Seven years ago, the bodies of two teenage girls were discovered near a hiking trail outside the small Indiana town of Delphi. Allen worked at a CVS in Delphi and had processed photos for Libby’s family without charging them, her grandparents have said. Investigators found the images on Libby’s cellphone and released them days after the girls' bodies were discovered in a bid to identify a possible suspect. Allen, who was interviewed by authorities in 2017 and admitted being at the trail the day the teens vanished, was arrested in 2022. In a request for a search warrant in 2017, an FBI agent said the girls' bodies appeared to have been moved and staged.

Seoul, South Korea AP —South Korean intelligence has found that North Korea has dispatched 12,000 troops including special operation forces to support Russia’s war against Ukraine, news reports said Friday, a development that could bring a third country into the war and intensify a standoff between North Korea and the West. North Korea has 1.2 million troops, one of the largest militaries in the world, but it lacks actual combat experience. Many experts question how much the North Korean troop dispatch would help Russia, citing North Korea’s outdated equipment and shortage of battle experiences. The statement said participants of the meeting agreed that North Korea’s troop dispatch poses a grave security threat to South Korea and the international community. Outside officials and experts say North Korea in exchange possibly received badly needed food and economic aid and technology assistance aimed at upgrading Kim’s nuclear-armed military.

Zeroing in on cyber insurance as a key area for reform comes as the U.S. government scrambles to find ways to disrupt ransomware networks. For many organizations, deciding whether to pay a ransom is a difficult and urgent decision. The hacker group allegedly demanded a ransom to return the stolen data, though it remains unclear whether NPD paid it. Darren Williams, founder of BlackFog, a cybersecurity firm that specializes in ransomware prevention and cyber warfare, is firmly against paying ransoms. UnitedHealth Group experienced this firsthand after its subsidiary, Change Healthcare, was hit by the ALPHV/BlackCat ransom group in April 2023.

Last month, a state-run health care agency launched a website that shares information that proponents of the ballot measure say is misleading. The DeSantis administration has also ramped up efforts to investigate allegations of fraud in the signature-gathering process by the groups behind the measure. In addition, the state Health Department sent cease-and-desist letters this month to multiple television stations across the state that had aired an ad that supported the ballot measure. Spokespersons for the DeSantis administration, the Health Department and the Agency for Health Care Administration didn’t respond to questions. Even putting the efforts from DeSantis and other Florida Republicans aside, the ballot measure faces an uphill climb.

LOS ANGELES — Los Angeles County District Attorney George Gascón told NBC News on Wednesday he hopes to make a decision within 10 days about whether to recommend resentencing for the Menendez brothers — and that, if he does, it’s possible they could be out of prison by the end of the year. Erik and Lyle Menendez are serving life sentences without parole for the 1989 shotgun slayings of their parents, José and Mary Louise “Kitty” Menendez, at their Beverly Hills home. How to strike a hostage and ceasefire deal, and with whom, is now a matter of uncertainty for American officials, who spent the hours after Sinwar’s death trying to determine if he had a successor. But US officials stopped short of saying Thursday that his death will result in a deal overnight. For long stretches, American officials couldn’t even say definitively whether he was alive or dead. “By all accounts, Sinwar has been the biggest obstacle within Hamas to a ceasefire-hostage release deal in Gaza. Depending on who would take his place, Sinwar’s death could revive hope for an agreement to end the war.

Christine Lagarde, president of the European Central Bank (ECB), left, and Wolfgang Proissl, director of general communications at the European Central Bank (ECB), at a rates decision news conference in Frankfurt, Germany, on Thursday, Sept. 12, 2024. The European Central Bank is widely expected to announce its third interest rate cut of the year at its Thursday meeting, after policymakers flagged reduced inflation risks and a weakening growth outlook. Headline price rises in the euro area eased to 1.8% in September, coming in below the central bank's 2% target for the first time in three years. A cut on Thursday would see the ECB reducing rates at consecutive meetings for the first time in 13 years. Expectations for a faster pace of monetary easing have built since the ECB's Sept. 12 meeting, when market pricing suggested just one more rate cut this year, rather than the two priced in as of Thursday morning.

