“We are not near a deal, meaning that we are not seeing both sides converging on language that can resolve the current disagreements,” Mr. al-Ansari said, without going into detail. Hamas has demanded a comprehensive cease-fire and complete Israeli withdrawal from Gaza. Mr. Mardawi said Hamas also wanted a “just deal” that would result in the exchange of Palestinians held in Israeli prisons for hostages held by militants in Gaza. The Israeli government has said it must wipe out Hamas’s military and administrative capabilities in Gaza before agreeing to end the war. “If not, Hamas will regroup, rearm and reconquer Gaza, and then we’re back to square one.

Should China Own TikTok?
  + stars: | 2024-03-13 | by ( David Leonhardt | ) www.nytimes.com   time to read: +2 min
After Hamas’s Oct. 7 terrorist attack, TikTok flooded users with videos expressing extreme positions from both sides of the Israeli-Palestinian conflict, tilted toward the Palestinian side, a Wall Street Journal analysis found. On Monday, the top U.S. intelligence official released a report saying that the Chinese government had used TikTok to promote its propaganda to Americans and to influence the 2022 midterm elections. TikTok is also owned by a company, ByteDance, that’s based in a country that is America’s biggest rival for global power: China. ByteDance executives say that they operate separately from China’s government and that they regularly remove misleading content from TikTok. The most likely scenario, experts say, is that officials aligned with the Chinese government shape TikTok’s algorithm to influence what content Americans see.

Israeli Prime Minister Benjamin Netanyahu’s “viability as a leader” is “in jeopardy,” according to an annual unclassified threat assessment from the US intelligence community. “Distrust of Netanyahu’s ability to rule has deepened and broadened across the public from its already high levels before the war, and we expect large protests demanding his resignation and new elections,” according to the report released on Monday. The report also warns that Israel will struggle to defeat Hamas militarily. “Israel probably will face lingering armed resistance from HAMAS for years to come, and the military will struggle to neutralize HAMAS’s underground infrastructure, which allows insurgents to hide, regain strength, and surprise Israeli forces,” the report reads. Here are the latest headlines on the conflict:

The Lebanese militant group Hezbollah fired more than 100 rockets into northern Israel on Tuesday morning, according to Israel’s military. Israel’s military said its fighter jets had retaliated by striking a number of sites linked to Hezbollah in Lebanon. The group is a key ally of Hamas, whose Oct. 7 attacks on Israel led to the war in Gaza. Since Israel’s bombardment of Gaza began, Hezbollah has been firing rockets into northern Israel on a near-daily basis. The Israeli military regularly responds with strikes against Hezbollah-linked targets inside Lebanon.

Guernica, a small but prestigious online literary magazine, was thrown into turmoil in recent days after publishing — and then retracting — a personal essay about coexistence and war in the Middle East by an Israeli writer, leading to multiple resignations by its volunteer staff members, who said that they objected to its publication. In an essay titled “From the Edges of a Broken World,” Joanna Chen, a translator of Hebrew and Arabic poetry and prose, had written about her experiences trying to bridge the divide with Palestinians, including by volunteering to drive Palestinian children from the West Bank to receive care at Israeli hospitals, and how her efforts to find common ground faltered after Hamas’s Oct. 7 attack and Israel’s subsequent attacks on Gaza. It was replaced on Guernica’s webpage with a note, attributed to “admin,” stating: “Guernica regrets having published this piece, and has retracted it,” and promising further explanation. Since the essay was published, at least 10 members of the magazine’s all-volunteer staff have resigned, including its former co-publisher, Madhuri Sastry, who on social media wrote that the essay “attempts to soften the violence of colonialism and genocide” and called for a cultural boycott of Israeli institutions. Chen said in an email that she believed her critics had misunderstood “the meaning of my essay, which is about holding on to empathy when there is no human decency in sight.”

A new American intelligence assessment released on Monday raised doubts about whether Prime Minister Benjamin Netanyahu of Israel could stay in power, as the C.I.A. director said a hostage deal was the most practical way to halt, at least temporarily, the war in Gaza. The 2024 Annual Threat Assessment expressed concerns about Israel’s vision for the end of the war and said that Mr. Netanyahu’s right-wing coalition “may be in jeopardy.”“Distrust of Netanyahu’s ability to rule has deepened and broadened across the public from its already high levels before the war, and we expect large protests demanding his resignation and new elections,” the report said. “A different, more moderate government is a possibility.”The report predicted that Israel would struggle to achieve its goal of “destroying Hamas.”“Israel probably will face lingering armed resistance from Hamas for years to come, and the military will struggle to neutralize Hamas’s underground infrastructure, which allows insurgents to hide, regain strength and surprise Israeli forces,” the report said.

