WASHINGTON (AP) — How it began: President Joe Biden was urgently seeking more money from Congress to aid Ukraine and Israel. On Dec. 12, the White House dispatched senior officials, including Homeland Security Secretary Alejandro Mayorkas, to join the negotiations. It was never entirely clear what the White House strategy was to advance the border compromise in the House should it make it out of the Senate. With that, the deal that the White House and many in the Senate thought would pass was headed for failure. The security aid bill includes $61 billion for Ukraine as it battles a Russian invasion, $14 billion for Israel in its war against Hamas and $4.83 billion to support partners in the Indo-Pacific, including Taiwan, and deter aggression by China. Polish Prime Minister Donald Tusk said on social media that Republican senators should be ashamed for blocking the Ukraine aid package, saying former President Ronald Reagan would be "turning in his grave." Senator Chris Murphy, one of the three negotiators on the border deal, told Reuters the biggest potential risk to the Ukraine bill would be opposition by Trump. "Once he got loud on the immigration bill, the thing fell apart ... if he turns his flamethrower on Ukraine, I wonder how it survives," Murphy said in an interview on Wednesday.

A year ago, when Washington and much of Europe were still awash in optimism that Ukraine was on the verge of repelling Russia from its territory, it seemed inconceivable that the United States would turn its back on the victim of Vladimir V. Senate Democrats are planning to make a last-ditch effort on Wednesday to salvage an aid bill for Ukraine and Israel, with Republicans expected to kill a version of the package that includes stringent border security measures that they had demanded be included. Senator Chuck Schumer of New York, the majority leader, has told his Democratic colleagues that after a critical test vote set for early Wednesday afternoon, in which Republicans are expected to block the border and Ukraine package, he plans to quickly force a vote on a stand-alone bill that would send tens of billions of dollars in funding to Kyiv and Israel. A bipartisan group of senators had spent months negotiating a compromise that paired a crackdown against migration into the United States with an emergency national security spending package that has been stalled for months. But with Republicans balking at the immigration deal, the outcome of that vote was clear: It did not have the 60 votes it needed to advance. Anticipating its failure, Mr. Schumer told the White House this week that he had a Plan B: If Republicans scuttled the bipartisan agreement, he would immediately seek to push through the foreign aid without the border deal, according to a Democratic aide who spoke on the condition of anonymity to describe the discussions.

The House lacks an effective majority for a partisan impeachment effort as GOP leaders scramble for votes. Except, as the vote approached, they seemed to realize they might not have the votes to impeach Mayorkas after all. The only other time a Cabinet member was impeached, back in 1876, it was with a unanimous House vote. With hours to go before the Mayorkas impeachment vote is set to occur, there is a real possibility it could fail, and it can only pass by the slimmest of margins.

Just this week alone, a Democratic super PAC supporting Mr. Biden began reserving $250 million in advertising in battleground states, scheduled to begin after the Democratic National Convention in August.
