New York City declared a drought warning on Monday, its first in 22 years, as the Northeast deals with severe dry conditions and brush fires during a historically dry autumn. The last drought warning in New York City was issued in 2002. Under a warning city agencies adopt drought protocols and voluntary water conservation is encouraged for New Yorkers. New York City's water supply needs almost 8 inches of rain to reach normal levels, officials said. Kathy Hochul also declared a statewide drought watch on Monday citing “a historic shortage of rainfall” and elevated 15 counties in the Mid-Hudson region and New York City, to a drought warning.

Nebraska’s Dan Osborn is returning to work Tuesday as a steamfitter after his unsuccessful Senate run, but his political career isn’t over. Russian President Vladimir Putin formally lowered the threshold for his country's use of nuclear weapons Tuesday, days after the United States allowed Ukraine to strike inside Russia using American missiles. The Kremlin announced that Putin had approved an updated nuclear doctrine — a document that governs how Russia uses its nuclear arsenal — including the declaration that Moscow could unleash a nuclear strike if subject to an attack by a non-nuclear country that has the support of a nuclear state. “The nuclear doctrine update was required to bring the document in line with the current political situation,” Kremlin spokesperson Dmitry Peskov told the TASS state news agency in comments published early Tuesday. Still, the use of nuclear weapons would be a “last resort measure,” he added. A Wyoming judge ruled Monday that two laws restricting and banning abortion in the state violate its constitution, making the procedure legal up until fetal viability for the time being. Teton County District Judge Melissa Owens imposed an injunction on the pair of state laws in a ruling that said they ran afoul of the state constitution, which says every person has a right to personal autonomy in making medical decisions. The statutes were therefore “facially unconstitutional,” Owens wrote, as they placed “unreasonable and unnecessary restrictions” on pregnant women’s rights to make their own health care decisions. Owens has blocked the state's abortion laws three times now. One of the plaintiffs in the current suit, Wellspring Health Access, opened as Wyoming’s only full-service abortion clinic last year.

Now, authorities are investigating cases in which other groups of people are reportedly getting text messages saying they have been "selected for deportation or to report to a re-education camp." WASHINGTON — An ex-Army soldier who was previously court-martialed for shooting a handcuffed Iraqi civilian was sentenced to over four years in federal prison on Monday for assaulting officers during the Jan. 6 attack on the U.S. Capitol. A company tied to conspiracy theorist Alex Jones filed Monday to dispute the sale of the Infowars website to the parody site The Onion, calling it improper and unfair. In the morning, First United American Cos., a limited liability company that runs Jones’ online supplements store, filed an emergency motion to disqualify the winning bid of The Onion’s parent company, Global Tetrahedron,’ to purchase the Infowars media empire and other assets.