CNN —The US intelligence community assesses Israeli Prime Minister Benjamin Netanyahu’s “viability as a leader” to be “in jeopardy,” according to its annual report on the national security threats facing the United States that was presented to Congress on Monday. The intelligence report notes that the Israeli population broadly supports the destruction of Hamas. It offers an around-the-world unclassified snapshot of how the intelligence community views the panoply of national security threats facing the United States. Beijing, according to the report, has more than tripled its export of goods with potential military use to Russia since Moscow launched its invasion of Ukraine in 2022. China has provided “economy and security assistance to Russia’s war in Ukraine through support to Russia’s defense industrial base, including by providing dual-use material and components for weapons,” the report states.

Plan to Deliver Aid by Sea Faces Big Hurdles

“It constitutes tacit consent and encouragement on the part of the governments of Canada and Sweden to continue to ignore the involvement of UNRWA employees in terrorist activity,” the statement said. In a government statement on Saturday, Sweden said that it would disburse a conditional first payment of some $20 million. The United Nations has also commissioned an external review. The United States and other countries announced plans this week to try to get aid into northern Gaza by sea through the Mediterranean coast. In recent weeks, nations have been sending in aid via airdrops attached to parachutes.

Opinion | The New Rape Denialism

On Oct. 7, Hamas invaded Israel and filmed itself committing scores of human-rights atrocities. Some of the footage was later captured by the Israeli military and screened to hundreds of journalists, including me. The “pure, predatory sadism,” as Atlantic writer Graeme Wood described it, is bottomless. I’ll get to that in a moment, but first it’s worth looking at the forms this denialism takes. A third is to treat anything an Israeli says as inherently suspect.

Mr. Gantz, who visited Washington last year, is also scheduled to meet separately with Jake Sullivan, the national security adviser, his office said in a statement, as well as with members of Congress and pro-Israeli lobbyists. It was unclear whether Mr. Gantz’s visit had the full backing of the Israeli prime minister, Benjamin Netanyahu. Mr. Gantz’s office said he had updated the prime minister on his visit so as to coordinate talking points.

Lives Ended in Gaza Since the war started, more than 30,000 people have been killed during Israel’s bombardment and invasion. Hamas ruled Gaza and ran a covert military organization, the identity of its fighters unclear, even to other Gazans. She worked with people who had been wounded and displaced by Israeli attacks on Gaza as well as with first responders. She moved to Egypt after the 2014 Gaza war but returned a few months before the current war. He performed complicated operations on Gaza’s war wounded while running Abu Yousef Al-Najjar Hospital in Rafah until his retirement.

Mourning a person who was killed on Thursday when Gaza residents rushed toward aid trucks and Israeli forces guarding the convoy opened fire. Its bombing campaign and ground invasion have decimated Hamas’s control over northern Gaza, leaving both a gaping security vacuum and a humanitarian catastrophe. U.N. aid convoys carrying essential goods to northern Gaza have been suspended for days. Like Mr. Aqel, Mr. Khoudary said that he had organized some of the trucks that transported aid as part of the relief initiative involving Israel. The death toll in Gaza passed a somber milestone on Thursday as the local health ministry reported that more than 30,000 people had been killed in the war since Oct. 7. Still, the reported figure is staggering — roughly one person killed for every 73 Palestinians in Gaza, whose population is about 2.2 million. The figures provided by the Gazan health ministry do not distinguish between civilians and combatants. In addition to bearing the risk of being killed in strikes or fighting, Palestinians are living with the growing specter of famine and disease. The health ministry has said infants have died from dehydration and malnutrition in recent days.

As the months go by, I wonder: Have the mothers and fathers of the world forgotten them? It should never be acceptable to hold children hostage — no matter the context. Why are world leaders signaling to terrorists everywhere that it is okay to take children hostage? I fear that he will be born into a world where taking children hostage is accepted. It shouldn’t need to be said that this is not the world our children should grow up in.

Parties to Cease-Fire Talks Offer Mixed Signals

The prediction matched that of President Biden, who said that a deal could come as soon as next week. In public, however, Hamas and Israel are sticking with their longstanding positions and not signaling any breakthrough. The two sides have not met face to face, instead negotiating through mediators in Doha, Cairo and Paris. Qatar’s foreign ministry said this week that talks were ongoing and it was too early to speculate about a resolution. Mr. Haniyeh met on Monday with the emir of Qatar and accused Israel of dragging its feet in the talks, according to a Hamas statement.

A top Hamas official on Wednesday appeared to raise the stakes for a cease-fire in the Gaza Strip, saying the militant group was ready to continue fighting and calling on Palestinians to defy Israeli restrictions and march to the Aqsa mosque in Jerusalem to pray at the start of Ramadan. That creates the prospect of clashes between Palestinians and Israeli security forces around the mosque, one of the holiest sites in Islam and a longtime flashpoint in relations with Israel. Israel has restricted access to the Aqsa mosque for West Bank Palestinians, and it has severely limited movement within the West Bank since the start of the war in Gaza. Matthew Miller, a State Department spokesman, declined on Wednesday to comment on Mr. Haniyeh’s call for a march to the mosque, which is part of a 35-acre site that is also holy for Jews, who call it the Temple Mount. “I would just say, as it pertains to Al Aqsa, we continue to urge Israel to facilitate access to Temple Mount for peaceful worshipers during Ramadan, consistent with past practice and that’ll continue to be our position,” Mr. Miller said.

