BUDAPEST/PRAGUE, Oct 2 (Reuters) - Robert Fico's election win in Slovakia after he had campaigned to end military aid to Ukraine shows creeping discontent in Central Europe over the war with Russia, but analysts do not expect a major policy turn-around by Bratislava or Warsaw. Fico's victory in Saturday's election prompted concerns that his new government would see NATO-member Slovakia joining Hungary in challenging the European Union's consensus on support for Ukraine. However, analysts do not see a big policy switch regarding Ukraine in Slovakia and Poland. MODERATING EFFECTIn Slovakia, Fico's SMER-SSD party won the election with 23% of the vote. "The bigger challenges are not Slovakia, or Hungary but the U.S. election cycle and the impact that has on support for Ukraine."

BRATISLAVA, Sept 30 (Reuters) - Slovaks were voting on Saturday in a parliamentary election closely fought between former leftist prime minister Robert Fico, who has pledged to end military aid for neighbouring Ukraine, and pro-Western liberals. He has kept his options open but said this week his party was closer to Fico. Fico has ridden on dissatisfaction with a bickering centre-right coalition whose government collapsed last year, triggering this election a half-year early. Fico has pledged to end military supplies to Ukraine, and to strive for peace talks. But Fico was also a pragmatic leader in the past, which foreign diplomats and analysts say could tame his foreign policy turn.

Robert Fico, leader of the SMER-SSD party, Michal Simecka, leader of Progressive Slovakia party, and Peter Pellegrini, leader of HLAS party await for the televised debate to begin at TV TA3, prior to the Slovak early parliamentary election, in Bratislava, Slovakia, September 26, 2023. Fico's SMER-SSD party has a narrow lead over liberal Progressive Slovakia (PS), which has pledged to stay the course on foreign policy, in two out of four final opinion polls. Such an alliance may be reinforced if Poland's conservative PiS wins another term in October, although PiS has a hawkish view on Russia. The leading Slovak party is expected to get the first chance from liberal President Zuzana Caputova to form a cabinet. "He will stop the weapons (for Ukraine), that is what he gains support on."

PRAGUE (AP) — The Czech Republic's government on Wednesday approved a Defense Ministry plan to acquire two dozen U.S. F-35 fighter jets in a deal worth around 150 billion Czech koruna ($6.5 billion). The American aircraft will replace the 14 JAS-39 Gripen fighter jets from Sweden that are currently used by the Czech army. The Czechs will pay almost $5 billion to the U.S. for the aircraft, training of pilots, ammunition and other costs, Defense Minister Jana Cernochova said. The remaining money will be used to finance an upgrade of the Caslav air force base in central Czech Republic, fuel and training of staff, Cernochova said. Wednesday's announcement came after the government decided in May to acquire 246 CV90 armored combat vehicles from Sweden as part of a major modernization of the military amid Russia's war.

Although he knew of no criminal incidents involving the migrants, he added: "People are scared to walk in the street." The number of illegal migrants detained in Slovakia has increased ninefold from a year ago to more than 27,000 so far this year, the country's interior ministry said. Hungarian police data also showed a jump in illegal migrant crossings on Hungary's southern border with Serbia in the past weeks, from where they head for Slovakia or Austria. Slovak police patrols are helping their Hungarian colleagues to catch the smugglers but that has proven little deterrent.

Hungary imposed a national import ban on 24 Ukrainian agricultural products, including grains, vegetables, several meat products and honey, according to a government decree published on Friday. Slovakia's agriculture minister followed suit announcing its own grain ban. EU PLEAEU Trade Commissioner Valdis Dombrovskis said on Friday countries should refrain from unilateral measures against imports of Ukrainian grain. Poland, Hungary and Slovakia previously said they may extend the restrictions unilaterally while Bulgaria on Thursday voted to scrap the curbs. In August, about 4 million tonnes of Ukraine grains passed through the Solidarity Lanes of which close to 2.7 million tonnes were through the Danube.

But the flood of grains and oilseeds into neighbouring countries reduced prices there, impacting the income of local farmers and resulting in governments banning agricultural imports from Ukraine. The European Union in May stepped in to prevent individual countries imposing unilateral bans and imposed its own ban on imports into neighbouring countries. Under the EU ban, Ukraine was allowed to export through those countries on condition the produce was sold elsewhere. EU Trade Commissioner Valdis Dombrovskis said on Friday countries should refrain from unilateral measures against imports of Ukrainian grain, but Poland, Slovakia and Hungary immediately responded by reimposing their own restrictions on Ukrainian grain imports. Farmers in the five countries neighbouring Ukraine have repeatedly complained about a product glut hitting their domestic prices and pushing them towards bankruptcy.

The Czech National Bank (CNB) decided on Thursday to cancel paying interest on banks' mandatory minimum reserves from Oct. 5, a move to reduce the costs of implementing monetary policy. The decision follows a similar move by the European Central Bank in July. Komercni Banka said its stipulated amount of required minimum reserves for the current maintenance period stood at approximately 19.6 billion Czech crowns ($861.12 million). Banks have been required to keep a portion of liabilities at the central bank as reserves. Mandatory minimum reserves are not used as a monetary policy instrument but can act as a liquidity buffer to ensure the smooth flow of interbank payments, the central bank said.

NATO and European countries have started training Ukrainians on advanced F-16 fighter jets. The months-long program intends to cover language training, flight training, and conversion to the F-16 platform, according to an undated copy of the F-16 training concept that Insider obtained from the Danish defense ministry. The document also hints that Ukraine might get its hands on other fighter jets at some point. It's not immediately clear which fighter aircraft the statement is referencing, but one aircraft that the Ukrainians have been eyeing is Sweden's JAS 39 Gripen. However, the jet is operated by just six countries — only two of which support Ukraine with military aid (Sweden and the Czech Republic) — and has not yet seen combat experience.
