Biden despatched his top diplomat, Antony Blinken, to the Middle East to show Washington's enduring support for Israel, seek to secure the release of captives, including Americans, and prevent a wider war from erupting. In a show of solidarity with Washington's closest Middle East ally, Blinken was due to meet senior Israeli officials, possibly including Prime Minister Benjamin Netanyahu, to discuss further boosting military support. At least 22 Americans were killed during the attack, Blinken said. Biden has stopped short of an overt plea to Israel to show restraint to avoid Palestinian civilian casualties in Gaza. It was unclear whether Blinken might make such an appeal when he meets Israeli officials behind closed doors.

Hamas formedTwenty years after the 1967 war, Palestinians launched their first intifada, or uprising. It began in December 1987 after a traffic accident in which an Israeli truck crashed into a vehicle carrying Palestinian workers in Gaza's Jabalya refugee camp, killing four. Israel stopped tens of thousands of Palestinian workers from entering the country, cutting off an important source of income. By Ian ParmeterIn hindsight, the drivers of Hamas’s startlingly well-planned, land-sea-air attack on Israel on Saturday were in plain sight. The operation reflects a pattern of four wars and regular outbreaks of violence between Israel and Hamas militants in Gaza since 2005, when Israel withdrew its military posts and forcibly removed 9,000 Israeli settlers from the territory. Each time Hamas has launched rockets at Israel or engaged in similar provocations, it has drawn heavy retaliation from Israel in the form of major bombings on the Gaza Strip. Hamas does not recognize Israel, but has said it would observe a truce if Israel withdrew to its 1967 borders. The significance of a Palestinian entity being able to surprise Israel in the same way would not be lost on Hamas.

Israel has pledged that Hamas will pay a heavy price and may now be preparing a ground incursion into Gaza. There, Hamas gunmen killed hundreds of people, including civilians and soldiers, and took hostages, sometimes from their homes. While Hamas has kidnapped Israelis before, it has never before taken dozens of hostages at once, including children and the elderly. On Monday, however, Iran’s mission to the United Nations said that the Islamic Republic was “not involved in Palestine’s response,” referring to the Hamas attack.

Germany and Austria earlier on Monday said they were suspending bilateral development aid to Palestinians, while others such as Italy had said suspending aid was not up for discussion. It is unclear whether the suspensions in development aid will also apply to such assistance. Varhelyi said all new budget proposals for Palestinian aid were also postponed until further notice. The Israeli flag has been hoisted above the chancellor's office and the Foreign Ministry after the shock Hamas assault. Asked if Italy would follow Germany and Austria in suspending development aid, the foreign ministry spokesperson said this was not under discussion.
