MEXICO CITY (AP) — Mexico’s top diplomat, Alicia Bárcena, said Friday that President Andrés Manuel López Obrador wants to travel to Washington D.C. in early November to meet with U.S. President Joe Biden about immigration, development aid and drug trafficking. Bárcena's comments came just a day after López Obrador announced he will skip the Asia-Pacific Economic Cooperation summit in November in San Francisco because his country “has no relations” with Peru. López Obrador previously claimed Peru’s current government was installed by a coup and that he still considers ousted president Pedro Castillo to be the country’s legitimate leader. It would not be the first time that López Obrador has skipped international meetings in the United States because of who else was or wasn’t invited. Last year, he skipped the Summit of the Americas in Los Angeles because Nicaragua and Venezuela were not invited.

Biden in May rolled out a new policy to deter illegal crossings, including deporting migrants and banning re-entry for five years, as his administration grappled with migration at record highs. The U.S. and Canada demanded dispute settlement talks with Mexico under the United States-Mexico-Canada (USMCA) trade agreement over Mexico's energy policy in July 2022. Operating reserves fell as demand surged amid the heat, and power from wind and solar energy sources proved insufficient, according to ERCOT. On Thursday, ERCOT asked residents to conserve power from 5 p.m. to 9 p.m. CDT as reserves were again expected to be low. CNN —A Mexican citizen was shot and wounded in the leg “while in Mexican territory” Saturday by a Texas National Guard member who was in the El Paso area, a news release from Mexico’s Foreign Ministry said. The National Guard member who discharged a weapon during a “border-related incident” was assigned to Gov. It’s the second incident involving a Texas National Guard member assigned to Operation Lone Star firing their weapon and injuring someone. In January, a guard member shot a migrant during a struggle. The government had gone quickly to the appeals court asking for the rule to be allowed to remain in use while the larger court battles surrounding its legality play out. The new asylum rule was put in place back in May. The government said the new asylum rule was an important tool to control migration. One of the groups, the American Civil Liberties Union, noted in a news release Thursday that the ruling didn't weigh the legality of the asylum rule and that they were confident they'd ultimately prevail.

This further limits access to water, as the tap water is often "simply filthy," one prison reform advocate told KVUE. Amid this punishing heat — which is even still milder than last year, during which at least 306 people died of heat-related illness in Texas — the Texas Department of Criminal Justice has raised the price of bottled water available in prisons by 50%, local outlet KVUE reports. Prison reform advocate Amite Dominick told KVUE that adds financial pressure on families where the breadwinner is incarcerated. The mayor of Erie, Pennsylvania, wants the Trump campaign to pay the city for service before his rally on Saturday. Trump's campaign has more than enough cash on hand — $22.5 million — to remedy the request. According to a recent report from the Erie Times-News, Erie Mayor Joe Schember wants to be reimbursed for any fees related to the upcoming rally ahead of time, after Trump's campaign failed to repay the city more than $35,000 following a campaign event in 2018. "We're going to see whether we can get some payment from them in advance this time," he told the Erie Times-News. Erie isn't the only city Trump's campaigns have failed to reimburse.
