Ann Wang | ReutersThis report is from today's CNBC Daily Open, our international markets newsletter. CNBC Daily Open brings investors up to speed on everything they need to know, no matter where they are. Even though Nvidia's third-quarter revenue soared 94% on an annual basis, it's a slower pace than Nvidia's growth in the previous three quarters, when sales rose 122%, 262%, and 265%, respectively, as CNBC's Kif Leswing notes. The same goes for Nvidia's forward guidance: A growth of around 70% for current-quarter sales, compared with a year earlier. It appears that investors have enjoyed Nvidia's astounding performance for so long they've become desensitized to it.

California Governor Gavin Newsom vetoed California's bill at the end of September but signed into law another bill which requires transparency in generative AI systems. "A lot of the privacy risks associated with AI can be tackled through a comprehensive data privacy regime," she said. The U.S. has historically approached data privacy with decentralized, state-by-state legislation, which is where AI regulation is currently headed. Regarding Colorado's successful AI bill, Maroney wrote on Facebook, "It is unfortunate that Connecticut chose not to join Colorado as a leader in this space. Even a model approach, if done wrong, could pose a major risk to the U.S. "Everybody's looking at California, especially when it comes to tech," Elgendy said.

Under Trump, the U.S. Department of Education is likely to abandon its efforts to deliver wide-scale student loan relief , experts say. It has done so mostly by improving existing student loan relief programs that had long been plagued by problems, including the Public Service Loan Forgiveness initiative and income-driven repayment plans. In June, U.S. District Judge Daniel Crabtree in Wichita, Kansas, described student loan forgiveness as having an "irreversible impact," in his decision to block one of the Biden administration's relief measures. For example, in February, some borrowers saw their debts reinstated under the Public Service Loan Forgiveness program. In a new report, the Consumer Financial Protection Bureau cites, among the errors reported by student loan borrowers, "balance reinstatements," in which a loan servicer tacks a loan balance back on to one's account.

China's central bank on Wednesday kept major benchmark lending rates unchanged, as Beijing assesses the effects of its recent stimulus measures. The People's Bank of China said it would keep the 1-year loan prime rate at 3.1%, and the 5-year LPR at 3.6%. The 1-year LPR affects corporate and most household loans in China, while the 5-year LPR acts as a benchmark for mortgage rates. Only retail sales beat expectations, with a 4.8% year-on-year increase, indicating that recent stimulus had started seeping into certain sectors of the economy. Goldman, however, maintained "overweight" stance on China equities, forecasting a 13% upside to the benchmark CSI 300 index next year.

Simply put, the leading maker of AI chips again fell victim to the curse of high expectations. Through its Nvidia AI Enterprise service, Nvidia is in the process of building out a potentially massive software business. Now, as we start this next generation, we'll be seeing models run on 100,000 Blackwell chips — and scaling is still in effect. Huang's argument is that going beyond 100,000 Blackwell chips will yield even more capable models. It's a fair question to ask because Nvidia's stock has historically taken a pretty big hit when its customers – such as cloud-computing providers – start uttering that phrase.

Stock futures are near flat Wednesday night as investors parsed the all-important earnings release from artificial intelligence darling Nvidia . Investors kept a close eye on after-the-bell earnings from Nvidia, the chipmaker that has dazzled Wall Street for more than a year as a key AI beneficiary. On the other hand, Snowflake jumped more than 19% after the data analytics software company beat expectations for the third quarter. That action follows a mixed day on Wall Street, with the S&P 500 ending near flat.
