From February 5, 2023, the European Union will no longer purchase petroleum products such as diesel, gasoline or lubricants from Russia. Russia's government on Friday said it had withdrawn a ban on diesel exports delivered to sea ports via pipelines, removing a large chunk of restrictions it put in place last month. The announcement comes shortly after Russia imposed an indefinite ban on the export of diesel and gasoline to most countries, sending shockwaves through global markets. The restrictions for gasoline exports currently remain in place. The ban prompted a jump in diesel prices, as Russia is one of the world's largest suppliers of diesel and a major exporter of crude oil.

London CNN —Shares in UK lender Metro Bank sank as much as 31% Thursday following a report that it was urgently seeking to raise funds to shore up its finances. Metro Bank opened in 2010 as the first challenger to Britain’s major main street banks — including Lloyds (LYG), Barclays (BCS) and HSBC (HSBC) — in more than 100 years. Metro Bank’s assurances did little to support its share price, which pared some of its earlier losses but was down by 31% again by late afternoon in London. The bank’s shares are down almost 66% since mid-September when UK regulators refused its request to change the way it calculates capital requirements on its residential mortgages book. Hong Kong CNN —China’s exports of two rare minerals essential for manufacturing semiconductors fell to zero in August, a month after Beijing imposed curbs on sales overseas, citing national security. In July, the country exported 5.15 metric tons of forged gallium products and 8.1 metric tons of forged germanium products. The curbs are indicative of China’s apparent willingness to retaliate against US export controls, despite concerns about economic growth, as a tech war simmers. Prices for gallium have fallen in China, as export controls caused inventories to pile up. The model is powered by an advanced chip, which was created despite US sanctions intended to cut the Chinese tech giant off from such technology.

Pablo Hernandez de Cos, chair of the Basel Committee, said on Thursday that the turmoil highlighted many shortcomings. The Basel Committee writes capital rules for banks, determining how much they need to set aside in case they get into difficulty. Most of the banks that failed during the turmoil were not subject to Basel's standards, said de Cos, who is also governor of the Bank of Spain. Basel may also consider how national regulators decide to exempt a bank with cross-border features from the committee's standards, de Cos said.
