CNN —A Russian missile strike hit civilian infrastructure in the Ukrainian city of Odesa, killing at least 14 people and injuring dozens of others, Ukrainian officials said Friday. “The Russian missile attack killed a paramedic and a rescue worker who had arrived at the scene after the first explosion to provide assistance. UNITED NATIONS (AP) — The United States is spearheading the first United Nations resolution on artificial intelligence, aimed at ensuring the new technology is “safe, secure and trustworthy” and that all countries, especially those in the developing world, have equal access. Unlike Security Council resolutions, General Assembly resolutions are not legally binding but they are an important barometer of world opinion. The U.S. draft calls on the 193 U.N. member states and others to assist developing countries to access the benefits of digital transformation and safe AI systems. PARIS (Reuters) - The European Union on Wednesday agreed on a deal to unjam air traffic reform in a bid to bring order to the mosaic of airspace regulations that is blamed for chronic delays and unnecessary emissions across Europe. The Belgian EU presidency said on Wednesday that negotiators from the European Council presidency and European Parliament had reached provisional agreement on reforming the "Single European Sky", aiming to increase capacity, lower costs and increase the air traffic control system's adaptability, while also trying to reduce aviation's environmental impact. The deal comes after decades of foot-dragging, political divisions and union opposition, and still needs to be approved by the Council and the European Parliament. Under the agreement, member states will set up national supervisory authorities to assess air traffic control's structure and financial sustainability. Member states can merge economic and safety oversight functions in the same administrative entity, cutting red tape and conforming to common organisational models.

Reuters —A Kenyan official who had been in Washington for talks on a planned international security force to help Haitian police fight gangs was found dead in his hotel room this week, police in the US capital said on Thursday. Washington police said they found 39-year-old Nyamato Walter unconscious in a hotel room in downtown Washington on Tuesday morning, and pronounced him dead at the scene. No deployment date has been set, and the United Nations has yet to publish details of a fund set up to gather contributions from member states. Some other African and Caribbean countries have also pledged support, while the United States has offered funds. Heavily-armed gangs have since grown in strength and are now estimated to control most of the capital, Port-au-Prince.

LONDON (AP) — The European Union is expanding its strict digital rulebook on Saturday to almost all online platforms in the bloc, in the next phase of its crackdown on toxic social media content and dodgy ecommerce products that began last year by targeting the most popular services. The EU's trailblazing Digital Services Act has already kicked in for nearly two dozen of the biggest online platforms, including Facebook, Instagram, YouTube, Amazon and Wikipedia. Now the rules will apply to nearly all online platforms, marketplaces and “intermediaries” with users in the 27-nation bloc. It includes popular ones such as eBay and OnlyFans that escaped being classed as the biggest online platforms requiring extra scrutiny. Platfoms must explain content moderation decisions, and will have to tell users why their post was taken down or account suspended.
