Chen joined BlackBerry in November 2013 and led the company's turnaround efforts in pivoting it from consumer hardware business to one that focused on enterprise software. Earlier this month, the company said it would separate the IoT and cybersecurity units and target a subsidiary initial public offering for the IoT business next fiscal year. Last year, it pulled the plug on its smartphones business and has since been trying to sell its legacy patents related to its mobile devices.

Israel's widening ground attacks on Gaza have spurred international calls for a "humanitarian pause" to allow aid in. In a wide-ranging policy speech, Joly also addressed tensions with India after Canada said Indian agents were linked to the murder of a Sikh separatist leader - and Canadian citizen - in British Columbia.

OTTAWA, Oct 30 (Reuters) - The Bank of Canada on Monday said higher interest rates and low growth will impact the federal government's budget spending and although the country's fiscal position is sustainable, expenditure should be contained to protect social programs. "Lower growth and higher interest rates will certainly impact on the government's budget," Governor Tiff Macklem told lawmakers in the House of Commons. "I don't think fiscal policy in Canada is in a situation where it's unsustainable. The bank said price risks were on the rise and inflation could exceed its 2% target for another two years. The bank increased rates 10 times between March 2022 and this July to tame inflation, which peaked at a four-decade high of 8.1% last year.

WeChat and Kaspersky did not immediately respond to requests for comment. "The decision to remove and block the WeChat and the Kaspersky applications was made to ensure that government of Canada networks and data remain secure and protected and are in line with the approach of our international partners," the statement said. The applications will be removed from government-issued mobile devices on Monday, and users will be blocked from downloading them in the future. Canada in February banned TikTok, the short-video app owned by Chinese company Bytedance, from government-issued devices due to similar privacy and security concerns.

Canada is a popular destination for international students since it is relatively easy to obtain a work permit, but the student immigration system is rife with fraud and "perverse incentives," Miller told reporters in Brampton, Ontario. Such institutions could benefit from faster student permit application processing, Miller said, adding that more details will be shared next year. Canada depends on immigration to drive its economy and support an aging population, and Prime Minister Justin Trudeau has been ramping up annual immigration.

October 26 - It hasn't been a bad start to the season for the New Jersey Devils. The starts to games, however, are another story, and one they'll look to rewrite when they host the Buffalo Sabres on Friday in Newark, N.J. The Devils have been outscored 8-2 in the first period through their six games this season. Sabres coach Don Granato tinkered with his lines last week, putting Thompson between Dylan Cozens and Jordan Greenway. With good performances from Eric Comrie (two games) and Ukko-Pekka Luukkonen (one game) in his absence, the team won't push him.

The strike has shut down 13 locks between Lake Erie and Montreal, bottling up ships in the Great Lakes and preventing more ships from coming in. It’s the first time that a strike has shut down the vital shipping artery since 1968. A U.S. Navy warship, the littoral combat ship USS Marinette, was supposed to leave Cleveland on Lake Erie on Monday, but remains stuck. Shipments within the four Great Lakes from Superior to Erie such as iron ore and coal can still go through. MarineTraffic.com showed that it was headed into Lake Erie, but it can go no farther without a resolution.

Canada’s largest airline, Air Canada, has apologized to a British lawmaker, Mohammad Yasin, after lawmakers said Mr. Yasin was singled out for questioning because of his name and background on a recent official trip to the country. Pablo Rodríguez, the Canadian transport minister, told reporters in Ottawa on Wednesday that his office had contacted the airline about the screening. “We called Air Canada and Air Canada apologized,” Mr. Rodríguez said, “and apologizing was the right thing to do.”Mr. Yasin, a member of Parliament for the Labour Party, has represented the constituency of Bedford in eastern England since 2017. While leaving for a trip to Canada with other lawmakers last week, he said, he was questioned vigorously at Heathrow Airport near London. Details of the questioning emerged on Monday when one of Mr. Yasin’s colleagues, Clive Betts, said in remarks to Parliament that Mr. Yasin was the only lawmaker in the group delayed for questioning by officials who they believed worked for Air Canada and the Canadian government.

The NHL said its investigation into the matter found no evidence that Pinto, whose suspension amounts to half of a regular season, made any bets on NHL games. The 22-year-old Pinto, who the Senators selected with the 32nd pick of the 2019 NHL Draft, is a restricted free agent and has not played for Ottawa this season. Pinto had 20 goals and 35 points in 82 games with Ottawa during the 2022-23 season, which marked the American's first full campaign in the NHL.

The Foreign Investment Promotion and Protection Arrangement is part of Canada's plan to increase trade and influence in the fast-growing Indo-Pacific region. The Spamouflage campaign, using networks of new and hijacked social media accounts to post bulk messages, took place in August and September, and targeted dozens of MPs from across the political spectrum, the foreign ministry said in a statement. Ottawa has also accused Beijing of trying to interfere in its affairs through various schemes, including illegal police stations and the targeting of lawmakers. In September, the Trudeau government announced an independent public inquiry into allegations of attempted foreign meddling by China, Russia and others.
