MADRID, June 22 (Reuters) - Recent interest rate hikes by the European Central Bank should be fully transmitted to savers and reflected in higher deposit rates, ECB Vice-President Luis de Guindos said on Thursday. "A full transmission (of monetary policy) requires the remuneration of savings," De Guindos told a financial event in the northern Spanish city of Santander. Spanish banks on Tuesday however pushed back against a government call to start paying higher rates on deposits. Lenders maintain that a lower deposit rate is partly the result of excess liquidity in the sector and deny claims of a lack of competition in Spain's relatively concentrated banking sector. This would leave them with around 40 billion euros of those funding lines at the ECB.

Santander and Goldman Sachs were the latest to upgrade their recommendations on the oil company to "Buy". They announced the change late on Tuesday, citing an attractive valuation and limited impacts from recent changes to key company policies. That followed similar calls earlier this month by Morgan Stanley and JPMorgan, which upgraded Petrobras to "Overweight" mentioning less disruptive policy changes than initially expected and lower risk perceptions, respectively. Analysts now await an announcement on the firm's dividend policy by July, but they do not foresee a major shift. "We believe the company's financial vigor and the government's fiscal needs make the case for limited changes," said Santander analysts, who raised their rating to "Outperform".

SAO PAULO, June 16 (Reuters) - Brazilian car rental company Localiza (RENT3.SA) said on Friday it will launch a follow-on share offering aimed at raising as much as 4.5 billion reais ($935.51 million) to expand its car fleet and service network. The primary offering will initially comprise 60.02 million new shares, Localiza said in a securities filing, but could be increased by up to 12.5% if demand allows it. Considering its closing price of 66.64 reais per share on Thursday, the offering would total around 4 billion reais, the company said. Shares of Localiza slipped around 2% after the move was announced, making it one of the biggest fallers on Brazil's Bovespa stock index (.BVSP). MADRID, June 15 (Reuters) - Spain's Santander (SAN.MC) on Thursday announced it appointed Pedro Castro e Almeida as regional head for Europe, replacing Antonio Simoes, who was hired to head Britain's Legal and General Group (LGEN.L). As regional chief, Castro will be responsible for the bank's businesses in Europe, including its units in Spain, Britain, Poland and Portugal. The appointment will take effect on September 1, subject to customary approvals, with Simoes continuing in his current position until then, the lender said. Castro will lead the transformation in the region and report to the group's CEO, Hector Grisi, while maintaining his current position as CEO of Santander Portugal. LONDON, June 15 (Reuters Breakingviews) - Britain’s Legal & General (LGEN.L) is betting on an outsider to offset a valuation discount against non-UK rivals. The $17 billion insurer has picked Banco Santander’s (SAN.MC) regional head of Europe António Simões as its new CEO. The unit’s non-UK assets accounted for 43% of new money last year. The arrival of the Portuguese-born banker will cost L&G 1.175 million pounds in annual basic salary, 9% more than Wilson’s base pay. That adds pressure for Simões to tackle L&G’s Brexit valuation gap.

AMSTERDAM, June 14 (Reuters) - Electric grid operator TenneT Holding (IPO-TTH.AS) said on Wednesday it has signed an 8 billion euro ($8.63 billion) credit facility to support its spending plans as it awaits a deal to sell its German operations to the German state. Governments of the two countries have said they hope to agree a deal on the sale of TenneT Germany this summer and close a deal by the end of 2023, though talks have been going slowly. TenneT, which had a debt-heavy balance sheet of 38.5 billion euros at the end of 2022, in March estimated equity needs at its German arm of 15 billion euros and of 10 billion euros at its Dutch arm. LONDON/MADRID, June 11 (Reuters) - Morgan Stanley Infrastructure Partners is poised to buy Sacyr's (SCYR.MC) Valoriza Servicios Medioambientales in a deal that could value the unit at close to 600 million euros ($644.8 million) including debt, people familiar with the matter said. Morgan Stanley Infrastructure has prevailed over other firms in an auction that Valoriza's owner, Spanish construction firm Sacyr, held for the company which started in February, the sources said on Sunday. Valoriza Servicios Medioambientales is specialized in managing a range of services in the waste recycling chain such as collection, treatment and management of waste. Sacyr and Morgan Stanley declined to comment. Sacyr has been advised by Santander and Nomura, while Morgan Stanley Infrastructure Partners was advised by Deutsche Bank, the sources said.

Banks typically sold these perpetual bonds - known as AT1 bonds - with five years before an option to repay was triggered. In the past, investors got their money back, and banks replaced the bonds with new ones, but some are changing tack. The banks' actions show how the wipeout of billions of dollars of Credit Suisse AT1 bonds still reverberates around this market, which is estimated at roughly $275 billion. "The AT1 market is splitting," said Alessandro Cameroni, a portfolio manager at asset manager Lemanik. LONDON, May 31 (Reuters) - The European Commission will propose greater transparency in the trading of credit default swaps of eight top banks to mirror rules in U.S. markets, a European Union document seen by Reuters showed on Wednesday. So-called single name credit default swaps have come under regulatory scrutiny after the fall and state-backed rescue of Credit Suisse triggered high volatility on the CDS market for some systemic banks, Deutsche Bank in particular, on March 24. "One of the conclusions on the events of Friday, 24 March, was that single name CDS contracts are opaque and illiquid," the EU executive body said in a document for a meeting of EU states on Thursday. The Commission said it proposes to re-insert CDS on Santander, BNP Paribas, Credit Agricole, Deutsche Bank, ING Bank, Intesa Sanpaolo, Societe Generale and DZ Bank into the scope of derivatives transactions subject to post trade transparency. Incomplete and asymmetrical reporting of CDS contracts linked to systemically important banks causes insecurity in markets during shocks, the paper said.

Credit Suisse bankers, worried about their future are seeking safer employment at competitors, one person said. Credit Suisse said in April that the bank's "employee attrition has been higher over the last year," and that it had just over 48,000 full-time employees at the end of the first quarter. In an example of competitors poaching Credit Suisse's staff, Santander, Spain’s biggest bank, has hired at least eight bankers from Credit Suisse and was targeting more, Bloomberg News reported this month. UBS management has also said it would set a very high bar when deciding whether to retain any of Credit Suisse's investment banking staff. A banker from Credit Suisse in Zurich told Reuters the lender was in a state of flux, with its investment bank seeing the most staff departures.

The biggest risk it identified was that shadow banks withdrew their funds from banks, such as deposits and repurchase agreements. These account for 13% of all traditional banks' liabilities -- or more for larger banks. This could happen if the shadow banks -- or non-bank financial intermediaries (NBFI) in the regulators' jargon -- were themselves hit by outflows or lost confidence in a bank. Other spillover channels included forced sales of assets by shadow banks, which would cause losses at traditional banks because their portfolios often overlap or are correlated, the ECB said. It added that distress at systemically important lenders would also spell trouble for shadow banks.

ION has been in talks for months with U.S. investment fund Davidson Kempner to acquire Prelios, a bad loan specialist which DK took private in 2018. While not all of the banks have completed all the necessary internal steps to approve the financing the sources said the finalisation of the deal was imminent. A stalemate over the duration of the financing has been overcome through a 'bridge to bond' structure with a longer maturity than usual, one of the sources said. 'Bridge to bond' financing normally requires the borrower to tap markets within 12-18 months to repay the loan. ION has a single-B credit rating - below the 'BBB' investment grade threshold - by Moody's and S&P Global, according to Refinitiv data.
