For an incumbent president, primary races -- the state-by-state competitions that nominate a political party's official presidential candidate -- are normally a perfunctory affair. Pro-Biden Democrats' volunteer-focused effort, with just a $100,000 budget, will encourage primary voters to put Biden's name on the New Hampshire ballot. Lyndon B. Johnson, then the Democratic incumbent, shunned the New Hampshire primary in 1968 due to over-confidence, only to see an insurgent campaign from Minnesota, U.S. Biden write-in organizers have largely settled on asking voters to write in "Joe Biden," but believe that other names like "President Biden" and "President Biden and Vice President Harris" satisfy a state law that says to count the vote if the reasonable intent of the voter is clear. "They're gonna use this as a way to say, look, we are good Democrats and organized this to protect President Biden," Smith said.

WASHINGTON (AP) — Vice President Kamala Harris will join the U.S. delegation to Dubai for the annual United Nations conference on climate change, the White House said Wednesday. This weekend's trip for COP28 appears to have been hastily arranged, since her staff recently said she had no plans to attend. White House officials did not explain the change in plans, but the announcement comes after criticism of Joe Biden's decision to skip the summit. The White House said Biden spoke Wednesday with President Mohamed bin Zayed of the United Arab Emirates, which is hosting COP28. Her trip will be closely watched for reasons other than climate change.

Rep. Dean Phillips of Minnesota will not seek reelection to Congress in 2024. AdvertisementDemocratic presidential candidate Dean Phillips announced Friday he will not seek reelection to Congress in 2024, saying in a statement that "after three terms it is time to pass the torch." Phillips, a congressman representing Minnesota, has been pursuing a longshot challenge to President Joe Biden for the Democratic nomination in 2024. "Civility matters, respect matters, listening matters, and effective governance matters," he continued. Phillips also apologized to Sen. Bernie Sanders earlier this month for previously dismissing Sanders' complaints about a "rigged" Democratic Party primary system.

Washington CNN —Young voters played a critical role in helping elect President Joe Biden to the White House. For instance, last year, Biden signed the Inflation Reduction Act into law, which includes key provisions to reduce carbon emissions. Biden will also have to make the case to young voters over what he’s accomplished in his foreign policy, Hall said. But some progressive groups say that if they do not see more things accomplished on these domestic issues, it could result in low voter turnout among young voters and voters of color. Simon Rosenberg, a veteran Democratic strategist, said there is currently a vast divide between the president and young voters.

And the congressman also told Phillip he didn't "recall" making comments critical of the vice president. You may have heard recently about The New York Times, Siena poll that has worried Democrats, the one about the battleground states. I’m a pollster focused on understanding young Americans, and there’s a critical part of the electorate that we need to be paying attention to, and that’s Gen Z. But I mean, honestly, to this point, I mean, they haven’t done anything for our parents, our parents’ parents. Young people need to be reminded of those issues. They need to be reminded that because of them, America is a different and, I would argue, a better place.

CNN —President Joe Biden is just as low in the White House’s internal polls as in any of the public ones. But while Biden advisers are dismissive of Rep. Dean Phillips’ primary challenge launched this week, they are also annoyed about it. Still, they remain confident that Biden is Democrats’ best option in 2024. Boyle told CNN this week that between the war in Israel and Gaza and the chaos of House Republicans electing their new speaker, he had not had “one conversation with anyone” about Phillips. Asked if he was worried about Phillips being a factor even back home in their state’s primary, Walz laughed.

But Trump vastly outraised his GOP primary opponents, further establishing his dominance over the crowded field. Biden's campaign alone raised $24.7 million, according to new Federal Election Commission filings. This total included money raised by Trump's joint fundraising committee, Trump Save America JFC, Cheung told CNBC on Monday. Despite Biden's apparent dominance over Trump last quarter, the former president is nonetheless far ahead of his Republican opponents in the GOP primary. Trump's campaign finished the third quarter with just over $37 million in cash on hand, according to FEC records.

Will Americans toss out President Joe Biden for being too old and see Vice President Kamala Harris as a worse option? "The indictments of Donald Trump have not boosted him in the polls, either for favorability or for his support in the GOP primary. Also in the Senate, California’s Dianne Feinstein, 90, has been ill and displayed apparent cognitive decline in public in recent months. But given that Biden, McConnell and Feinstein are public officials, voters are entitled to a high level of transparency. Biden, for instance, would be 86 by the time his second term ends, which represents his biggest vulnerability in the 2024 election. Remarkably, in an age where major questions divide on party lines, 69% of Democrats shared that view. Should Biden, if he wins a second term, experience a similar moment to McConnell, questions about the continuity of US leadership would reverberate around the world and offer openings for US adversaries.

Washington CNN —President Joe Biden is preparing to blanket the airwaves with a $25 million television and digital ad campaign in battleground states this month, campaign officials told CNN, as Republicans are set to face off in their first presidential primary debate. That same poll found only 37% of Americans approve of Biden’s handling of the economy and even fewer – 30% – approve of his handling of inflation. Biden’s ad push, which will include several forthcoming ads, will run for 16 weeks on broadcast and cable television in the battleground states of Arizona, Georgia, Michigan, Nevada, North, Carolina, Pennsylvania, and Wisconsin, officials said. Still, the Biden campaign is taking steps to tie the GOP candidates on stage to Trump’s “MAGA” agenda” on both the airwaves and on the ground in Wisconsin, campaign officials said. In Washington, the DNC and the Biden campaign will set up a messaging “war room” to provide rapid response throughout the debate.
