SACRAMENTO, Calif. (AP) — California would ban all plastic shopping bags in 2026 under a new bill announced Thursday in the state Legislature. California already bans thin plastic shopping bags at grocery stores and other shops, but shoppers at checkout can purchase bags made with a thicker plastic that purportedly makes them reusable and recyclable. “It shows that the plastic bag ban that we passed in this state in 2014 did not reduce the overall use of plastic. That's because most of the state's major cities already ban these types of thicker plastic bags. As San Francisco's mayor in 2007, Newsom signed the nation's first plastic bag ban.

If so, that might not just delay the Fed's rate cuts, but result in fewer of them.

CNN —At least 30 people were killed and another 40 injured in two different explosions in Balochistan province on Wednesday, a day before Pakistan’s general elections. The blasts took place in the Killa Saifullah district outside an election office belonging to Jamiat Ulema-e-Islam (JUI) and in the Pishin district near the office of an independent candidate. According to police, a large number of workers were in the office at the time of the explosion. Those injured in the Pishin blast have been taken to hospital, Medical Superintendent Tehsil Headquarters Hospital Dr. Habib Ur Rehman said. The blasts come amid rising tensions in Pakistan ahead of Thursday’s election.

Two idled reactors at Shika nuclear power plant on the Noto Peninsula in Ishikawa suffered power outages because of damage to transformers. All Japanese nuclear power plants were temporarily shut down after the 2011 Fukushima nuclear disaster for safety checks under stricter standards. They are asking officials to freeze the screening process while damage at the Shika nuclear plant is fully examined and safety measures are implemented. Nuclear safety officials have noted that the extensive damage suffered by houses and roads in the area of the Shika plant make current evacuation plans largely unworkable. Hundreds of other residents of towns hosting nuclear plants submitted similar requests to regulators and Prime Minister Fumio Kishida earlier this week.

The long wait between S & P 500 all-time highs is a friendly factor for forward performance, as far as historical observations go. John Kolovos of Macro Risk Advisors says, "It is OK to be bullish on the stock market (S & P 500) just not the market of stocks (everything else)," from a trend-following perspective. Barry Knapp of Ironsides Macroeconomics calculates that the equal-weight S & P is one standard deviation cheap versus the market-cap-weighted index. Remarkably, the S & P 500 first pushed above 19-times forward earnings exactly four years ago, right before the Covid crash. Well, the S & P 500 has delivered an annualized total return near 11% in the four years since.

GAZA/DOHA/TEL AVIV (Reuters) - Israeli tanks on Friday mounted a new push into southern Gaza's main city, which is sheltering hundreds of thousands of Palestinians driven there by Israeli bombardment, once more approaching the enclave's biggest functioning hospital. Twelve people were killed in Israeli strikes on a residential building near the largely non-functioning Al-Shifa Hospital in Gaza City in the north of the enclave, Palestinian health officials said. Israeli forces have made limited withdrawals from northern Gaza this month, saying operations there were largely complete. But Palestinians in the southern Gaza City suburb of Tel Al-Hawa said Israeli tanks pushed back into the neighbourhood, forcing people taking shelter in some schools there to evacuate and head south. The Islamic Jihad militant group said it had fought with Israeli forces in the Al-Bureij and Al-Maghazi refugee camps in central Gaza and in Khan Younis, while Hamas's armed wing said its fighters had clashed with Israeli forces in several areas across Gaza overnight and on Friday morning.

Congressional leaders announced a $1.59 trillion deal on top-line spending Sunday as the government races to avoid a potential shutdown. The deal establishes an overall spending budget of $1.59 trillion for the 2024 fiscal year, allocating $886 billion to military spending and $704 billion for non-defense spending, said Republican House Speaker Mike Johnson of Louisiana said in a Sunday note. The deal comes as the House and Senate inch closer to a key Jan.19 deadline, when funding runs out for many federal agencies. "It will also allow us to keep the investments for hardworking American families secured by the legislative achievements of President Biden and Congressional Democrats." Some of the concessions made include a $10-billion cut to IRS mandatory funding under the Inflation Reduction Act and $6.1 billion of the "COVID-era slush funds."
