The World Hasn’t Seen Cicadas Like This Since 1803

The cicadas are coming — and if you’re in the Midwest or the Southeast, they will be more plentiful than ever. This spring, for the first time since 1803, two cicada groups known as Brood XIX, or the Great Southern Brood, and Brood XIII, or the Northern Illinois Brood, are set to appear at the same time, in what is known as a dual emergence. The last time the Northern Illinois Brood’s 17-year cycle aligned with the Great Southern Brood’s 13-year period, Thomas Jefferson was president. After this spring, it’ll be another 221 years before the broods, which are geographically adjacent, appear together again. “Nobody alive today will see it happen again,” said Floyd W. Shockley, the chair of the Entomology Collections Committee at the Smithsonian National Museum of Natural History.

CNN —The nominees for the 2024 BAFTA Film Awards have been announced, with “Oppenheimer” leading the charge with 13 nominations. (AP) — Restrictions on medical care for transgender minors are up for debate in the South Carolina House on Wednesday, as a slew of like-minded proposals receive discussion in a Missouri legislative committee. The measures' consideration highlights the continued interest among conservative lawmakers in targeting issues impacting transgender residents after last year's wave of high-profile bills. South Carolina is one of the few Southern states without a ban on gender-affirming care for minors. At least 22 states have enacted laws restricting or banning gender-affirming medical care for transgender minors, and many of those states face lawsuits. Two broods of periodical cicadas are emerging simultaneously for the first time in 221 years. That's because two broods of periodical cicadas — Broods XIII and XIX — will emerge from their underground lairs simultaneously for the first time in 221 years. Brood XIX will predominantly appear in southern states, while Brood XIII will appear in a small section of the Midwest — mainly Illinois. Unlike annual cicadas, periodical cicadas spend years in their underground rooms like brooding teenagers (is that why they're called broods?) In the case of the next two emerging broods, Brood XIII emerges every 17 years, while Brood XIX emerges every 13 years.

FRANKFORT, Ky. (AP) — Kentucky state Rep. Kevin Bratcher announced his plans Thursday to run for a Louisville Metro Council seat next year, which would culminate a long statehouse career that put the Republican lawmaker at the forefront of school safety, juvenile justice and a host of other issues. Bratcher has been a fixture in the Kentucky House since 1997. Bratcher becomes the second Louisville-area lawmaker within days to pass up a House reelection run to instead seek a metro council seat in 2024. Democratic state Rep. Josie Raymond announced similar plans to run for metro council in another district. Another lawmaker who announced recently that he won't seek reelection next year is Republican state Rep. Danny Bentley, who represents a district in northeastern Kentucky.

Let Us Tell You A Story How Jewish people built the American theater as we know it. The theater, which for many Jews was a major way of becoming American in the first place, seems unable to acknowledge that the danger that American Jews face is not just historical, and not just onstage. (Both of Adler’s parents were Yiddish theater stars — her father, Jacob Adler, was a renowned Shylock in 1903.) Embedding their own observation and experience within Stanislavsky’s, along with the best of Yiddish theater and a generous dollop of Freud, they converted the American theater to Judaism. Or it’s possible the founders just had a lot on their minds and threw the system together at the last minute. Confession: I was hoping to blame the whole Electoral College thing on Thomas Jefferson, who’s possibly my least favorite founding father. Anyway, no matter how it originally came together, we’ve now put the loser of the popular vote in office five times. One involved the Republican Rutherford B. Hayes, who won in 1876 even though the electoral vote was virtually tied and Samuel Tilden easily won the popular vote. George W. Bush lost the popular vote to Al Gore in 2000 — many of you will remember the manic counting and recounting in Florida, which was the tipping point state.

CNN —A man on a Southwest Airlines flight opened an emergency exit door and climbed onto the plane’s wing Sunday while the aircraft was at a gate at New Orleans Louis Armstrong International Airport, authorities said. The Jefferson Parish Sheriff’s Office said it responded to a disturbance at the airport after a 38-year-old man opened the emergency exit door to access the wing and jump out. As soon as he pressed the record button, Webster said the passenger unlatched the lock to the emergency exit door and jumped out the window. When deputies made contact with the passenger on the tarmac, he appeared “incoherent and not fully aware of his surroundings,” the sheriff’s office said. Webster said the delay was about two hours and the flight arrived in Atlanta shortly before midnight.

A passenger opened an emergency exit and jumped out of a stationary plane in New Orleans, local authorities confirmed. The man involved was not arrested, and was taken straight to the hospital, authorities told Business Insider. Witnesses said that the man had opened an overwing emergency exit, before jumping down from the narrowbody jet and running across the tarmac, according to local outlet WWL-TV. Sunday's incident is not the first time a passenger has jumped from a plane's emergency exit this year.

MADISON, Wis. (AP) — The liberal-controlled Wisconsin Supreme Court is scheduled to hear arguments Tuesday in a redistricting case that Democrats hope will result in new, more favorable legislative maps for elections in 2024 that will help them chip away at the large Republican majority. The Wisconsin Supreme Court is controlled 4-3 by liberal justices, following the April election victory by Justice Janet Protasiewicz. Democrats want the court to strike down the legislative maps, draw new ones, and order elections under those maps for all 132 state lawmakers in 2024. If the court were to rule that way, the case would certainly be appealed to the U.S. Supreme Court and it's unclear whether there would be a ruling in time for the 2024 election. Those seeking new maps contend that the Supreme Court violated the separation of powers doctrine when it adopted the Republican-drawn map that Democratic Gov.
