CNN —A year ago, NATO heads of state gathered in Vilnius, Lithuania, for their annual summit. He called NATO’s unwillingness to establish a concrete timeframe for Ukraine’s membership “unprecedented and absurd,” causing consternation in the Biden administration and nearly derailing the summit. Several key NATO members, however, haven’t been especially eager to come to the defense of Ukraine. Why would Putin consider a ceasefire or diplomatic settlement with Kyiv if he knew that NATO membership for Ukraine was just around the corner? Biden should tell Zelensky point-blank that NATO membership is a fool’s errand — and while he’s at it, he ought to apologize to all Ukrainians, for waiting so long to state the obvious.

Prime Minister Narendra Modi of India strolled alongside President Vladimir V. Putin of Russia under the trees at the Russian leader’s suburban residence as the sun set. He rode a golf cart along the paths, sipped tea during an hourslong chat and petted a horse on a visit to Mr. Putin’s stables, breathing in the calm of an estate that once belonged to the Romanov dynasty. The scene, on Monday evening, opened the Indian leader’s two-day trip to Russia and illustrated a sobering reality: Despite the West’s intended isolation of Russia over its 2022 invasion of Ukraine, other nations have pursued their own interests with regard to Moscow, helping Mr. Putin shore up Russia’s economy and wage its war. While Mr. Modi was hugging the Russian leader, rescue workers in Kyiv were searching for survivors under the rubble of Ukraine’s largest pediatric hospital in the wake of a Russian missile attack. Mr. Putin has held two meetings with China’s leader, Xi Jinping, in two months, along with meeting the leaders of Vietnam, Hungary, Belarus and the nations of Central Asia, keeping a robust diplomatic schedule.

Russia's President Vladimir Putin and India's Prime Minister Narendra Modi walk during their meeting at the Novo-Ogaryovo state residence near Moscow, Russia July 8, 2024. Their partnership has become more complicated, however, as Russia has moved closer to China amid international isolation of Moscow over Ukraine. Russian state media reported that they would also discuss Moscow helping India build more nuclear power plants. The two countries already are collaborating on the Kudankulam nuclear power project in the southern Indian state of Tamil Nadu. With Moscow's arms industries mostly serving the Russian military in Ukraine, India has been diversifying its defense procurements, buying more from the U.S., Israel, France and Italy.

CNN —Ukrainian President Volodymyr Zelensky arrived in Washington, DC, as the high-stakes NATO summit prepared to kick off – and providing longtime long-term support for Ukraine in the war against Russia is at the top of the agenda. Ukrainian officials said the timing of Moscow’s assault – a day before the start of the summit – was calculated. However, Ukrainian officials want to see that policy expanded further to allow strikes against Russian military targets anywhere in Russian territory. “We want the lifting of any sort of limitations on the weapons Ukraine is receiving,” Stefanchuk said at an event in Washington on Monday. The European diplomat said there have been “deep and frank conversations” with Ukrainian officials.

CNN —China and Belarus announced they were holding joint military training exercises just miles from the border of Poland – a NATO and European Union member. Belarus’ Ministry of Defense said troops from China’s People’s Liberation Army arrived in Belarus over the weekend. The exercises are taking place near the Belarus city of Brest on the Belarus-Poland border which is around 130 miles from the Polish capital of Warsaw and some 40 miles from Minsk’s border with Ukraine. Moscow partly used Belarus as a launching pad for the full-scale invasion of Ukraine in February 2022 after amassing troops on the Ukrainian border during what it said were joint military exercises. The Chinese troops arrived in Belarus just days after that country joined the Shanghai Cooperation Organization (SCO) on Thursday.

The two leaders began their meeting at the Diaoyutai State Guesthouse Monday morning, Chinese state media reported. China is a “key power in creating the conditions for peace” in the war, Orban wrote in an X post Monday. “This is why I came to meet with President Xi in Beijing, just two months after his official visit to Budapest,” he added. Orban and Xi last met in May, when the Chinese leader was welcomed with fanfare for a state visit to Hungary. “Only unity and determination will pave the path to a comprehensive, just and lasting peace in Ukraine,” she added.

Ukraine, which depends on American military aid for its survival, has long tried to maintain bipartisan support in the United States. Ukraine’s president, Volodymyr Zelensky, is asked in nearly every interview what a second Trump administration would mean for Ukraine. While Mr. Zelensky chooses his words carefully, sometimes the emotional weight of the assumption behind the question — that Mr. Trump could end American military assistance, allowing Russia to succeed in destroying the Ukrainian state — spills into view. Mr. Trump’s claim last week during his debate with Mr. Biden that he alone knew the path to peace is “a little scary,” the Ukrainian president said in an interview with Britain’s Channel 4 News. “I’ve seen a lot, a lot of victims,” Mr. Zelensky said.

Russia's President Vladimir Putin meets with Hungary's Prime Minister Viktor Orban at the Kremlin in Moscow on July 5, 2024. Russia's closest European ally, Hungarian Prime Minister Viktor Orban, has drawn ire from the EU over his Friday trip to meet Kremlin leader Vladimir Putin in Moscow. Orban's trip to Moscow has also drawn the wrath of European officials, who questioned his authority to represent the bloc. Also referencing Orban's visit, European Commission President Ursula von der Leyen warned that "appeasement will not stop Putin. Only unity and determination will pave the path to a comprehensive, just and lasting peace in Ukraine."

