Pogacar’s own voice, over his team’s radio and broadcast on television during the Tour de France’s 17th stage, provided an immediate explanation for the rare sight of him being left behind like a mere mortal. “I’m dead.”It was an astonishing bit of television, a moment that will be replayed on every Tour broadcast for decades. Most of Pogacar’s teammates did not wait for him. Pogacar, the 24-year-old from Slovenia who usually rides with a smile on his face, perpetually unbothered, tufts of hair peeking out of his helmet, was gone.

BELGRADE, July 19 (Reuters) - Three people were killed in a severe thunderstorm that hit Slovenia and Croatia on Wednesday, as parts of Europe struggled with record-high temperatures and wildfires, authorities said. In Croatia two people were killed and several were injured, the Civilian Defense Department said on its website. In neighboring Slovenia a woman was killed by a falling branch, and at least one person was injured, authorities said. Meteorologists in Serbia also issued a weather alert and warned that the so-called supercell storm, which brings hurricane-force winds, hail and rain, was moving in from Croatia and was expected to hit the country later in the day. And while Asia has long dominated the top of the leaderboard in the index created by London-based global citizenship and residence advisory firm Henley & Partners, Europe is bouncing back. Agreement on the new spending target was one of the outstanding issues ahead of a two-day NATO summit on Tuesday and Wednesday next week in Vilnius. NATO Secretary-General Jens Stoltenberg intended to make NATO's current military spending target of 2% of national GDP a minimum requirement rather than a goal to aim for. The goal was set in 2014, when NATO leaders agreed to increase spending towards 2% of their GDP on defence within a decade. Bringing up the rear are Canada, Slovenia, Turkey, Spain, Belgium and Luxembourg, whose defence spending was under 1.4% of GDP.

"In general, only slightly more than half of the heavy weapons committed have been delivered. Christoph Trebesch, the head of the team creating the tracker, said "the gap between promised and delivered military aid is wide." Security Council on Tuesday for two-year terms starting on Jan. 1, 2024, while Belarus - allied with Russia in its invasion of Ukraine - was denied a spot. Algeria, Guyana, Sierra Leone and South Korea ran unopposed for a spot on the 15-member body, which is charged with maintaining international peace and security. Instead, the Royal Danish Academy of Fine Arts, which prepared canvases for its artists, likely bought leftover mash from local breweries.
