During the third quarter, U.S. dealmaking contributed to a larger-than-usual share of global activity and offset a decline in volumes in Europe and Asia Pacific, accounting for about half of global volumes. Deal volumes in Europe and Asia Pacific fell 31% and 9%, respectively. To date, private equity deal volumes have slumped 48% to $313.73 billion, compared to the same period last year. Deal activity driven by activist shareholders was muted as several big-name activists reached settlements with corporate boardrooms. Dealmaking in technology, which typically accounts for the largest share of deal volumes, has fallen 51% so far this year.

A separate benefits program, Supplemental Nutrition Assistance Program (SNAP), will continue as normal for the month of October but could be affected afterward, officials say. U.S. officals say Small Business Administration loans may be delayed and up to 10,000 children could lose access to Head Start, the federal program for preschool children from low-income families. The AFL-CIO estimates that more than 3 million children will lose access to quality childcare and thousands of providers will be forced to close, lay off childcare workers or reduce slots for children. STUDENT LOAN DEBT REPAYMENTSA three-year moratorium on student loan repayments ends on Oct. 1 after the U.S. Supreme Court in June blocked the Biden administration's plan to cancel $430 billion in student loan debt for 43 million borrowers. Student loan repayment resumption "will be more challenging for the lowest-income groups," Bank of America said in a recent research report, because they saved less during the moratorium than higher-income groups.

DeSantis signed a six-week abortion ban in Florida this spring and has positioned himself as a strong opponent of abortion rights, which has turned off some major donors. But he had generally dodged questions about whether he would support a federal ban, and if so, after how many weeks of gestation. In recent weeks, DeSantis, whose campaign is aggressively courting religious conservatives, has doubled down on his opposition to abortion rights in interviews and digital ads. Scott and former Vice President Mike Pence have pledged to sign an abortion ban of 15 weeks or less should they be elected. Former Ambassador to the UN Nikki Haley has said she would sign a federal abortion ban as well, but has stressed that Congress is unlikely to pass such a measure.

Facing pressure from his right flank, McCarthy is pursuing a partisan Republican CR that would cut current government funding levels and contain provisions on security and immigration at the U.S. border with Mexico. Those proposals are unlikely to win the Democratic support they would need to pass the Senate, or to be signed by Biden. HARDLINE HOLDOUTSBut Republican hardliners, including members of the House Freedom Caucus and allies of former President Donald Trump, are resisting even McCarthy's partisan plan. The record-setting, 34-day 2018 shutdown came weeks after Republicans lost their House majority during Trump's term. In a report published on Thursday, three U.N.-appointed experts said they had found practices in U.S. prisons that amounted to "an affront to human dignity" in visits in April and May. The experts "heard, first hand, unbearable direct testimonies of pregnant women shackled during labour, who due to the chaining, lost their babies", it said. Asked to give details, a U.N. rights spokesperson referred to "several" cases and confirmed they all involved Black women. One Black man told the experts he had been kept in isolation for 11 years without interruption, the report said.

REUTERS/Denis Balibouse Acquire Licensing RightsZURICH, Sept 28 (Reuters) - Switzerland's glaciers suffered their second worst melt rate this year after record 2022 losses, shrinking their overall volume by 10% in the last two years, monitoring body GLAMOS said on Thursday. "This year was very problematic for glaciers because there was really little snow in winter, and the summer was very warm," Matthias Huss, who leads Glacier Monitoring Switzerland (GLAMOS), told Reuters. This year, low winter snowfall combined with an early start and a late end to the summer melt season dealt the heavy losses, GLAMOS said. "We are really losing the small glaciers," Huss said. Swiss records go back to at least 1960 and as far back as 1914 for some glaciers.

Trudeau said that Canada was "actively pursuing credible allegations" linking Indian government agents to the murder of a Sikh separatist leader in British Columbia in June.
