Washington CNN —Meta’s top executives, including CEO Mark Zuckerberg, ignored warnings for years about harms to teens on its platforms such as Instagram, a company whistleblower told a Senate subcommittee on Tuesday. Meanwhile, both parties have united behind blaming Meta for contributing to a nationwide mental health crisis. Bejar’s research “is basically a smoking gun,” Haugen told CNN in an interview Tuesday. “Every day countless people inside and outside of Meta are working on how to help keep young people safe online,” said Meta spokesman Andy Stone in a statement. He said everyday Americans understand “the harm being done” and compared it to harms from smoking.

They wanted it to be everything most social media struggles to be: positive, safe and inclusive. And as the user base of the platform now known as X splinters, so does Black Twitter, the community of Black users that was a big part of Twitter’s growth and culture. Legacy social media platforms have repeatedly failed to anticipate how their products might be manipulated or misused until something goes wrong. Alphonzo Terrell, co-founder of the social media app Spill, demonstrates how the platform works during an interview with CNN. Béjar points to user perception surveys that show, for instance, that 13% of Instagram users — ages 13-15 — reported having received unwanted sexual advances on the platform within the previous seven days. Béjar said he doesn’t believe the reforms he’s suggesting would significantly affect revenue or profits for Meta and its peers. Meta, in a statement, said “Every day countless people inside and outside of Meta are working on how to help keep young people safe online. Today's testimony comes just two weeks after dozens of U.S. states sued Meta for harming young people and contributing to the youth mental health crisis. London CNN —The United Kingdom’s competition watchdog has wrapped up its antitrust investigations into Amazon’s and Meta’s retail platforms, saying it has secured commitments from the US tech giants that will ultimately benefit consumers. In theory, the more businesses are able to fairly compete for consumers’ cash, the more choice consumers ultimately have. Meta’s competitors will have the option to “opt out” of the tech firm using some of their data to improve Facebook Marketplace, the CMA said. That commitment, along with others, means Meta “cannot exploit advertising customers’ data to give itself an unfair advantage — and as such distort competition,” Pope said. A spokesperson for Meta told CNN it welcomed the CMA’s decision to close its investigation into Facebook Marketplace.

CNN —Meta will soon be forced to seek European users’ consent before using their personal information to deliver those users targeted advertisements on Facebook and Instagram. A European Union-wide ban announced Wednesday dealing with Meta’s handling of user data proposes blanket restrictions which could be finalized as soon as late next week. The restrictions were announced by the European Data Protection Board (EDPB), a group of EU data regulators representing numerous countries in the bloc. Under EU rules known as the General Data Protection Regulation (GDPR), Meta must cite one of several specific legal justifications in order to collect and use people’s personal data for advertising. It directs the Irish Data Protection Commission, Meta’s primary privacy regulator in Europe, to issue a final rule on the matter by Nov. 10.

SAN FRANCISCO (AP) — European officials widened a ban on Meta’s “behavioral advertising” practices to most of Europe on Wednesday, setting up a broader conflict between the continent’s privacy-conscious institutions and an American technology giant. The decision by the European Data Protection Board represents a sharp escalation of a tussle that began in Norway, where privacy officials imposed a daily fine of 1 million kroner — roughly $90,000 — on Meta for obtaining that data without adequate consent. The latest decision “unjustifiably ignores that careful and robust regulatory process,” the company said in a statement following the European board's action. Tobias Judin, head of the international section at the Norwegian Data Protection Authority, said Meta's proposed steps likely won't meet European legal standards. “They continue with their unlawful activities to this very day, simply because breaking the law is so profitable.”

Meta said on Monday that it will introduce an advertisement-free subscription option for Facebook and Instagram for the first time beginning next month for users in Europe, a sign of how government pressure is leading large tech companies to change their core products. The social networking company said it was complying with “evolving European regulations” by introducing the subscription option in the European Union, Iceland, Liechtenstein, Norway and Switzerland. Starting in November, users will be able to choose to continue using Facebook or Instagram for free with ads, or to subscribe to stop seeing ads, Meta said. The cost will range from 9.99 euros a month ($10.58) on the web to 12.99 euros a month ($13.75) on iOS and Android devices, and apply to a user’s linked Facebook and Instagram accounts. Amazon, Apple, Google, TikTok and others are also making changes to comply with new rules in the European Union, which is home to roughly 450 million people across 27 countries.

Last year, singer Michelle Williams teamed up with the brand on a promotional song about the candy called “Candy Corn Love.” And this year, the brand announced a candy corn club, saying it would select 100 members to receive free boxes of candy corn throughout the year, with merchandise and new products.

Facebook even added 10 million daily active users in the U.S. and Canada compared with consensus forecasts calling for zero growth in what is still the company’s most important ad market.

New York CNN —The messaging app Telegram has restricted access to several channels closely associated with or operated by Hamas, as the militant group’s war with Israel rages on. The restrictions mark a significant clampdown on a major source of pro-Hamas propaganda since the Israel-Hamas war began, one that Telegram’s error messages suggest may be driven by the app store operators’ policies. Other popular Telegram channels that have expressed support for Hamas have also been restricted, according to CNN’s analysis. That account is among those no longer accessible via Telegram apps downloaded from the Google Play or Apple App stores, CNN confirmed. An Apple spokesperson didn’t immediately respond to CNN’s questions about the Telegram channels now blocked for iOS users.

“Americans should be able to file their taxes without fear that their sensitive data will be shared with Big Tech companies,” said the letters, copies of which were obtained by CNN. The letters — led by Massachusetts Democratic Sen. Elizabeth Warren — focus on the use of tracking technology developed by tech platforms and embedded within the tax prep companies’ websites that quietly transferred users’ personal information to Meta and Google, allegedly without their consent. Of the five tax prep companies, Intuit was not a major focus of the initial congressional probe because it did not use tracking pixels to the same extent as the others, the investigation found. They also asked the same question of each of the four other tax prep companies, as well as requesting a commitment to abide by the FTC’s warning not to use customer data in ways consumers did not expressly approve. The lawmakers requested that the tax prep firms respond by Nov. 8.

Photo: Nikki Ritcher for The Wall Street JournalFacebook parent Meta Platforms reported its largest quarterly revenue since going public more than a decade ago as demand for advertising picked up and the company continued to reap the benefits of cutting costs and developing new AI technology. Meta’s sales increased to $34.1 billion, up more than 23% compared with a year ago. That represents Meta’s third quarter in a row of rising revenue after the company saw its business shrink for most of 2022. The 23% increase is Meta’s largest year-to-year growth in revenue since the third quarter of 2021.

Mark Zuckerberg, Meta’s chief executive, spent the past two years weathering a slump in digital advertising and cutting costs. Profit was $11.6 billion, more than double the $4.4 billion from a year earlier. Meta’s growth was bolstered by a rebound in digital ads, which has also fueled the financial performance of other companies. On Tuesday, Google reported increased ad sales, with Snap also disclosing rising sales after revenue declined for two quarters. But Meta’s results were also helped by its cost cuts, as expenses fell 7 percent from a year earlier to $20.4 billion.
