CNN —India’s second nuclear-capable ballistic missile submarine joined its naval fleet late last month, a move the government says strengthens its nuclear deterrent as New Delhi casts a wary eye at both China and Pakistan. The de facto border between India and China, known as the Line of Actual Control, has been a longtime flashpoint between the two. India’s next ballistic missile subs could be years away, however, if history is any predictor of the future. Arighaat was launched almost seven years ago, and if that timeline from launch to commissioning applies to the next Indian ballistic missile sub, it won’t join the service until 2030. North Korea fired multiple short range ballistic missiles into waters east of the Korean peninsula on September 12, Seoul's military reported, days after the nuclear-armed North marked a state anniversary. After North Korea fired several ballistic missiles toward the Sea of Japan, Japanese Prime Minister Fumio Kishida said Thursday that he "strongly condemns" the move, adding that Tokyo has already "lodged a protest" with the Hermit Kingdom. Flooding rainfall, powerful winds and potentially life-threatening storm surge could pummel parts of the upper Texas and Louisiana coastlines as Francine passes through. In addition to a hurricane warning in Louisiana, tropical storm warnings and watches have been issued along a stretch of the Louisiana and Texas coast. A storm surge warning has also been issued from High Island, Texas, to the mouth of the Mississippi River. CNN —The deep landslides beneath the multimillion-dollar homes in Rancho Palos Verdes moved at an almost glacial pace, until they didn’t. This affluent coastal city in Southern California, around 30 miles south of Los Angeles, has long enticed people with its Pacific Ocean views and lush greenery. This February, an atmospheric river dumped record amounts of rain across southern California, triggering hundreds of mudslides and leaving at least nine people dead. In July, a landslide triggered by heavy monsoon rains in India’s southern state of Kerala killed at least 150 people. In Southern California, “people wanted to pretend they lived in the tropics,” he said, “and planted a lot of landscaping that required lots of watering.”Deforestation is another factor.

A tropical storm warning was issued Friday for Hawaii’s Big Island as the storm known as Hone approached with 50 mph winds, forecasters said. Tropical Storm Hone is forecast to pass near or south of the island Saturday night into early Sunday, the National Hurricane Center said. A tropical storm warning was issued for Hawaii County, and swells could cause life-threatening surf and rip currents across the island chain on Saturday, the agency said. The supply of drinking water for parts of Long Island is under threat, according to a new federal report. The report found that the groundwater in some coastal areas of Nassau County, a major suburb of New York City, is increasingly turning salty. That shift, called saltwater intrusion, is the result of decades of pumping fresh water out of wells for homes and irrigation, creating space for saltwater from the ocean to seep into the underground aquifers once filled with freshwater. The change could take generations to reverse, even if pumping stopped altogether, according to the report. And it could force coastal areas — including Long Beach, Great Neck and Oyster Bay — to look for new supplies of drinking water, possibly by digging wells further inland, which could put new pressure on those places as well.

Using $200,000 of adjusted gross income as a threshold, the study examined the number of high-income households moving into and out of each state to determine the net inflow.
