A fast-spreading wildfire east of San Francisco has burned through more than 12,000 acres, shut down major highways and prompted evacuation orders for nearby residents, according to public safety alerts and Cal Fire, California’s firefighting agency. The blaze, named the Corral Fire, began Saturday afternoon outside Tracy, Calif., and was only 13 percent contained early Sunday, Cal Fire said. The fire is the largest so far in this year’s California wildfire season, which typically runs from April to October. After an unusually wet winter that included heavy snowfall and significant rainfall, experts expect the spring and summer seasons to stay relatively mild. Still, California fire officials warned last week that an abundance of dry grass in the San Francisco and Modesto areas was creating a greater fire hazard as summer neared.

The city of Uvalde, Texas, has reached a settlement with most of the families of children who were shot by a gunman at Robb Elementary School in 2022, lawyers for the families said on Wednesday. To avert a lawsuit, the city promised to overhaul the city’s police force, create a permanent memorial to the victims and pay $2 million, the lawyers said. The settlement, announced at a news conference in Uvalde, involved the largest group of potential plaintiffs: 17 families of children who were killed during the May 24 massacre, and two families of children who were wounded. That lawsuit also names as defendants Pete Arredondo, who was chief of the Uvalde public school police department when the shooting occurred, and Mandy Gutierrez, who was principal of the school at the time. State police officers, along with scores of officers from local agencies and federal agents, were outside the classrooms for 77 minutes before a team, led by federal Border Patrol agents, breached a door and killed the gunman.

The man, Dale Chorman, was with a friend when the pair spotted a female moose and her two newborn calves in the city of Homer, the Alaska Department of Public Safety said. “Dale was with another adult male and they were attempting to take photos of two newborn moose calves when the cow moose attacked Dale,” agency spokesperson Austin McDaniel told CNN in an email Tuesday. While in the company of her calves, a female moose will not hesitate to attack should a person come near them, McDaniel said. “Cow moose with calves are known to be relentless in their efforts to defend their calves from perceived threats,” McDaniel said.

Appearing last week on “Morning Joe,” Hillary Clinton lamented what she views as the ignorance of students protesting the war in Gaza. The host, Joe Scarborough, asked her about “the sort of radicalism that has mainstream students getting propaganda, whether it’s from their professors or from the Chinese Communist government through TikTok.” Ms. Clinton was happy to oblige. “I have had many conversations, as you have had, with a lot of young people over the last many months,” she said. I’ve also seen and heard the assumptions made about them by some of their elders — administrators, parents and others. In the current panic, the protesters are described as somehow both terribly fragile and such a threat to public safety that they need to be confronted by police officers in riot gear.

New York CNN —If voters return former President Donald Trump to the White House, he’s promised to launch an unprecedented crackdown on immigration and even conduct mass deportations. NOAA’s severe space weather watch suggests the storm could trigger numerous effects for life on Earth, possibly affecting the power grid as well as satellite and high frequency radio communications. Moreover, the changes to the ionosphere can block or degrade radio transmissions trying to pass through the atmosphere to reach satellites. And they can also prevent radio transmissions from successfully bouncing off the ionosphere — which some radio operators normally do to increase the range of their signals. The Cybersecurity and Infrastructure Security Agency outlined a similar report in a 2021 presentation on space weather, finding that line-of-sight radio transmissions are generally not affected by space weather except in specific situations. The largest known geomagnetic storm in history, known as the Carrington Event of 1859, caused telegraph stations to spark and catch fire.

The Biden administration is poised to open up a new front in its effort to safeguard U.S. AI from China with preliminary plans to place guardrails around the most advanced AI Models, the core software of artificial intelligence systems like ChatGPT, sources said. The Commerce Department is considering a new regulatory push to restrict the export of proprietary or closed source AI models, whose software and the data it is trained on are kept under wraps, three people familiar with the matter said. Currently, nothing is stopping U.S. AI giants like Microsoft -backed OpenAI, Alphabet's Google DeepMind and rival Anthropic, which have developed some of the most powerful closed source AI models, from selling them to almost anyone in the world without government oversight. When that level is reached, a developer must report its AI model development plans and provide test results to the Commerce Department. That computing power threshold could become the basis for determining what AI models would be subject to export restrictions, according to two U.S. officials and another source briefed on the discussions.

Voters in England and Wales will cast ballots for mayors, council members and police commissioners on Thursday. And while the elections will, of course, focus on local issues like garbage collection and public safety, this vote is expected to have broader significance. Local elections, by their nature, are about who leads communities and ensures the delivery of certain public services. The Conservatives face a fierce challenge from the opposition Labour Party, led by Keir Starmer. About one-third of England’s council seats are being contested on Thursday, and 10 mayoral seats in major English metro areas, home to about a third of Britain’s population, are also up for election.

Across Milwaukee, residents can see evidence of federal money from laws passed under the Biden administration, if they know where to look. It shows up in a growing array of solar panels near the airport. Some money has yet to be spent, like $3.5 million to rebuild the penguin exhibit at the local zoo and $5.1 million to repair the roof of Milwaukee Mitchell International Airport. That presents both an opportunity and a challenge to Mr. Biden’s re-election campaign as it seeks to show Americans how federal investments have improved their lives. Doing so is difficult because the laws delegated many spending decisions to state and local officials, obscuring the money’s source.
