Senator Ben Cardin (D-MD) during a Senate Foreign Relations Committee hearing on "Accountability for Russian Atrocities in Ukraine", on Capitol Hill in Washington, U.S., May 31, 2023. It is the second time Cardin, a senior senator known for human rights advocacy, replaces fellow Democrat Menendez in committee leadership. Cardin also stepped in from April 2015 to February 2018 after Menendez faced federal corruption charges that were later dropped. Less hawkish than Menendez, Cardin has focused on human rights throughout his career, notably by authoring the Magnitsky Act, named for a lawyer who exposed corruption in Russia before dying in prison. Passed in 2012 and expanded globally in 2016, the act allowed the U.S. government to sanction individuals involved in human rights violations, not just governments.

U.S. Sen. Bob Menendez of New Jersey pleaded not guilty on Wednesday to federal charges accusing him of pocketing bribes of cash and gold bars in exchange for wielding his political influence to secretly advance Egyptian interests and do favors for local businessmen. Menendez spoke in court only when each defendant stood to acknowledge that they understood the charges against them. A lawyer entered the not guilty plea for Menendez, who was forced to step down as chairman of the powerful Senate Foreign Relations Committee after being indicted. They say Menendez also tried to interfere in criminal investigations involving associates, in one case pushing to install in New Jersey a federal prosecutor who he believed he could influence to derail a case. Two of the businessmen, Jose Uribe and Fred Daibes, also were arraigned and pleaded not guilty.

The senator, Ms. Menendez, Mr. Hana and two other businessmen were each charged with conspiracy to commit bribery and conspiracy to commit honest services wire fraud. Mr. Menendez and his wife were also charged with conspiracy to commit extortion under the color of official right, meaning that they used the senator’s official position to force someone to give them something of value. Mr. Menendez has maintained his innocence, saying Friday that prosecutors “wrote these charges as they wanted; the facts are not as presented.” At a news conference on Monday, he said he had no intention of bowing to calls for his resignation. Mr. Menendez, his wife and the two other businessmen — Fred Daibes, a New Jersey real estate developer and fund-raiser for Mr. Menendez; and Jose Uribe, who works in trucking and insurance — are expected to be arraigned in Federal District Court on Wednesday morning. Hopefully, Democratic leaders in the Senate will do the right thing, and this column will be obsolete by the time you read it. Every other Democratic senator — especially the Senate majority leader, Chuck Schumer — should join them. (Menendez knows this as well as anyone, having been charged with corruption once before but spared by a hung jury.) While he is entitled to another fair trial, he is not entitled to a seat in the United States Senate. Republicans, of course, understand that his presence in the Senate works to their advantage, which is why the right-wing senator Tom Cotton of Arkansas declared that Menendez should stay put.

Senator Cory Booker called on Senator Robert Menendez, his fellow New Jersey Democrat, to resign Tuesday morning, ending days of silence after Mr. Menendez was indicted on bribery charges. As New Jersey’s junior senator, Mr. Booker often has described Mr. Menendez, the senior senator, as a friend, ally and mentor. His decision to condemn Mr. Menendez, and to join the growing chorus of state and federal officials calling on him to step down, demonstrates the deepening crisis facing a senator who until last week had occupied one of the most powerful and secure positions in American politics. “The details of the allegations against Senator Menendez are of such a nature that the faith and trust of New Jerseyans as well as those he must work with in order to be effective have been shaken to the core,” Mr. Booker said, adding: “I believe stepping down is best for those Senator Menendez has spent his life serving.”Mr. Menendez was charged on Friday with using his power as chairman of the Foreign Relations Committee to assist the government of Egypt and businessmen in New Jersey in exchange for bribes that included bars of gold bullion, a Mercedes-Benz convertible, exercise machines and more than $500,000 in cash.

In the days after the indictment, calls for his resignation began, starting with members of the New Jersey congressional delegation (sans Rep. Absent from the initial push for Menendez's departure was Senate Democratic leadership and Booker, who works with Menendez on a regular basis representing New Jersey. Menendez, the senior Democratic senator for New Jersey, has been a vocal opponent of Turkey receiving aircraft to update its fighter fleet. “One of our most important problems regarding the F-16s were the activities of U.S. Sen. Bob Menendez against our country,” Erdogan told journalists on a flight back from Azerbaijan on Monday. “Menendez’s exit gives us an advantage but the F-16 issue is not an issue that depends only on Menendez,” Erdogan added. Neither Washington nor Ankara have openly admitted a link between Sweden’s bid to the F-16 deal but it is widely acknowledged unofficially. “We will raise our voices even more for Turkish Republic of Northern Cyprus to be recognized by other countries,” Erdogan said.
