CNN —Suspicious packages were sent this week to election offices in more than 20 states, leading to an FBI investigation, triggering evacuations and rattling staff, according to a CNN survey of state offices and Associated Press reporting. The European Central Bank slashed rates as expected on Thursday, marking its second 25-basis-point cut this year and bringing its key interest rate to 3.5%. Michael Proctor, the Massachusetts state trooper suspended over his conduct while he was investigating Karen Read, will not testify in another high-profile case on which he was a lead investigator, prosecutors said. The department devoted dozens of additional officers to investigating the case, the filing says. The filing cites Proctor’s testimony in the Read case, in which he testified that he made derogatory comments about Read to his family, friends and supervisors, and it says the prosecutor’s office is reviewing data extracted from the trooper’s cellphone. The agency had opened an internal affairs investigation into allegations of "serious misconduct" raised at trial, a state police official said at the time. He pleaded guilty to wire fraud, interstate transportation for a scheme to defraud and unlawful monetary transaction, the prosecutor's office said.

LONDON — The U.K. economy continued to flatline in July on a month-on-month basis, flash figures published from the Office for National Statistics showed Wednesday. Britain's economic growth was up 0.5% in the three month to July, slightly below economist expectations and the 0.6% recorded in the second quarter ending in June. The U.K. economy had recorded modest but steady expansion almost every month so far this year, having emerged from a shallow recession at the start of the year. Finance Minister Rachel Reeves said the print left her "under no illusion" of the challenges faced by the U.K. economy. But she added that further movement in interest rates anticipated from the Bank of England could help ease wider growth pressures.
