CNN —Hurricane Rafael, a Category 2 with 100 mph sustained winds, is rapidly intensifying in the Caribbean as it bears down on Cuba Wednesday. It will be a strong Category 2 hurricane when it makes landfall in western Cuba Wednesday afternoon, according to the National Hurricane Center. Rafael is the strongest hurricane to roam the northwestern Caribbean in November since 2009, according to data from the NOAA. It’s forecast to become only the fifth hurricane to roam the Gulf of Mexico in November since 1966, according to hurricane expert Michael Lowry. CNN —Vice President Kamala Harris and former President Donald Trump have tied with three votes each in the tiny New Hampshire township of Dixville Notch, kicking off Election Day in one of the first places in the country to report its presidential preference. By tradition, all eligible voters gather at the now-dormant Balsams Hotel in Dixville Notch to cast their secret ballots once polls open at midnight. Once every ballot is cast, votes are tallied and results announced – hours before anywhere else, making it a destination for national reporters, who often outnumber the voters. In January, four registered Republican voters and two independents participated in the GOP primary, casting six unanimous votes for former South Carolina Gov. CNN —While Tropical Storm Rafael winds remained consistent Monday night, the storm is forecast to strengthen Tuesday and become a hurricane Wednesday, bringing destructive winds and heavy rainfall to the western Caribbean and southern Florida by midweek. Tropical storm watch alerts were issued for the Florida Keys on Monday, joining the existing warnings for Cuba, Jamaica and the Cayman Islands. The Cuban provinces of Cienfuegos, Villa Clara, Sancti Spiritus, and Ciego de Avila, are under Tropical Storm Warnings after being upgraded from Tropical Storm Watch. CNN —Sarah McBride, a Delaware state senator, will win her state’s at-large US House seat, making her the first out transgender person to serve in Congress, CNN projects. Despite running in a reliably blue state, McBride emphasized her work leading a bipartisan push to pass paid family and medical leave in the state. McBride, a former spokesperson for the Human Rights Campaign, an LGBTQ rights group, has made history throughout her public life. Four years later, McBride became the first transgender person to address a national party convention, when she spoke at the 2016 Democratic National Convention. And in 2020, McBride became the first out transgender person elected to serve in a state Senate, when she was elected to represent a seat in northern Delaware.

The head of Myanmar’s military government will pay an official visit this week to China, the embattled Southeast Asian nation’s most important international ally, for several regional meetings, state-run media reported on Monday, amid concern by the opposition. A tropical disturbance in the Caribbean is likely to become a hurricane as it passes over Cuba and into the Gulf of Mexico by midweek, federal forecasters said Sunday. The Air's Force 53rd Weather Reconnaissance Squadron, using Super Hercules fixed-wing aircraft, got a close look Sunday, the hurricane center said in an afternoon forecast discussion. Still, the upward movement of warm air and precipitation wasn't intense enough to call the disturbance a tropical depression, the hurricane center said. At 39 mph it becomes a tropical storm, which could happen early Tuesday, according to hurricane center forecasts. Storm threatsIn the meantime, the hurricane center said, hurricane conditions are possible within 48 hours on the Cayman Islands.

CNN —More severe weather is expected in the South and the Southern Plains Monday, including in Oklahoma, where residents are surveying the destruction from tornado-spawning storms that injured at least 11 people and leveled homes over the weekend. Tornado sirens rang out Monday morning in Oklahoma City, where residents are still surrounded by the destruction and debris caused by the weekend’s severe storms, after the National Weather Service issued a tornado warning. There were no confirmed tornadoes or reports of damage from Monday morning’s storms. A level 2 of 5 threat of severe thunderstorms spans from central and eastern Texas to the Illinois-Missouri border – including Dallas, threatening damaging wind gusts, large hail and tornadoes, according to the SPC. Nearly 40 structures were destroyed in the Oklahoma City area, the Oklahoma City Fire Department said in a Facebook post.
