Rep. Kevin Hern leaves a House Republican caucus meeting at the Longworth House Office Building on October 13, 2023 in Washington, DC. “He just wanted to know what was going on in the race. “I think he's going to sit this one out.”Hern added: “So I think when you look at this now, he's gonna let this play out. The draft AI rules have to be agreed by the European Parliament and European Union member states. A fourth trilogue meeting will be held on Tuesday, a day after EU lawmakers are scheduled to discuss their negotiating stance around foundation models and high-risk AI systems, sources said. Discussions could then be further de-railed by the European parliament elections in June. The EU started working on the draft AI Act in 2021. In May this year, the European parliament agreed on draft legislation including new rules around the use of facial recognition, biometric surveillance, and other AI applications.

REUTERS/Anushree Fadnavis/File photo Acquire Licensing RightsNEW DELHI, Oct 23 (Reuters) - India's fiscal position remains solid with steady revenue growth, and headline inflation is likely to remain within the target band, the government said on Monday. "Rationalisation of revenue expenditure has enabled the front-loading of capital expenditure while keeping the market borrowing programme tied to the budgeted target," the report said. Headline inflation was also likely to remain within the target band, the report said, due to the downward trajectory observed in core inflation. While sluggish global demand is affecting India's trade, this is projected to recover in the second half, said the report adding that India's forex reserve position is "comfortable" and external account "robust".

Former Speaker of the House Kevin McCarthy speaks to reporters as he walks to the House Chambers in the Capitol on October 18, 2023 in Washington, DC. Joe Raedle/Getty ImagesFormer Speaker Kevin McCarthy argued interim Speaker Patrick McHenry already has the powers that some in the anti-Jim Jordan crowd want him to have. “I think you shouldn't have to do a resolution, that McHenry can carry this on as we elect Jim Jordan our speaker,” he said. “We're going in, we want to elect Jim Jordan, and if Jim's numbers drop, it's a lot of that is due to Gaetz’s email that he put out last night,” said McCarthy. Going after Republicans that would work with anything with Democrats when he did all this to us?

Here are key things to know about how Rep. Kevin McCarthy was ousted as House speaker:What happened to McCarthy? McCarthy had been House speaker since January, when he won the gavel after 15 rounds of balloting. Many House Republicans who share some of these ideological views, however, continued to support McCarthy. So many Democrats felt like they didn’t owe him anything, even if a future GOP speaker could be more conservative than McCarthy. Only four Republicans can break with the pack in order for a GOP speaker to be seated.

Free2Move Paris electric vehicles by Groupe PSA are displayed outside Paris city hall as the French car maker launches its free-floating car-sharing service in Paris, France, November 29, 2018. The Society of Motor Manufacturers and Traders (SMMT) said those same rules will also add 3,600 pounds to the average British-built EV sold in Europe. Automakers and industry groups like the SMMT have called for a three-year delay to implementing the rules of origin. The European Automobile Manufacturers' Association (ACEA) has said the rules could cost carmakers up to 4.3 billion euros ($4.53 billion) in tariffs and hit output. In June, Stefan Fuehring, a European Commission official overseeing the post-Brexit EU-UK trade agreement, said the EU rules of origin were "fit for purpose" and that the bloc was not considering changing them.

The Rafah crossing between Gaza and Egypt is still closed, leaving humanitarian supplies piling up on the Egyptian side of the border. But, Israel has closed its two border crossings with Gaza and imposed a “complete siege” of the territory. That has left the Rafah crossing as the only viable outlet to get people out of the enclave – and supplies into it. Also complicating matters: border authorities have not managed to repair Israeli airstrike damage to the Gaza side of the Rafah border crossing, a Palestinian official said. Abu Obaida claimed 22 of the hostages in Gaza were killed in Israeli airstrikes (CNN cannot independently verify that claim).

A naval base in real life, it has a picturesque location on a pier; the show’s Italian title, “Mare Fuori,” translates more literally to “The Sea Outside,” as in the sea outside the prison windows. Italian viewers are getting ready for Season 4, whose filming was occasionally interrupted by the screams of fans clustered outside the prison gates. Based on the first season, it is easy enough to understand the impact of “The Sea Beyond” on T-shirt sales and young heart rates. Annual trade between Britain and South Korea is worth 18 billion pounds ($21.9 billion), and the two sides will begin talks later this year on a new trade deal. IMF sees recent yen falls as reflecting fundamentals

Banknotes of Japanese yen are seen in this illustration picture taken September 23, 2022. "On the yen, our sense is that the exchange rate is driven pretty much by fundamentals. As long as interest rate differentials remain, the yen will continue to face pressure," Sanjaya Panth, deputy director of the IMF's Asia and Pacific Department, told reporters. Authorities in Japan are facing renewed pressure to combat a sustained depreciation in the yen , as investors bet on higher-for-longer U.S. interest rates while the Bank of Japan remains wedded to its super low interest rate policy. "I don't think any of the three considerations are existing right now," he said, when asked whether recent yen falls call for authorities to intervene in the currency market.

South Africa is facing its worst power crisis, with Eskom's ageing, coal-fired plants often breaking down. "It's a policy development loan which supports critical reforms," Marie-Nelly said of the potential World Bank funding. The World Bank loan would also support South Africa to make a "just transition" away from coal, to ensure vulnerable people do not suffer as a result, Marie-Nelly said. Trucks carrying aid are seen near the Rafah border in Gaza after entering from Egypt, October 10, 2023. Egypt says its side of the Rafah crossing that connects Sinai with the Gaza Strip remains open, though traffic has been halted for several days because of Israeli bombardments on the Palestinian side of the border. A senior U.S. State Department official said the United States had been working with Egypt, Israel and Qatar to open the crossing on Saturday. The crossing is the main exit point for the Gaza Strip's 2.3 million residents that is not controlled by Israel. Israel's military spokesperson said on Saturday that the border remains closed and any crossing to Egypt needed to be coordinated with Israel.

As of now, neither House Majority Leader Steve Scalise nor Rep. Jim Jordan – the two declared GOP candidates in the race – have locked down 217 votes, the necessary number to be elected speaker by a majority vote of the full chamber. The uncertain vote math has raised questions over how and when the GOP majority will be able to elect a new speaker, particularly as infighting continues to roil House Republican ranks. “I’d put it at 2%,” he said when asked by a reporter what the chances are there will be a new House speaker by Wednesday. After his removal as speaker in a historic vote last week, McCarthy announced he would not run again for the post. Read more about the race for House speaker here.

Early tech adopters are investing in a new toy: solar-powered electric yachts. The company says it has an order book of 160 million euros ($168 million), with prices ranging from 3.2 million euros for its 60-foot yacht to 30 million euros for the fully equipped version of its 120-foot vessel. "The smallest boat is around 1.5 million euros and on the upper range there really is no limit. "We think there is a sweet spot for solar electric boats between 50 and 120 feet," said Kress.
