan, Biden’s national security adviser, convened for the first time last month an in-person meeting of ambassadors and chiefs of mission representing countries whose citizens were taken hostage by Hamas, CNN reported, at a moment when a deal was stalled.

Still, the Biden administration believes there is an opportunity to close the deal, one US official said. Biden unleashed the pressure campaignThe Biden administration’s intense pressure campaign coincides with Biden’s speech last Friday declaring that Hamas must accept the Israeli proposal on the table. Biden laid out three phases of a deal that he said the Israelis had transmitted to Hamas the night before he spoke. And now, one week after the latest Israeli proposal was transmitted to Hamas, it remains unclear if the pressure campaign will succeed. Miller acknowledged Wednesday that Sinwar might not see it as in his interest to accept the deal on the table.

"One in nearly every 5 dollars spent on Ramp cards is related to flights, hotels, entertainment related to travel," Glyman said. That ultimately led Ramp to the Priceline partnership and new platform feature. The new product, called Ramp Travel, utilizes AI and automation to help streamline and simplify the process of booking and doing expenses for business travel, with Priceline providing Ramp users access to airline, hotel, and other travel inventory. The companies see an opportunity to take share from corporate travel offerings that often rely on high fees that guarantee control over where employees stay, or the carriers which travelers fly with. While a majority of Ramp customers have never raised venture capital, the average size of companies using the platform has more than doubled in the past three years, he said.

Top NewsImage William J. Burns, the director of the C.I.A., was expected to arrive in Doha, Qatar, this week for talks about achieving a cease-fire in Gaza. But statements by Israeli and Hamas officials in recent days suggested that a breakthrough was still elusive. One of the biggest gaps between Israel and Hamas has been over whether a cease-fire deal would lead to a lasting truce. Mr. Biden said Israel’s proposal would ultimately lead to the “cessation of hostilities permanently,” comments that were welcomed by Hamas. Israel, Mr. Hamdan said, was interested in only a temporary cease-fire to free hostages, and would then resume the war.

Update: On Thursday the Supreme Court ruled 5 to 4 that the federal bankruptcy code does not shield members of the Sackler family from liability for civil claims stemming from the opioid crisis. The United States Supreme Court is now considering whether the bankruptcy system should have given this wealthy family a permanent shield against civil liability. But there is a bigger question at stake, too: Why is a company with no lenders turning to the federal bankruptcy system in response to accusations of harm and misconduct? The maker of OxyContin is one in a long line of companies that have turned Chapter 11 into a legal Swiss Army knife, tackling problems that are a mismatch for its rules. But Chapter 11 was designed around the goal of helping financially distressed businesses restructure loans and other contract obligations.

CNN —Rivers and streams in Alaska are changing color – from a clean, clear blue to a rusty orange – because of the toxic metals released by thawing permafrost, according to a new study. Ken Hill/National Park ServiceArctic soils naturally contain organic carbon, nutrients and metals, such as mercury, within their permafrost, the study says. “It’s really an unexpected consequence of climate change.”Researchers used satellite imagery to determine when the change in color happened at different rivers and streams. In Alaska’s Arctic rivers alone reside a variety of fish that are “critical for subsistence, sport, and commercial fisheries,” researchers wrote. The Supreme Court’s recent rescue of an important federal agency from the hands of a hostile lower court was an exercise in the evolving definition of originalism. A mechanism that the United States Court of Appeals for the Fifth Circuit deemed unconstitutional was clearly known to and accepted by the Constitution’s framers, Justice Thomas concluded. Justice Elena Kagan wrote a concurring opinion to say that while the old history was enlightening and adequate to support the agency’s constitutionality, modern practice supported it as well. “All the flexibility and diversity evident in the founding period,” she wrote, has “continued unabated” when it comes to financing government operations. Notably, two of the court’s conservatives, Justices Brett Kavanaugh and Amy Coney Barrett, in addition to Justice Sonia Sotomayor, joined Justice Kagan’s endorsement of the significance of later, even contemporary, practice when interpreting the Constitution.

The alleged cybercriminal conduct and the lavish lifestyle it funded “reads like it’s ripped from a screenplay,” Matthew Axelrod, a senior US Commerce Department official involved in the investigation, said in a statement. The new charges are only the latest alleged example of opportunistic fraud that has been rampant across the US since Covid-19 emerged more than four years ago. CNN —Brazilian Olympic gold medalist pole vaulter Thiago Braz is set to miss the upcoming Games in Paris after he was handed a 16-month doping suspension. According to the AIU, Braz argued that he did not knowingly consume ostarine but ingested it through a supplement he had been given by a sports nutritionist to improve his health. Braz, a two-time Olympic medalist, had been hopeful of competing in Paris this year. “After two days of hearings in London, the athlete’s defense arguments prevailed, proving that Thiago Braz was actually a victim of supplement contamination (an unintentional violation with no significant fault),” said Braz’s lawyer Marcelo Franklin. CNN —The Supreme Court on Tuesday declined an appeal from disgraced attorney Michael Avenatti, who argued that his extortion conviction was based on a vague anti-corruption law that shouldn’t apply to lawyers making settlement demands. On his broad point, at least, Avenatti’s argument has picked up some support from members of the Supreme Court’s conservative wing. Avenatti cited the Gorsuch opinion in his appeal and argued that the Supreme Court should invalidate the law. The Biden administration countered that Avenatti’s conduct was well within the plain meaning of the prohibition – in other words, not a fringe case – and that his appeal was foreclosed by earlier Supreme Court precedent. The New York-based 2nd US Circuit Court of Appeals declined to overturn Avenatti’s conviction last year.
