For the past two decades, Liz Birenbaum’s 88-year-old mother, Marge, has received her Social Security check on the second Wednesday of each month. When the deposit didn’t arrive in January, they logged into Marge’s Social Security account, where they found some startling clues: the last four digits of a bank account number that didn’t match her own, at a bank they didn’t recognize. (Ms. Birenbaum requested to refer to her mother by her first name only to protect her from future fraud.) Ms. Birenbaum immediately started making calls to set things right. When she finally connected with a Social Security representative from a local office in a Bloomington, Minn., the rep casually mentioned that this happens “all the time.”

CNN —A California man was arrested and charged Monday with allegedly smuggling potent, planet-heating greenhouse gases from Mexico, marking the first such prosecution in the US, according to a statement from the US Attorney’s Office for the Southern District of California. He is then alleged to have sold them for a profit on sites including Facebook Marketplace and OfferUp. These greenhouse gases are short-lived in the atmosphere, but powerful — some are thousands of times more potent than carbon dioxide in the near-term. “The illegal smuggling of hydrofluorocarbons, a highly potent greenhouse gas, undermines international efforts to combat climate change,” said David M. Uhlmann, the assistant administrator for the EPA’s Office of Enforcement and Compliance Assurance. In 2016, nearly 200 nations including the US agreed to the Kigali Amendment to reduce planet-heating pollution from these greenhouse gases.

CNN —Hamas said Tuesday there could be no “exchange of prisoners” before a ceasefire in Gaza, as it responded to proposals from Egyptian and Qatari mediators. “Any prisoner exchange will not be completed except after the completion of all this.”Hamdan also accused Israel of stalling on reaching an agreement and warned that the negotiations would not be “open-ended” as Israel continues its offensive in Gaza. The response came just hours after US President Joe Biden said a potential ceasefire was “in the hands of Hamas” as he boarded Air Force One at Hagerstown airport. Biden said the “Israelis have been cooperating” and that a ceasefire is necessary. “We need a ceasefire,” he said, calling the deal on the table a “rational offer” and saying the Israelis had agreed to it.

What You Need to Know for the 2024 Tax Season
  + stars: | 2024-03-02 | by ( Tara Siegel Bernard | ) www.nytimes.com   time to read: 1 min
Filing your tax return serves as an annual reminder of just how tediously complex the American tax code is — and this year is no exception. It’s not as messy as the pandemic years, but there are plenty of new provisions taking effect, and some changes could potentially land midseason. Procrastination may cost you: Interest on unpaid taxes and late penalties (yes, even penalties accrue interest) have more than doubled to 8 percent from just a couple years ago. Here are some of the latest changes to keep in mind as the filing deadline — April 15, or April 17 for Maine and Massachusetts residents — approaches.

CNN —France is one step closer to enshrining abortion rights in its constitution after French senators overwhelmingly endorsed the change on Wednesday. A total of 267 senators voted in favor of the change, with 50 voting against it. The move has overwhelming support from the French public, according to polling, but has faced criticism from right-wing lawmakers. Backers of the bill say constitutionalization would safeguard abortion rights even if an anti-abortion majority were to be voted into office. France’s decision to constitutionalize abortion comes amid roll-backs on reproductive rights around the world, which have seen right-wing governments in Europe crack down on abortion access.

The suspension means teams will not work on humanitarian missions in areas where the Israeli military is present in Gaza, PRCS told CNN. Despite prior coordination with the Israeli military, PRCS said its staff and patients have repeatedly been mistreated by troops. Health care and aid workers have reported being detained and abused by Israeli forces in the strip. In the wake of the strike on February 5, the UN Relief and Works Agency for Palestine Refugees decided to stop sending convoys to northern Gaza. A large-scale expansion of the flow of assistance to northern Gaza is urgently needed to avoid disaster,” the statement said.

In the wake of the decision, doctors and patients have worried that they could be vulnerable to prosecution in any number of medical scenarios that were once routine. Some Alabama facilities have halted or restricted treatment, and patients elsewhere worry that similar rulings or laws may soon come to their states. And because so many people pay so much for health care, the fallout from the Alabama case raises big financial questions, too. What would it cost to move embryos to a state less likely to issue a similar ruling? Cryoport Systems, IVF Cryo and ReproTech are three shipping companies that specialize in transporting embryos, though there are others.

CNN —Argentina’s President Javier Milei has banned gender-inclusive language in all official documents and public administration, the presidential spokesperson said Tuesday, as the far-right libertarian continues to implement his socially conservative agenda. The ban, effective immediately, will prohibit “inclusive language and everything related to the gender perspective throughout the national public administration,” Manuel Adornis, spokesperson for the Casa Rosada, said in his daily press conference. Spanish is a gender-defined language where most nouns are given a masculine “o” ending or a feminine “a” ending. This announcement comes after gender-inclusive language was banned in the military following a resolution by the country’s defense ministry. Last week, his government announced the closure of its anti-discrimination agency, saying the Ministry of Justice would absorb its functions.

Macías’ prison cell is seen in these videos filmed by members of the military last year. Los Choneros and their main rival, Los Lobos, are believed to be allied with Mexican drug cartels in a war for dominance over Ecuador’s drug trade. Los Lobos saw an opening amid a violent power struggle in Los Choneros when Macías became its leader in 2020, say experts. In a music video shared online last year, the Los Choneros leader can be seen petting a rooster, apparently inside Guayaquil prison complex. The US draft comes after it had vowed to veto an Algerian draft proposal calling for an immediate ceasefire. According to the text of the US-proposed draft, which CNN has seen, the US is calling for a “temporary ceasefire in Gaza as soon as practicable,” which falls short of the wishes of most other Security Council members who want an immediate ceasefire. It has also voted against at least two Security Council resolutions on the war. The US resolution “underscores its support for a temporary ceasefire in Gaza as soon as practicable, based on the formula of all hostages being released.”The US, they said, will redouble efforts to negotiate on the ground. The US draft, which also calls for the release of Israeli hostages, will be privately discussed on Tuesday.

Rami Abdurrahman, who heads the Britain-based Syrian Observatory for Human Rights, said that 23 people, all rank-and-file fighters, were killed. The air assault was the opening salvo of U.S. retaliation for a drone strike that killed three U.S. troops in Jordan last weekend. The U.S. has blamed that on the Islamic Resistance in Iraq, a coalition of Iranian-backed militias. Iran, meanwhile, has attempted to distance itself from the attack, saying that the militias act independently of its direction.