“I think it would be a big mistake to underestimate the president,” Scholz told PBS ahead of NATO’s 50th anniversary summit in Washington. Biden has instead opted for “minilateralism,” what foreign policy experts have come to term his strategy for dealing with smaller coalitions of like-minded nations. “Ironically, it is precisely Biden’s caution that has encouraged continued Russian, Chinese, North Korean, and Iranian misbehavior,” Kempe writes. According to Pew Research Center polling on views of Biden across 34 countries, 63% of German respondents expressed confidence in Biden. In Poland – another country where aides have considered having Biden visit to tout Ukraine support – 70% of respondents express confidence in Biden.

"There's a belief that movable voters move late," said one Harris campaign official, who described the thinking behind her approach on the condition of anonymity because they were not authorized to speak for her. Trump often derides nonpartisan media as "fake news" and an "enemy of the public," but he hasn't completely abandoned those platforms. Since she took over as the Democratic candidate for President Joe Biden, Harris' media strategy has evolved. A second Harris campaign official said her team believes it is now in a very small window where undecided voters are paying attention, and she can actually break through. Specifically, this official said Harris’ appearance on Fox News is indicative of the fact that she needs white working-class women.

After years of pushing, everything looks ready for Saudi Arabia’s billion-dollar move to become a major force in tennis to take off — with one major hitch. The Ministry of Sport of Saudi Arabia, the Saudi Tennis Federation (STF) and the WTA Tour then announced a three-year deal to host the tour finals. These moves raised Saudi Arabia’s tennis profile, but its potential new tournament at the start of the season was seen as the most important of its tennis investments — and its most divisive. It would cement Saudi Arabia’s place at the center of the sport, bringing with it an extensively criticized human rights record. Saudi Arabia’s moves into tennis have roiled the organisations behind the Grand Slam tournaments.

OTTAWA, Ontario — Canada expelled six Indian diplomats, including the high commissioner, on Monday, linking them to the murder of a Sikh separatist leader and alleging a broader effort to target Indian dissidents in Canada. Earlier in the day, India retaliated by ordering the expulsion of six high-ranking Canadian diplomats, including the acting high commissioner, and said it had withdrawn its envoy from Canada, contradicting Canada’s statement of expulsion. India said it had asked six Canadian diplomats to leave by Saturday. The ministry also said it had summoned Acting High Commissioner in India Stewart Wheeler, Canada’s top diplomat in the South Asian country. Therefore, the Government of India has decided to withdraw the High Commissioner and other targeted diplomats and officials,” India’s foreign ministry said in a statement.

Hong Kong CNN —She appeared to be a beautiful woman and in the minds of men across Asia, the video calls they spoke on confirmed their newfound love was real. But Hong Kong police say the men had fallen prey to a romance scam that used deepfake artificial intelligence to lure its victims into parting with more than $46 million. In a news conference Monday, police in the Asian financial hub announced the arrests of more than two dozen members of the alleged scam ring, which they say targeted men from Taiwan to Singapore and as far away as India. But increasingly realistic deepfake technology has raised the stakes and put authorities on high alert. According to Hong Kong police, the romance gang’s deepfake scam typically began with a text message, in which the sender – posing as an attractive woman – said they had mistakenly added the wrong number.

CNN —Canada announced the expulsion of six Indian diplomats Monday, including the high commissioner, after the police accused agents of the Indian government of being linked to homicides, harassment and other “acts of violence” against Sikh separatists in the country. The Indian government has called the accusations “preposterous” and said it was withdrawing the officials expelled by the Canadian government. Earlier on Monday, the Royal Canada Mounted Police (RCMP) took the unusual step of publicly disclosing details of multiple investigations into the involvement of Indian government agents alleged to have taken part in “serious criminal activity” in Canada. RCMP Commissioner Mike Duheme, left, and Assistant Commissioner Brigitte Gauvin take part in a news conference at RCMP National Headquarters in Ottawa on Oct. 14, 2024.
