OCEAN CITY, N.J. (AP) — The Danish wind energy company Orsted has put up a $100 million guarantee that it will build New Jersey's first offshore wind farm. But it would forfeit the guarantee money if the project is not operational by December 2025. As an example, on Thursday, New York regulators rejected a request from companies for larger subsidies to complete large-scale wind, solar and offshore wind projects, saying the expected the companies to abide by the terms of their deals with the state. “I can affirm that Ocean Wind I shall complete and operate the Ocean Wind I approximate 1,100-megawatt qualified offshore wind project,” he wrote. Orsted has federal approval for the Ocean Wind I project, and has state approval for a second New Jersey project, Ocean Wind II.

Wind power developers have struggled to make progress, however, due to supply chain issues, higher interest rates, and a failure so far to garner enough tax credits from the federal government. Orsted, the Danish wind energy company, would build its first project about 13 to 15 miles off the coast of Atlantic City and Ocean City. “Offshore wind development makes no sense from either an environmental or economic standpoint,” he said. It is pursuing another offshore wind project in New York about 50 miles south of Jones Beach.

CNN —The Senate Foreign Relations Committee’s new chairman is going to block a controversial tranche of military aid for Egypt, he announced Saturday. Sen. Ben Cardin’s last-minute decision on the day of the September 30 deadline followed backlash over the State Department’s recent decision to use a national security waiver to bypass human rights-related restrictions imposed on $235 million in aid. The block comes after the committee’s previous chairman, Sen. Bob Menendez, was indicted on corruption charges over accusations that he accepted bribes to help Egypt obtain military aid. Critics, including Cardin, said Secretary of State Antony Blinken should not have released the $235 million balance on the $320 million tranche of military aid. The White House referred questions to the State Department, which did not immediately respond to CNN’s request for comment.

New York CNN —Toys “R” Us stores are making another comeback — this time it’s at airports and cruise ships. WHP Global, the toy store’s parent company, announced an expansion of up to 24 flagship stores, as well as opening stores at airports and cruise ships. The stores for the cruise industry will sell cruise-themed merchandise, though Toys “R” Us did not specify on which cruise lines or where the stores will open. The 24 flagship locations will join the 452 Toys “R” Us shops that are currently open in Macy’s stores across the country. In 2021, WHP Global acquired Toys “R” Us from Tru Kids Inc., which bought the failed brand in a 2018 liquidation sale.

Toys R Us is plotting a bold comeback in the U.S., as it plans to expand its brick-and-mortar presence with as many as 24 new flagship stores and a separate rollout at airports and on cruise ships starting this holiday season. Toys R Us aims to start opening the up to two dozen flagship stores as early as next year in partnership with Go! Toys R Us filed for bankruptcy in 2017, though it could not come out of it on its own, pushing it into liquidation. In summer 2021, WHP announced a rollout of more than 400 new Toys R Us stores at Macy's locations across the country. WHP told CNBC the new flagship stores will be modeled after the American Dream location with "immersive" shopping experiences.

To meet a heightened demand for abortion care, New Jersey may permit midwives to perform abortions. Since the overturn Roe v. Wade, many states have limited access to abortion care or implemented bans. If successful, it would make New Jersey one of about ten states that allow certified midwives or nurse-midwives to perform abortions. The potential new rule, proposed by the state's Board of Medical Examiners, would allow midwives to perform surgical abortions through the 14th week of gestation, the Monitor reported. Daibes is now a key figure in a sweeping bribery case brought against Menendez, his wife and multiple other associates. Menendez, according to the indictment, then badgered both Sellinger and the prosecutor who had been put in charge of Daibes case, calling them several times. Menendez also asked one of his political advisors to let Sellinger know he was upset with the way the Daibes case was being handled, according to the indictment. Last year, following a delayed trial, Daibes pleaded guilty in his bank fraud case. But his sentencing has been repeatedly delayed and is now scheduled to take place next month.

Kim’s surprise announcement came as a growing number of Democrats are calling for Menendez to step down. Pennsylvania Sen. John Fetterman became the first Democratic senator to do so, and several members of New Jersey’s congressional delegation, along with the state's Democratic governor, have said he should resign. “This is not something I expected to do, but I believe New Jersey deserves better,” Kim said in a statement. But given the gravity of these charges, I do not believe that Senator Menendez can continue to carry out the important duties of his office for our state.”New Jersey Gov. Phil Murphy also demanded Menendez’s immediate resignation, saying the allegations were “so serious" that they compromise the senator’s ability to serve.
