New Delhi CNN —President Joe Biden is nearing the end of a whirlwind trip to India and Vietnam for a series of high-profile meetings aimed at countering China’s influence in the developing world. That’s what this trip is all about, having India cooperate much more with United States, be closer to the United States, Vietnam being closer with the United States. “I think we have an enormous opportunity,” he said, adding: “Vietnam and the United States are critical partners at what I would argue is a very critical time. Here are five takeaways from the president’s trip to New Delhi and Hanoi. Biden tries to pull Vietnam closer to USBiden’s trip to Hanoi was his latest attempt to pull another one of China’s neighbors closer to the United States.

Chinese President Xi Jinping attends the plenary session of the 2023 BRICS Summit at the Sandton Convention Centre in Johannesburg, South Africa on August 23, 2023. GIANLUIGI GUERCIA/Pool via REUTERS Acquire Licensing RightsNEW DELHI, Sept 9 (Reuters) - Only China can explain the reason for the absence of President Xi Jinping from the annual G20 summit in New Delhi this weekend, a U.S. official said on Saturday. "Some have speculated China's absence indicates that it is giving up on the G20, building an alternative world order, that it will privilege groupings like the BRICS," Finer said. Also absent from the summit is President Vladimir Putin of Russia, which is being represented instead by Foreign Minister Sergei Lavrov. Last Sunday, reacting to news that Xi would not attend the G20 summit, Biden said he was "disappointed" but would "get to see him".

Indian Prime Minister Narendra Modi, this year’s host, has pledged not to let Ukraine overshadow the needs of the mostly developing nations in the so-called “ Global South,” but many of those issues are closely affected by the war. Russia's attack on Ukraine and China's growing assertiveness in the Asia-Pacific region have added friction, pitting some of the most powerful G20 countries directly against each other diplomatically, Lesser said. About half of the G20 countries are found in the Global South — depending on how one defines it — and Modi hopes to add the African Union as a bloc member. In preparation, he held a virtual “Voice of the Global South” summit in January and in working groups has targeted issues critical to developing nations, including alternative fuels like hydrogen, resource efficiency, developing a common framework for digital public infrastructure and food security. “While a yearlong presidency cannot solve all the problems of the Global South, India has managed to set the ball rolling on some of these issues, and individual G20 countries can carry forward the work,” she said.

A Meeting of World Leaders, With Two Major Absences

President Biden arrived today in New Delhi for the Group of 20 summit, where the world leaders not in the room at the meeting this weekend may be as important as those who are there. China’s leader, Xi Jinping, and President Vladimir Putin of Russia both decided to skip this year’s event, leaving a hole that the U.S. is seeking to fill. At the summit, Biden plans to use the absences of Xi and Putin as an opportunity to present his case to the large group of important leaders that they should align with the U.S. on major issues including condemning Russia’s war in Ukraine and curbing China’s assertiveness. Still, Biden will try to shore up his relationship with the summit’s host, Prime Minister Narendra Modi of India. My colleague Katie Rogers, who is covering the summit, said Biden saw Modi as “politically stable.” But, she added, “it remains to be seen how much of a partner he could be in forcefully countering China’s rise.”

Chinese leader Xi Jinping will be absent from the gathering, with Beijing giving no reason for the surprise miss – a move widely seen as a snub to India. Nevertheless, analysts say the gathering affords Modi a unique chance to shine on the world stage and flex India’s geopolitical muscle. India can act as a bridge,” said Kajari Kamal, associate professor at the Takshashila Institution in India. “For a long time, India was perceived as a nation of over 1 billion hungry stomachs,” Modi said in an interview with the Press Trust of India on Sunday. “It’s giving a great boost to infrastructure domestically, and to the world, it’s showcasing India’s culture and its rich heritage,” she added.

“We hope this G20 summit will show that the world’s major economies can work together even in challenging times,” US national security adviser Jake Sullivan said this week. The institutions, created in the aftermath of World War II, have long funded education, public health and infrastructure programs in developing countries. Sullivan said this week the World Bank reforms were “not against China,” noting Beijing is a shareholder in the bank. “The biggest shareholders of the World Bank are all sitting around the G20 table. The contrast between Biden’s presence at the summit – which includes a number of developing countries – and Xi’s absence will also give the American president an opportunity to highlight the US’ commitment to the developing world.

He was the US Special Envoy for Syria and the senior director for Iran, Iraq, Syria and Lebanon on the National Security Council staff during the Trump administration. After that, China’s National Bureau of Statistics said it would suspend publishing youth unemployment data in the future. What does it signify that China’s national power, which today is vast, is almost certain to be weaker in the future? If Xi and his strategists have a feasible plan for nimbly averting China’s demographic doom, they are keeping very quiet about it. This brings us back to the question of national security strategies for the United States and its allies.

