The Biden administration on Wednesday announced a series of new financial sanctions aimed at interrupting the fast-growing technological links between China and Russia that American officials believe are a broad effort to rebuild and modernize Russia’s military during its war with Ukraine. The actions were announced just as President Biden was leaving the country for a meeting in Italy of the Group of 7 industrialized economies, where a renewed push to degrade the Russian economy will be at the top of his agenda. The measures were coordinated by the Treasury, State and Commerce Departments and aimed to further isolate Russia from the global financial system and cut off its ability to gain access to the technology that powers its military arsenal. The effort has grown far more complicated in the past six or eight months after China, which had previously sat largely on the sidelines, stepped up its shipments of microchips, machine tools, optical systems for drones and components for advanced weaponry, U.S. officials said. But so far Beijing appears to have heeded Mr. Biden’s warning against shipping weapons to Russia, even as the United States and NATO continue to arm Ukraine.

WASHINGTON — The Republican-controlled House on Wednesday narrowly voted to hold Attorney General Merrick Garland in contempt of Congress, a major escalation in the GOP's war against a justice system the party has portrayed as unfairly targeting Donald Trump. At issue was Garland's failure to hand over audio of special counsel Robert Hur's interview with President Joe Biden about his handling of classified documents. It's also unheard of for Justice Department prosecutors to go after the head of their agency over a contempt issue. Last month, both the House Judiciary and Oversight committees approved a report recommending that the House hold Garland in contempt for defying congressional subpoenas pertaining to the audio recording. President Biden has approved the deployment of another Patriot missile system to Ukraine, senior administration and military officials said, as the country struggles to fend off Russian attacks on its cities, infrastructure and electrical grid. Mr. Biden’s decision came last week, the officials said, after a series of high-level meetings and an internal debate over how to meet Ukraine’s pressing needs for bolstered air defenses without jeopardizing U.S. combat readiness. The new Patriot system — the second that the United States has sent to Ukraine — will come from Poland, where it has been protecting a rotational force of American troops who will be returning to the United States, officials said. The system could be deployed to Ukraine’s front lines in the next several days, U.S. officials said, depending on any maintenance or modifications it needs.

A day after U.S. officials said Ukraine could use American weapons in limited strikes inside Russia, a deepfake video of a U.S. spokesman discussing the policy appeared online. The 49-second video clip, which has an authentic feel despite telltale clues of manipulation, illustrates the growing threat of disinformation and especially so-called deepfake videos powered by artificial intelligence. But they are particularly concerned about how Russia might employ such techniques to manipulate opinion around the war in Ukraine or even American political discourse. American officials then said on Thursday that Mr. Biden had made that decision in recent days and told the Ukrainians, but that the permission to strike in Russia was limited to sites the Russians were using for the assault on Kharkiv. HONG KONG — A Hong Kong court on Thursday found 14 of 16 pro-democracy activists guilty of conspiring to subvert the state in the Chinese territory's single largest case under a sweeping national security law imposed by Beijing. Of those, 31 pleaded guilty in the hopes of a reduced sentence, while the remaining 16 pleaded not guilty. Hong Kong had had a 100% conviction rate in national security cases, which are prosecuted under rules that diverge from the city's legal norms, including presumption against bail. Almost 300 people have been arrested under the national security law, which came into force in the summer of 2020. The charges stem from an informal primary election held in July 2020 in which more than 600,000 voters selected pro-democracy candidates for a legislative election that was scheduled for that September.

CNN —As we near the end of Asian American, Native Hawaiian and Pacific Islander (AANHPI) Heritage Month, I can’t help but feel a bit disappointed. Regina Kim Courtesy Regina KimBut too often, efforts to honor the contributions of Asian Americans, however well-intentioned, fall short because people fail to differentiate between Asian Americans and Asian communities outside the US. A recent study by the Asian American Foundation found that over half of Americans can’t name a single famous Asian American. This may be one reason why so many Americans can’t name any Asian Americans of note. The media needs to make a conscientious effort to seek out, identify and spotlight Asian Americans — and not just during AANHPI Heritage Month.