Prime Minister Viktor Orban of Hungary met with President Vladimir V. Putin at the Kremlin on Friday, a rare trip to Russia by a Western leader and one that quickly stirred consternation in the European Union. Mr. Orban made the trip three days after visiting President Volodymyr Zelensky of Ukraine in Kyiv, the Ukrainian capital. And it was the same week that Hungary took over the European Union’s rotating presidency, prompting other European leaders to quickly declare that Mr. Orban was not representing them in Moscow. Mr. Putin and Mr. Orban met for more than two hours, but there were no signs that the talks had done anything to influence Mr. Putin. The Hungarian leader appeared to acknowledge as much, telling reporters afterward that the positions of Kyiv and Moscow “are very far apart.”

Russia launches many of its drone and missile attacks from within its own borders, and it amasses troops and equipment at home for offensive pushes into Ukraine. But for a long time, Ukraine could only turn to options like long-range drones to go after targets in Russia. De Bretton-Gordon noted that many Russian missile and drone attacks are launched from Russia itself. Russia initiated a new offensive against Kharkiv on May 10, launching deadly missile attacks and slowly pushing its military forward. Ingram agreed, saying that in Kharkiv, Ukraine's new permissions have "made a huge difference.

According to Zhovkva, Kyiv’s number one tool to end hostilities is through a second peace summit, which Ukraine is already preparing for. “We are saying that Ukraine will draft its peace plan, a roadmap for establishing peace in Ukraine. Orban also stated his desire to improve relations between Budapest and Kyiv, which have been strained by the Hungarian leader’s close relationship with Putin. Tuesday’s meeting comes as Orban and Hungary take control of the EU Council’s rotating presidency, which changes every six months. The agenda for that event is expected to be dominated by long-term plans to support Ukraine and conversations about its eventual accession to the alliance.

CNN —Ukraine has foiled an alleged plot to overthrow the government that “would have played into Russia’s hands,” security officials in the war-torn country said Monday. In a Telegram post, the Security Service of Ukraine (SBU) claimed the plot organizers planned to trigger a riot in Kyiv on June 30 as a distraction to seize control of the Ukrainian parliament and remove the military and political leadership from power. Concerns have grown over the future of US military support for Ukraine with the potential for another Donald Trump presidency on the horizon. During last week’s presidential debate, Trump questioned whether the United States should continue to fund Ukraine’s fight against Russia. Trump’s comments on the war in Ukraine were “worrying,” Ukrainian politician Oleksiy Goncharenko told CNN.

Kyiv, Ukraine CNN —World Athletics President Sebastian Coe said he invited Ukrainian President Volodymyr Zelensky to the Olympics as his personal guest during a surprise visit to Kyiv on Friday. But he’s at odds with the IOC when it comes to their stance on Russian athletes. Following Moscow’s full-scale invasion of Ukraine – supported by Belarus – in February 2022, World Athletics is the only Olympic sports federation to have banned all Russian and Belarussian athletes from elite competition. In the meeting with the Ukrainian president, World Athletics committed to keep providing financial support for the country’s athletes. Coe also stopped by the Ukrainian Athletics Championships in Lviv, the event that determined which athletes will compete in the Olympics.

Ukraine’s security service said on Monday that it had foiled yet another Russian plot to stir public unrest and then use the ensuing turmoil to topple the government, outlining a familiar tactic that Kyiv claims has been employed in string of coup attempts in recent years. Four people have been arrested and charged, according to the authorities. While offering little detail on how such an ambitious plan could have succeeded, officials said it was a reminder that more than two years after launching a full-scale invasion of the country, the Kremlin remained determined to bring down President Volodymyr Zelensky’s government by any means. On the battlefield, Russia continues to send tens of thousands of new soldiers to the front to replace those killed in the hopes of exhausting Ukraine’s military and Kyiv’s Western backers. At the same time, Russia’s relentless bombardment of Ukraine’s critical infrastructure is designed, in part, to throttle the economy and undermine the state’s ability to function.

Cheap guidance systems could be to blameGlide bombs are older munitions retrofitted with guidance systems that allow them to be launched at a distance. In June, Russian opposition media channel Asta estimated that Russia had dropped a total of 103 bombs on its own territories over the past four months. In March, Ukrainian Minister of Foreign Affairs Dmytro Kuleba said that Russia had dropped 700 glide bombs on Ukraine in just one six-day period between March 18 and March 24. A Russian missile attack on a small town in southeastern Ukraine and the fiery inferno that followed killed at least seven civilians, including three children, the country’s authorities said as they surveyed on Sunday the deadly toll of two days of fierce Russian assaults. Yuriy Borzenko, chief doctor of Zaporizhzhia Regional Children’s Hospital, said in a phone interview that, aside from those killed, dozens of others, including a pregnant woman and five 14-year-old girls, were being treated for wounds after the attack on the southeastern town, Vilniansk, which took place on Saturday. The girls were out for a walk together in the afternoon sunshine, Dr. Borzenko said, when explosions from the projectiles tore through the center of the town, engulfing shops, cars and homes in flames. Shrapnel had embedded in the skull of one of the girls, who was left in a coma, he said, “still in between life and death.”“Her parents are in really bad shape, I just saw them,” he added. As the attacks have rained down, President Volodymyr Zelensky of Ukraine has reiterated his plea to loosen restrictions on the use of long-range American missiles known as ATACMS so that Ukraine can target warplanes at Russian air bases before they take to the sky on bombing runs.

And while they might look minor in isolation, taken together these incidents amount to what security experts say is Russia’s hybrid war on the West. Thornton said Russia was resorting to a campaign of sabotage as an alternative to a full-on war with NATO, which would be disastrous for Russia. Article 5 is the cornerstone principle that an attack on one member of NATO is an attack on all members. Danylyuk said the Russian security apparatus doesn’t shy away from using criminals to do its dirty work, tapping into its links with international organized crime.
