CNN —President Vladimir Putin has ordered Russian forces to rehearse deploying tactical nuclear weapons, as part of military drills to respond to what he called “threats” by the West. Since invading Ukraine in 2022, Putin has repeatedly made veiled threats to use tactical nuclear weapons against the West, but Monday marked the first time Russia has publicly announced drills. “During the exercises, a set of measures will be carried out to practice the issues of preparation and use of non-strategic nuclear weapons,” Russia’s defense ministry said. Non-strategic, or “tactical,” nuclear weapons can be used in battlefield situations, carrying less power than strategic nuclear weapons, which have the potential to level entire cities. Putin said Russia would not be the first to test nuclear weapons, but would do so in the event of a US test.

During a military exercise with the Philippines that began last month, the U.S. Army deployed a new type of covert weapon that is designed to be hidden in plain sight. Called Typhon, it consists of a modified 40-foot shipping container that conceals up to four missiles that rotate upward to fire. It can be loaded with weapons including the Tomahawk — a cruise missile that can hit targets on land and ships at sea more than 1,150 miles away. In 2019, President Donald J. Trump abandoned the treaty, in part because the United States believed Russia had violated the terms of the pact for years. But U.S. officials said that China, with its growing long-range missile arsenal, was also a reason the Trump administration decided to withdraw.

CNN —Around 47 children vanish every day in Europe, according to new research by cross-border journalism collective Lost in Europe showing more than 50,000 child migrants went missing after arrival over the past three years. The research builds on findings released in 2021 that revealed at least 18,000 child migrants disappeared upon arrival in Europe in the three years from January 2018 to December 2020. Out of 31 contacted countries, Lost in Europe received 20 responses, with seven lacking required data and 11 not responding — representing an improvement from 12 responses overall in 2021. Other significant countries of origin include Syria, Tunisia, Egypt, and Morocco, according to the data collected by Lost in Europe. Lost in Europe is a not-for-profit cross-border journalism project investigating the disappearance of child migrants in Europe.

When Iran agreed to a deal in 2015 that would require it to surrender 97 percent of the uranium it could use to make nuclear bombs, Russia and China worked alongside the United States and Europe to get the pact done. The Russians even took Iran’s nuclear fuel, for a hefty fee, prompting celebratory declarations that President Vladimir V. Washington CNN —The White House is very concerned by China’s actions in the South China Sea, a senior administration official said, as President Joe Biden prepares to draw two Asian allies closer at a historic meeting on Thursday. Japan and the Philippines both have separate territorial disputes with China, in the former’s case the Senkaku Islands in the East China Sea and in the latter’s areas of the South China Sea. Meanwhile, China claims the shoal, which is in the Philippines’ exclusive economic zone, as its sovereign territory, as it does much of the South China Sea, in defiance of an international arbitration ruling. CNN has previously reported that the three leaders will hold private discussions on the South China Sea. A senior administration official also said that on Thursday the White House will be announcing a new infrastructure project in the Philippines.
