Nonetheless, analysts remain skeptical about when solid-state batteries will actually make it to market. BEIJING — A closely watched meeting of China's parliament standing committee on Monday reviewed a proposal to raise the local government debt limit, according to state media. New debt would go toward replacing hidden debt, the report said, noting that Finance Minister Lan Fo'an spoke at the meeting on the plan. Lan indicated at a press conference last month that an increase in the local debt limit was in the works. Local authorities in China have historically been responsible for much of public services spending, but have struggled financially as revenue from land sales to developers has dropped. China has about 50 trillion yuan to 60 trillion yuan (about $7 trillion to $8.45 trillion) in outstanding hidden debt, according to Ting Lu, chief China economist at Nomura.

David Kirton | ReutersBEIJING — Deeproute.ai, a Chinese startup developing autonomous driving systems, announced a $100 million funding round Tuesday from an undisclosed automaker, while emphasizing close ties with chipmaker Nvidia . The startup is also in "deep cooperation" with Nvidia, Zhou said, noting "in-depth discussions" with the chipmaker's CEO Jensen Huang. Zhou spoke on "Commercializing mass-produced autonomous driving solutions" at Nvidia's closely watched GTC AI conference in March. Those maps, used by autonomous driving companies such as Alphabet's Waymo, give a car a detailed picture of city streets. Chinese autonomous driving software developer WeRide went public on the Nasdaq last month, while robotaxi operator Pony.ai has filed for a U.S. IPO.

CNN —In late August, a container vessel sailed out of Angola’s Port of Lobito carrying railway operator Lobito Atlantic Railway’s first shipment of copper from the Democratic Republic of Congo (DRC) to the US. That’s about 30 days faster than a road journey, according to Francisco Franca, the CEO of Lobito Atlantic Railway (LAR), a consortium of firms that took over operations of the railway in January. The ship took Lobito Atlantic Railways first shipment of copper to the US. “Lobito Corridor is not just a railway line, but is the economic development along the corridor,” said Franca, the CEO of LAR. Lucknow, India AP —A poorly maintained and overcrowded bus veered off the road and plunged into a deep gorge in northern India on Monday, killing at least 36 people and injuring several others, officials said. The bus was carrying around 60 people, and more than 20 have been injured, said Deepak Rawat, a senior state government official. He added that preliminary information suggested that the dilapidated bus skidded before tumbling down a 60 meter- (200-foot-) -deep gorge. In July, at least 18 people died after a double-decker passenger bus collided with a milk truck in Uttar Pradesh state. In May, a bus carrying Hindu pilgrims skidded and rolled into a deep gorge on a mountainous highway in Indian-controlled Kashmir, killing at least 21 people.

Tornado sirens rang out Monday morning in Oklahoma City, where residents are still surrounded by the destruction and debris caused by the weekend’s severe storms, after the National Weather Service issued a tornado warning. There were no confirmed tornadoes or reports of damage from Monday morning’s storms. A level 2 of 5 threat of severe thunderstorms spans from central and eastern Texas to the Illinois-Missouri border – including Dallas, threatening damaging wind gusts, large hail and tornadoes, according to the SPC. Nearly 40 structures were destroyed in the Oklahoma City area, the Oklahoma City Fire Department said in a Facebook post.
