DEIR AL-BALAH, Gaza Strip — An Israeli strike on a crowded tent camp housing Palestinians displaced by the war in Gaza killed at least 40 people and wounded 60 others early Tuesday, Palestinian officials said. The Israeli military said it had struck Hamas militants who were operating in a command-and-control center. Gaza’s Health Ministry says over 40,000 Palestinians have been killed in Gaza since the war began. Hamas-led militants killed some 1,200 people, mostly civilians, in their Oct. 7 attack. At least 21 civilians were killed and 63 injured in the air raid on Sunday, Sennar’s acting governor Tawfiq Muhammad Ali said Monday, according to state-run news agency SUNA. The lawyers’ group said more than 30 people were killed in the RSF attack, which it said targeted a market and other civilian locations. The activist group also attributed a similar airstrike in the nearby al-Souki town that killed four people to the Sudanese Armed Forces (SAF). Both the SAF and the RSF have frequently accused each other of killing civilians as war between them enters a second year. The report called for the deployment of an independent force to protect civilians as well as a nationwide arms embargo.

CNN —The last operating public hospital in Sudan’s North Darfur state is at risk of closure, Doctors Without Borders (MSF) warned Wednesday, amid fierce fighting between the country’s rival military factions that have left more than 18,000 people dead and 33,000 injured. Civil war between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) broke out in April last year and has intensified in El Fasher, the North Darfur capital, since May when the paramilitary RSF group encircled the city. The MSF-supported Saudi Hospital in El Fasher has suffered extensive damage following the continued bombardment of the city over the last week, leaving it barely functional, MSF said. “Sunday’s attack on Saudi Hospital – which is the largest hospital in North Darfur state – makes it crystal clear that the warring parties are making no efforts to protect health facilities or the civilians inside them. “This month’s determination of famine in one part of Sudan risks spreading and leading to a catastrophic loss of children’s lives,” the spokesman said.

For weeks, Prime Minister Benjamin Netanyahu of Israel has denied that he is trying to block a cease-fire deal in Gaza by hardening Israel’s negotiating position. Mr. Netanyahu has consistently placed all blame for the deadlocked negotiations on Hamas, even as senior members of the Israeli security establishment accused him of slowing the process himself. But in private, Mr. Netanyahu has, in fact, added new conditions to Israel’s demands, additions that his own negotiators fear have created extra obstacles to a deal. But the documents reviewed by The Times make clear that the behind-the-scenes maneuvering by the Netanyahu government has been extensive — and suggest that agreement may be elusive at a new round of negotiations set to begin on Thursday. CNN —The US will not restrict military aid to an Israeli Defense Forces unit accused of committing violations of human rights against Palestinians in the West Bank after determining the violations were “effectively remediated,” State Department spokesperson Matthew Miller said in a statement obtained by CNN on Monday. The decision not to restrict military assistance to the Netzah Yehuda battalion came months after the United States accused it and four other Israeli security units of committing the gross violations of human rights, which occurred before the outbreak of Israel’s war against Hamas in Gaza. The State Department said in April that the other four had “effectively remediated these violations.”Netzah Yehuda, an ultra-Orthodox unit of the IDF, was transferred from the West Bank to the Golan Heights in 2022. “After thoroughly reviewing that information, we have determined that violations by this unit have also been effectively remediated.
