CNN —An Iranian protester with a mental health condition will be executed on Tuesday over the death of a local official during Iran’s 2022 mass demonstrations, his lawyer Amir Raesian said Monday. Iranian authorities allege Ghobadlou ran over a local official during a protest in Robat Karim, Tehran province, in September 2022, according to rights group Amnesty International. He received two death sentences in relation to the death, according to Amnesty. A second death sentence was issued by a criminal court in Tehran province for “murder” at the end of December 2022, it added. International law and standards prohibit using the death penalty against people with mental disabilities, according to Amnesty International.

It seizes attention and attracts acolytes; it is memorable and therefore memeable. Writers who deploy it are susceptible to being cherry-picked and caricatured. I kept thinking about this paradox while reading “The Rebel’s Clinic,” Adam Shatz’s absorbing new biography of the Black psychiatrist, writer and revolutionary Frantz Fanon. He was both a militant and a doctor, someone who promoted a “belief in violence” while also practicing a “commitment to healing.” An acquaintance recalls being struck by Fanon’s compassion: “He treated the torturers by day and the tortured at night.”

CNN —Josef Fritzl, the infamous Austrian rapist and sex offender, is seeking to be transferred from prison to a nursing home due to his deteriorating health and a recent psychiatric assessment that deemed him to be no longer a danger to society, according to his lawyer. Fritzl’s lawyer Astrid Wagner told CNN that “expert opinion suggests that his illness has reached a point where the likelihood of committing serious offenses with significant consequences has diminished,” citing the assessment. Fritzl kept four of those children captive in the cellar with his daughter, while allowing the others to live upstairs with his wife. Wagner is hoping that Fritzl will be released into an open prison and subsequently a nursing home. A three-judge panel will now decide whether he should be conditionally released to a regular prison.

A German tourist was killed and several other people injured in central Paris late Saturday after a man attacked them with a knife and a hammer, the French authorities said. For those liberals and progressives who fret about the rapidly changing gender landscape, the agonized argument over gender-affirming care for children is different. The possibility that children might make irreversible decisions on this particular question that they later regret is, for many people, simply intolerable. So what are we saying, really, when we worry that a child will regret this particular decision, the decision to transition? For a binary identity that is supposedly so fixed and powerful, gender eludes and confounds us constantly. Efforts to define the terms “man” and “woman,” so popular on the campaign trail as gender identity has become a white hot issue in our politics, inevitably end in unsatisfying tautologies.

For years, the New York State Office of Mental Health has maintained a detailed database for sharing the psychiatric histories of people who rely on the social safety net — a tool that, when used correctly, can ensure the state’s most vulnerable people receive adequate care. But the database, known as PSYCKES, was not consistently used by one of the most crucial pieces of that safety net: hospitals, which have sometimes discharged homeless mentally ill people without using the tool to communicate with shelters and care teams that provide outpatient treatment. In some cases, those discharges preceded subway shovings and other random acts of violence by the homeless people after their illnesses went untreated. The state issued the guidance late last month after receiving questions from The New York Times, which was preparing to publish an investigation that revealed preventable institutional breakdowns of homeless shelters, hospitals, specialized treatment teams and other organizations. The city’s homeless shelter system often places newcomers in the wrong settings. It includes 37 dedicated mental health shelters that are staffed with psychiatrists and social workers to offer treatment — at a cost to taxpayers of about $250 million a year. The system relies on low-paid workers who lack the mental health training and tools to identify psychiatric issues in newcomers.