CNN —This might have been an opportunity for world leaders to bridge a host of chasms that are opening up, as G20 conferences have in the past. Yet this will be the first G20 that Xi has skipped in the decade he’s served as China’s president. The hope is that, without distractions from the presence of Xi and Putin, the G20 will be able to focus more directly on just such urgent issues. Certainly, it removes an opportunity to pressure Xi into restraining shipment of technology and equipment to Russia that could help its war in Ukraine. So, this G20 — uniquely absent Xi and Putin — is an important opportunity to showcase China’s failings, confirm Russia’s status as a pariah and ratify America’s place as a global leader.

Premier Li Qiang will lead China's delegation at a G20 summit in New Delhi this weekend, China's foreign ministry said on Monday, indicating President Xi Jinping would not attend and scuppering chances of a meeting with U.S. President Joe Biden there. Reuters reported exclusively last month that Xi was likely to skip the meeting and send Li. Xi last met Biden on the sidelines of a G20 summit in Indonesia in November. The other G20 leaders attending include German Chancellor Olaf Scholz, French President Emmanuel Macron and Japanese Prime Minister Fumio Kishida.

China's economy is turning into a big black blob. This is happening because Xi's China is one that puts ideology before economic growth. Not because the reforms weren't working, but because the China they were creating is not the one Xi wants to see. Even as the main drivers of China's economy stumble, there will be no direct support to help households power through this fragile period. [1/2] China's President Xi Jinping takes his seat at the first closed session of the leaders of the BRICS summit meeting in Johannesburg, South Africa, July 26, 2018. China's interactions with African leaders will follow last month's Russia-Africa summit in St Petersburg, where Russian President Vladimir Putin held court with the 17 African heads of state who attended out of the 54 African countries invited. Chen said Xi and African leaders will draw up a blueprint for cooperation to create jobs and improve livelihoods in Africa. It is not clear yet how many heads of state will attend the Aug. 22-24 BRICS summit, but South African officials said more than 70 had been invited. Between 2000 and 2020, Chinese lenders, mostly state-owned banks, agreed to lend $160 billion to African countries, according to Boston University, and Chinese companies have also invested heavily in mining on the continent.

One expert said it was "naïve American diplomacy" to think something fundamental between China and Russia had changed. But the idea that China would turn on Russia anytime soon may be little more than wishful thinking. "It is clever Chinese diplomacy to keep meeting and talking, and it is naïve American diplomacy to think that this means something fundamental has changed," English said. He added threats from the West are also unlikely to turn China against Russia, as Xi knows that Europe is more dependent on trade with China than the other way around. "The West needs to stop looking at Chinese behavior through Western eyes, and start understanding it from a Chinese perspective."

Xi is frustrated that Putin won't seek peace in Ukraine, reports say. China has touted a 12-point peace plan for Ukraine that Russia hasn't pursued. China recently attended a peace summit in Saudi Arabia that was described by Russia as "doomed to fail." A European diplomat present at the discussions told the FT that the "mere presence of China shows Russia is more and more isolated." London CNN —A graffiti wall in London’s bustling street art hub of Brick Lane has become an unlikely canvas for protest messages against China’s authoritarian rule, after it was whitewashed and painted over with propaganda slogans promoting Chinese Communist Party ideology. On Chinese social media, some supporters argued the young Chinese artists were exercising freedom of expression and applauded them for “exporting” Chinese culture and values. By Sunday, the slogans had been overlaid with a flurry of new graffiti that was deeply critical of both Xi and the Chinese Communist Party. A grafitti wall in Brick Lane was whitewashed and painted over with red slogans promoting China's "core socialist values." Lavrov “appreciates and welcomes the constructive role played by China” toward a political resolution of the “Ukraine crisis,” China’s Foreign Ministry said in their readout of Monday’s call. China has continued to bolster its economic, diplomatic, and security ties with Russia, despite Putin’s invasion of Ukraine, which Beijing has never condemned. It did not send a delegation to previous international talks in Denmark in June, despite attempting to position itself as a potential peace broker on the conflict in recent months. That proposal, which Beijing put forward earlier this year, calls for peace talks to end the conflict. Ukraine and Russia remain publicly committed to prerequisites for direct negotiations that the other side finds unacceptable.

China wants the yuan to play a bigger global role but hasn't called for it to replace the dollar. China wants to make the yuan the global currency," The Washington Post reported in May. Hong Kong CNN —Five weeks ago, the world watched as China’s Foreign Minister Qin Gang met US Secretary of State Antony Blinken in Beijing for high stakes talks between the two powers. Qin’s whereabouts, the reason for his removal, and his ultimate fate as a member of China’s Communist Party all remain unknown. Unanswered questions about official decision-making are standard in China, where the political system is notoriously opaque and has only become more so under Chinese leader Xi Jinping. Washington-based analysts say Wang's return to the ministry should help China's foreign ministry resume normal operations after weeks of international speculation about Qin's fate. In the Chinese system, the top diplomat is not foreign minister but rather the director of the Chinese Communist Party's foreign affairs commission, a role Wang will continue to hold. Still, Wang's reappointment is a sign of problems in China's foreign policy establishment, said Blanchette. On Tuesday, content mentioning Qin was quickly removed from China's foreign ministry website after Wang's appointment. The tab on the website that typically holds the biography of the foreign minister simply read "Updating."
