CNN —One of the driest months in United States history is coming to a close after causing the worst drought in more than 20 years in parts of the East as temperatures soar well above average there. As of October 25, the average precipitation across the Lower 48 was less than an inch. Only five months in the 129 years of records have ended with less than an inch of average precipitation over the Lower 48. (AP) — The federal government is handing out $2.4 billion in railroad grants to help pay for 122 projects nationwide with more than half of the money going to smaller railroads. The grants announced Tuesday by the Federal Railroad Administration will go to projects across 41 states and Washington, D.C. Last year, the administration handed out $1.4 billion in these rail grants. But the majority of the money — nearly $1.3 billion — will go to 81 projects at smaller short line railroads across the country. Chuck Baker, president of the American Short Line and Regional Railroad Association trade group, said the grants will help those smaller railroads significantly.

A woman died on Saturday after backing into plane's propeller while trying to take a picture at an airfield in Kansas, officials said. The Sedgwick County Sheriff’s Office said the woman was critically injured in the incident and later died at the hospital, according to NBC News affiliate KSNW. The woman was identified by the sheriff's office as 37-year-old Amanda Gallagher of Wichita, Kansas. The sheriff's office did not immediately respond to a request for comment from NBC News on Monday. The airfield is also the home of Air Capital Drop Zone.