Israelis were exhilarated when two hostages held by Hamas in Gaza since Oct. 7 were rescued this month in a daring raid by the Israeli military. It wasn’t just the thrill of seeing the hostages alive in their families’ arms. The rescue reminded many of Israel’s stunning hostage rescue in Entebbe, Uganda, in 1976, when more than 100 hostages from an airplane hijacked by militant Palestinians and Germans were freed. But the myth of invincibility Entebbe engendered was always flawed: Prime Minister Benjamin Netanyahu’s own brother was killed in the raid. Today, there is no such military option for liberating hostages on a large scale, and the negotiation effort to release Israeli hostages from Hamas’s grip is not at all exhilarating.

Families and supporters of Israeli hostages held since the Oct. 7 attacks gathered Saturday in Tel Aviv to call for their return. International efforts to reach a truce had stalled over Israel’s refusal to release Palestinians convicted of murder and to commit to a permanent cease-fire, two of the measures that Hamas is holding out for. They include five female Israeli soldiers and civilians, including sick, wounded and older people. It does not include male Israeli soldiers, whose release will be the subject of a separate negotiation, one of the officials said. For each of the five female Israeli soldiers in captivity, Israel would release three “heavy” prisoners — those believed responsible for major attacks — and 15 others.

Hamas’s Oct. 7 attack on Israel had many unpredictable consequences, but the elevation of the International Court of Justice to global public attention is a particularly unexpected one. In December, South Africa brought a case against Israel alleging violations of the Genocide Convention, and last week the court held hearings on a separate matter regarding Israel’s occupation of Palestinian territories. And although the court’s enforcement powers are limited, its public hearings, at a time of intense interest in the conflict, give it considerable power to shape, and reflect, global opinion. The court’s conspicuous role is partly a coincidence of timing: The U.N. General Assembly requested that the court in The Hague issue a nonbinding advisory opinion on the legality of Israel’s occupation back in January 2023. It’s unlikely we’d be discussing those hearings in detail if war had not broken out in the meantime, and if South Africa had not filed its genocide case in the same court.

As the war in Gaza rages on, the situation in the battered enclave is one of devastation and despair. More than 29,000 people have been killed, according to Gaza health officials, the majority in a relentless Israeli bombing campaign. While global scrutiny grows over Israel’s conduct in the war, the Israeli military, by its assessment, has delivered a major blow to the capabilities of Hamas, killing commanders, destroying tunnels and confiscating weapons. But Prime Minister Benjamin Netanyahu’s goal of destroying Hamas remains elusive, according to current and former Israeli security officials. An Israeli military intelligence official, who spoke on condition of anonymity under military protocol, said that Israel was engaged in a comprehensive mission to unravel Hamas’s military capabilities.

Three Questions About Rafah
  + stars: | 2024-02-20 | by ( David Leonhardt | ) www.nytimes.com   time to read: +1 min
The looming battle for Rafah — a city on the southern end of Gaza, farthest from where Israel’s invasion began — embodies the brutal dynamics of the conflict. During its four-month invasion of Gaza, Israel has killed more than 29,000 people, many of them children. An assault on Rafah, which has become a refuge for more than half of Gaza’s population, would worsen the misery. But the military importance of Rafah for Hamas is also real, experts say. With Israel having taken control of much of northern and central Gaza, at least some Hamas leaders and their weapons seem to be in tunnels under Rafah.

We’re looking back at the strongest, smartest opinion takes of the week from CNN and other outlets. “In his courageous and too short life,” wrote Russia scholar Daniel Treisman, “Navalny became a symbol of hope for the younger generations of his compatriots. “He never gave up on the prospect of what he called ‘the beautiful Russia of the future,’” Treisman noted. “For a ‘beautiful Russia of the future’ to emerge in coming years, Putin must lose the war he started. Munich, Germany CNN —Hamas’s demands for a hostage deal are “delusional” and need to be “close to reality,” Israel’s Coordinator for the Captives and the Missing, Gal Hirsch, told CNN Saturday. But Hamas’s demands are disconnected from reality - delusional,” the former Israel Defense Forces commander said in an interview with CNN’s Alex Marquardt at the Munich Security Conference in Germany. He suggested that, though Israel and Hamas had previously agreed on a deal to supply medication to Israeli hostages, the hostages did not receive this medication. Hamas will be dismantled, but we would like very much to make a deal and to bring our hostages back home. “They wanted very much to break the potential deal just as they did in the previous one,” he suggested.
