The Fed lowered borrowing costs in September for the first time in more than four years while signaling additional rate cuts. Investors are betting with near certainty that the Fed will deliver a quarter-point cut, according to futures. On a year-on-year basis, the average price rose 2.08% versus 1.85% growth in September.
