CNN —A video that surfaced online appears to show bodies on burnt-out Russian military trucks in the country’s southwestern Kursk region, the latest sign that Ukraine’s cross-border assault is probing more deeply and inflicting significant damage on Moscow’s troops. Rybar, one of the more prominent Russian military blogs, published a roundup of developments Friday that said the front lines have “somewhat stabilized” with the arrival of Russian reinforcements. Rybar cited local residents of Vtoroye Knyazhino, a settlement on the outskirts of Sudzha, as saying Ukrainian infantry entered their village. US officials say they do not believe Ukraine intends to hold Russian territory for the long term. The federal minimum wage, which has been stuck at $7.25 an hour for 15 years. Given the situation, here's an idea: Why not raise the federal minimum wage right now? Getting anything done legislatively is always a challenge, especially in an election year, but polls indicate a higher minimum wage is broadly popular. AdvertisementOnce the minimum wage gets so high that it starts to cause a bunch of job loss, that's a problem. If a higher minimum wage lifts millions of people out of poverty, that's incredible.

By the time Kim Chang-gyu returned to Jecheon, South Korea, after four decades away to become the mayor, his hometown felt resigned to its decline. The town’s center was dotted with vacant storefronts, and local businessmen fretted about how tough it was to find workers. Like many other small South Korean cities, Jecheon, cradled at the foot of two mountain ranges, is being eroded by rapid aging and rock-bottom birthrates. Other shrinking cities have tried offering money to entice newlyweds or free housing to parents of school-age children. If he could persuade enough of them to move to Jecheon — population 130,000 and shrinking — he thought they might lay the groundwork for its future.

Tropical Storm Debby has strengthened into a Category 1 hurricane ahead of its anticipated landfall on Florida's Gulf Coast on Monday, U.S. forecasters said late Friday. The hurricane was about 65 miles west of Cedar Key, Florida, and about 100 miles west of Tampa, and moving north at about 12 mph, the center said. Debby is expected to continue strengthening before it reaches the Big Bend coast on Monday, weakening after it moves inland across northern Florida and southern Georgia, it said. A sign warns of a storm surge before the possible arrival of Tropical Storm Debby in Cedar Key, Fla., on Sunday. Ron DeSantis compared Debby’s path to that of Hurricane Idalia, the Category 4 storm in 2023 that caused significant damage in north Florida.

Some American warships already in the Mediterranean will move closer to the coast of Israel, according to a senior Pentagon official. The killing of the Hamas leader, Ismail Haniyeh, in an explosion at a military-run guesthouse in Tehran on Wednesday, was a stunning breach of security in the Iranian capital. Iran arrested more than two dozen people, including senior intelligence officers, in response. The country’s supreme leader, Ayatollah Ali Khamenei, has issued an order for Iran to strike Israel directly for the killing, according to Iranian officials. “We will be bolstering our force protection in the region,” she said.

Jan is the first person in Australia to be convicted of forced marriage since it was criminalized in 2013. Sakina Muhammad Jan was the first person convicted under Australia's forced marriage laws. Some of the measures borrow from forced-marriage laws in Britain, where hundreds of people take out protection orders each year to thwart an impending forced marriage. Other countries such as France, Canada and Germany also have specific laws against forced marriage. A month before Jan’s sentencing, the immigration minister circulated a directive specifically naming the crime of forced marriage as serious enough to warrant the removal of a visa.

Thousands packed Qatar’s largest mosque on Friday for the funeral of Ismail Haniyeh, Hamas’s political leader, hours after President Biden said his killing could hurt the monthslong effort to negotiate a cease-fire in Gaza. Mr. Haniyeh, who was based in the Persian Gulf nation, had been a negotiator in the cease-fire talks between Israel and Hamas. His death in an explosion in Iran on Wednesday and the assassination of the Hezbollah commander Fuad Shukr in an Israeli airstrike in Lebanon on Tuesday have put the Middle East on edge, bracing for a possible escalation in retaliatory violence. Asked by a reporter on Thursday night whether the killing of Mr. Haniyeh had ruined the prospect of a negotiated cease-fire in Gaza, Mr. Biden said, “It has not helped.”He added that he had a “very direct” conversation with Prime Minister Benjamin Netanyahu of Israel earlier that day and had urged him to agree to a deal to stop the war in Gaza and free the remaining people kidnapped in the Hamas-led attack on Israel on Oct. 7.

But although Mr. Nasrallah promised that Hezbollah would respond, he equivocated on the scope and nature of that retaliation. “We have entered a new phase,” he said, speaking in a televised address during the funeral for Mr. Shukr. “You do not realize the red lines you have crossed,” warned Mr. Nasrallah, addressing Israel directly. “The only things lying between us and you are the days, the nights and the battlefield,” said Mr. Nasrallah, again addressing Israel. However, in New York, where Abad lived briefly in the 1970s, while studying painting at the Art Students League, her work has been scarce. The Museum of Modern Art owns nothing by her, and the Metropolitan Museum of Art just acquired its first piece. During her life, she proposed shows to U.S. museums and received around 100 rejection letters, her family has said. MoMA PS1 is hosting the first retrospective dedicated to Abad, which was organized by Victoria Sung at the Walker Art Center in Minneapolis, where it ran last year. It consists of more than 50 works, and while it should be two or four times larger — she was protean and prolific — it is still thrilling.

Submarines could be very useful for defense of Canadian territory, or asserting a presence in contested Arctic waters. But tripling Canada's submarine fleet will require more than buying new boats. AdvertisementThough Canada acquired its first submarine in 1914, its recent experience with undersea boats has not been a happy one. In 1998, the Royal Canadian Navy bought four used British Upholder-class diesel-electric subs that became surplus as Britain switched to an all-nuclear submarine fleet. Several foreign shipbuilders have expressed interest in selling subs to Canada, including South Korea's Hanwha Ocean and Sweden's Saab.
