On a cool May night, as the sun set over San Francisco in the distance, drummers and flag-waving fans led cheers of “Ohhhh-O-O-O Oakland” (to the tune of “Seven Nation Army” by the White Stripes) and “Let’s go, Oakland!” (clap clap, clap clap clap) as one of the city’s biggest sports teams pulled out a nail-biting victory. But the nearly 4,000 fans were not in Oakland, and they were not cheering for a team from one of the major American professional sports leagues. The setting was a rented college stadium in nearby Hayward, and the game was a home match for the Oakland Roots, a soccer team that plays in the U.S.L. At the same time, 20 miles north, construction workers were racing to put the final touches on a $1.6 million renovation of Raimondi Park, a city park in West Oakland. The park’s previously run-down baseball field was being transformed into the home of the Oakland Ballers, an independent league team that began competing this summer.

Paul Baiocchi of SS&C ALPS Advisors thinks it is a sound strategy because he sees the Fed easing rates. ALPS is the issuer of several dividend exchange-traded funds including the ALPS O'Shares U.S. Quality Dividend ETF (OUSA) and its counterpart, the ALPS O'Shares U.S. Small-Cap Quality Dividend ETF (OUSM). The Department of Veterans Affairs has clawed back billions of dollars that countless veterans were given as incentives to leave the military, including when it needed to downsize, according to new data obtained by NBC News. Disabled veterans have been told in the last 12 fiscal years to return nearly $3 billion in special separation pay — lump-sum incentives that were offered when the U.S. had to reduce its active-duty force or release slightly injured service members, the data shows. The justification of the recoupment rule carried over in the 1990s when other forms of special separation payments — unrelated to disabilities — were authorized. Those payments, including the Special Separation Benefit (SSB), were designed instead to help the Defense Department manage its force size. He was told to pay back the money in 2017 after he filed for VA disability for PTSD and other conditions.
