Representative Kelly Armstrong won the Republican nomination for governor of North Dakota, The Associated Press said on Tuesday, defeating the state’s lieutenant governor, Tammy Miller, and positioning himself as the strong favorite in the general election. The primary featured two Republicans who are well known in the state and whose platforms shared many similarities. Mr. Armstrong, a lawyer and a former state Republican Party chairman, was elected to Congress in 2018 from North Dakota’s lone House district. Ms. Miller, an accountant and businesswoman, was appointed as lieutenant governor last year after working as Gov. Senate Minority Leader Mitch McConnell, R-Ky., suggested Wednesday that the Supreme Court should punish at least two Democratic senators over their calls for Justice Samuel Alito to recuse himself from key cases related to former President Donald Trump. Richard Blumenthal of Connecticut and Sheldon Whitehouse of Rhode Island are bound by court rules that "provide for discipline against those who engage in conduct unbecoming an officer of the court," McConnell said on the Senate floor. But McConnell singled out Blumenthal and Whitehouse because they are members of the Supreme Court bar. They are therefore "potentially engaged in unethical professional conduct before the court," McConnell said of Blumenthal and Whitehouse, both of whom are members of the Senate Judiciary Committee. CNN —A date for Israeli Prime Minister Benjamin Netanyahu’s address to Congress remains uncertain after one date initially floated was ruled out because it fell on a Jewish holiday. A US congressional leadership aide initially said Monday that Netanyahu was scheduled to speak on June 13, which falls on Shavuot. Scheduling the speech while Biden is on another continent would skirt that question, though with the timing still uncertain, a meeting could take place. But the New York Democrat nonetheless signed on to the letter inviting the prime minister to speak to Congress. “We’re comfortable that it represents fairly and honestly an Israeli proposal – a very forward-leaning Israeli proposal, and we’re confident that Hamas needs to take it,” he said.

The invitation comes after much speculation as additional military aid to Israel remains in question and Democrats are facing pressure from their left wing as the party remains divided over Israel’s handling of the war against Hamas. President Joe Biden on Friday laid out a three-phase proposal Israel has submitted to wind down the grinding crisis in Gaza. Less than an hour after Biden detailed the Israeli proposal, Netanyahu’s office insisted Israel would not end the war until Hamas is defeated and “all of its goals are achieved.”CNN previously reported that during a closed-door conference meeting in March, House Republicans raised the idea of inviting Netanyahu. The tornado had just hit Greenfield, Iowa, and residents were already using skid loaders to clear streets. In the United States, there has been predictable pushback against the ICC move to try to issue an arrest warrant against Netanyahu. Between Kentucky and Ohio, there’s a bridge that will eventually be rebuilt and replaced. Billions and billions of infrastructure money is similarly slowly winding its way through various processes, but, as Politico recently reported in an in-depth look at Mr. Biden’s domestic agenda, only some of it has been actually spent. In reporting about voters’ views of Mr. Biden, it’s clear that at least some think he’s hardly doing anything at all — and that if re-elected, there might be no change. In the way the Biden campaign talks sometimes, they make it sound like manufacturing is already booming. He’s trapped in an in-between: Bigger changes are coming, the things people said they wanted are coming, but not for years.

Just weeks after Congress settled its long-running fight over military assistance to Ukraine, lawmakers have engaged in a new battle over the level of Pentagon spending for next year. Senator Mitch McConnell, the Kentucky Republican and minority leader, is pressing along with other Republicans for a significant increase in money for the military and to break the longstanding Democratic rule that domestic funding must rise equally with Pentagon spending. “This is the most dangerous time in the world since the Berlin Wall came down, and the military spending needs to reflect the needs of our country, which clearly argues against having an arbitrary line that doesn’t spend more on defense than domestic,” Mr. McConnell said. “So I certainly do disagree with that, and we’re going to have a vigorous discussion about it.”Democrats have demanded parity between domestic and military funding in recent years. They argue that social programs are as deserving as defense and should not get shortchanged — or absorb deeper cuts to accommodate more Pentagon spending.
