A Biden administration plan to sell $18 billion worth of F-15 fighter jets to Israel is moving forward after two top Democratic holdouts in Congress signed off on the deal, according to multiple people familiar with the sale. Representative Gregory W. Meeks of New York, the top Democrat on the Foreign Affairs Committee, who had publicly opposed the transfer by citing Israel’s tactics during its campaign in Gaza, has lifted his hold on the deal, one of the largest U.S. arms sales to Israel in years. Mr. Meeks said that the sale would take years to deliver and that he supported the Biden administration’s plans to hold up the sale of other munitions. “I have been in close touch with the White House and National Security Council about this and other arms cases for Israel, and have repeatedly urged the administration to continue pushing Israel to make significant and concrete improvements on all fronts when it comes to humanitarian efforts and limiting civilian casualties,” Mr. Meeks said in a statement. Senator Benjamin L. Cardin, Democrat of Maryland and the chairman of the Foreign Relations Committee, who had delayed signing off but never publicly said he was blocking the deal, also agreed to allow it to go forward, joining top Republicans who had agreed to the plan months ago.

New York CNN —A federal investigation is underway after a Southwest Airlines flight plunged toward the ocean off the coast of a Hawaiian island. The incident occurred April 11 aboard Southwest Flight 2786, but only came to light publicly on Friday after Bloomberg reported Southwest sent a memo to pilots about the incident. Flight tracking data from ADS-B Exchange shows the plane dropping at a rate of more than 4,000 feet per minute while only 600 feet above sea level. The Southwest Airlines Pilots Association has not commented. The flight was an inter-island hop from the main Honolulu airport to Lihue airport on the neighboring island of Kauai.

CNN —Federal authorities and Boeing are trying to figure out why a 737 Max 8 experienced a rare, unsafe back-and-forth roll during flight. There were no injuries onboard Southwest Airlines flight 746 on May 25, according to the airline and a preliminary report by the FAA. It is unclear if the damaged unit led to or was a result of the roll. The plane has not flown since landing in Oakland, California after the incident, except to move it to a Boeing facility in Washington state. Southwest told CNN it referred the incident to the FAA and National Transportation Safety Board and is participating in and supporting the investigation.

Washington DC CNN —Federal Aviation Administration chief Mike Whitaker said his agency is partly responsible for the safety problems at Boeing, admitting that it had been “too hands off” in its oversight of the troubled aircraft manufacturer. But he also said that the FAA was not blameless in that incident. Whitaker said that the FAA previously had 24 inspectors at Boeing and Spirit and that the number was in the low 30s now. But Whitaker said that Boeing needs to make changes as well to improve the safety of its planes. “There must be a fundamental shift in the company’s safety culture in order to holistically address its quality and safety challenges,” he said.

CNN —William Anders, a NASA astronaut who was part of the 1968 Apollo 8 crew who were the first three people to orbit the moon, has died in a plane crash in Washington state, according to his son, Gregory Anders. Anders served as a fighter pilot in all-weather interception squadrons of the Air Defense Command in California and Iceland, according to NASA and the US Naval Academy. Taken aboard Apollo 8 by William Anders, this iconic picture shows Earth peeking out from beyond the lunar surface as the first crewed spacecraft circumnavigated the Moon, with astronauts Anders, Frank Borman and Jim Lovell aboard. CNN —A Massachusetts teacher who staged a mock slave auction and used the N-word in a 5th-grade class has been placed on leave, according to a letter sent to parents by the school’s superintendent. The school district is about 30 miles west of Boston. In January, the teacher – who is not named in the letter – held an “impromptu mock slave auction” during a lesson on the Atlantic triangle slave trade, during which slave auctions were discussed, the letter said. “It was later brought to the District’s attention that the ‘N-word’ does not appear in the book,” Martineau said. CNN has reached out to the school and to the school district for further comment.

Washington CNN —Boeing is expected to release a plan this week to fix its endless string of safety issues that have been under federal investigation following a midflight fuselage blowout in January. Since then, the FAA and Boeing have met multiple times about the company’s progress and the plan’s scope. FAA Administrator Mike Whitaker said last week he sees the plan as only the “beginning” of a process for Boeing. Boeing later agreed to financial penalties and a deferred prosecution agreement to settle a criminal charge of defrauding US regulators.
