CNN —European officials are looking toward Russia after two submarine internet cables in the Baltic Sea were suddenly disrupted in an apparent sabotage operation, just weeks after the United States warned that Moscow was likely to target critical undersea infrastructure. A cable between Lithuania and Sweden was cut on Sunday, according to Telia Lithuania, the telecommunications company that runs the link. Separately, the state-controlled Finnish telecoms company Cinia said one of its cables, which connects Finland and Germany, was disrupted on Monday. ”Nobody believes that these cables were accidentally severed,” he told reporters on Tuesday morning ahead of a ministerial meeting in Brussels, Belgium. The extent of the disruption, if any, caused by the damage to the cables is unclear.

Interchange fees, also known as swipe fees, are paid from a merchant's bank account to the cardholder's bank, whenever a customer uses a credit card in a retail purchase. "In 2023 alone, Visa and Mastercard charged merchants more than $100 billion in credit card fees, mostly in the form of interchange fees," Durbin told the committee. Visa and Mastercard, however, stand by their swipe fees. But the current high credit card swipe fees for retailers translate to higher prices for consumers, the National Retail Federation told the committee in a letter ahead of the hearing. "Last year, the average American spent $1,100 in swipe fees, more than they spent on pets, coffee or alcohol."

CNN —Brazilian police have arrested five people, including a former adviser to ex-President Jair Bolsonaro, over an alleged plot to assassinate President Luiz Inácio Lula da Silva in 2022, authorities said. The coup plot was conceived in late 2022, before Lula took office, according to Federal Police. The alleged plot also involved other military personnel with training in special forces, the Federal Police said.
