New York City’s homeless system is sheltering record numbers of people week after week, as an influx of migrants accelerates to its highest rate since the crisis began. The city is moving more and more migrants out of its vast network of emergency shelters by combining pressure tactics with help in finding permanent housing. But the jump in arrivals — to more than 500 people per day in recent weeks — has outpaced those efforts. On Monday, the mayor announced a 60-day limit on how long a family can stay at any one shelter. A similar limit was imposed on single adults over the summer, and later reduced to 30 days.

The city said it will publish an annual AI progress report to communicate the city’s updates and implementation of the plan. Also on Monday, city officials said the government was piloting the first citywide AI-powered chatbot to help business owners navigate operating and growing businesses in New York City. The AI chatbot, already available in beta on the official city of New York website, was trained on information from more than 2,000 NYC Business web pages. NEW YORK (AP) —Efforts to turn what was once the largest landfill site in the world into a public park hit a milestone Sunday with the opening of the first section open to the public, New York City officials said. The 21-acre (8.5-hectare) North Park section of what has become Freshkills Park includes pedestrian and cycling paths, an overlook deck, bird viewing tower and composting restroom that uses no water. The 2,200-acre (890-hectare) Fresh Kills Landfill on Staten Island was once the largest landfill site in the world. For five decades after its opening in 1948, it was the principal landfill for New York City’s garbage. The last barge of regular trash was delivered in 2001 when then-Mayor Rudy Giuliani closed the site, partly in response to Staten Island residents who had complained about being the city’s dumping ground.

A judge on Staten Island temporarily blocked New York City on Tuesday from using a former school as an emergency shelter for migrants, in a decision that could have broader implications for the city’s long-established obligation to offer shelter to anyone who asks for it. The city has struggled to provide housing to the more than 110,000 migrants who have entered its shelter system since early last year, in part because of a decades-old legal obligation, known as “right to shelter,” that requires it to provide a bed for anyone who is homeless and asks for one. Citing “right to shelter," Mayor Eric Adams issued an emergency order that let the city bypass the normal review process for opening homeless shelters. But on Tuesday, Justice Wayne Ozzi of State Supreme Court wrote that the “right to shelter” does not exist, and ordered the Staten Island school emptied. The ruling came in a suit against the city and state brought by a man who lives near the school and eight Republican city, state and federal elected officials who represent the island, New York City’s most conservative borough.

Mayor Eric Adams is proposing a major overhaul of New York City’s approach to development that his administration says could make way for as many as 100,000 additional homes in the coming years and ease the city’s severe housing crisis. The proposed reforms, which Mr. Adams is announcing on Thursday in remarks at Borough of Manhattan Community College, amount to his administration’s broadest and most ambitious attempt to tackle New York City’s housing shortage, which has been worsening for decades. Rules limiting growth have long made it difficult for enough homes to be built to accommodate everyone who wants to live here, driving up the cost of living. That, in turn, has raised a threat to the city’s economy as businesses struggle to keep workers and families have poured out of the city. A contentious plan backed by Mayor Eric Adams for the International Cricket Council to build a temporary, 34,000-seat stadium in a Bronx park is dead, following heated opposition from local elected officials and some amateur cricket players. The stadium was to host part of the ICC Men’s T20 World Cup next June. The venue will instead be built in Eisenhower Park in Nassau County on Long Island. The news was confirmed by an Adams administration official and in a draft news release reviewed by The New York Times. It was announced publicly by the International Cricket Council Wednesday morning.

Coming to a street corner near you: a sleek new litter basket, the latest weapon in New York City’s generations-long war on trash. The new receptacle, which will replace the green wire mesh litter baskets seen across the city, has three parts: a concrete base (so it’s tough to tip over); a hinged metal lid; and a removable, relatively lightweight plastic basket that sanitation workers will lift and empty. “The wire litter baskets are iconic, but they are well past their useful life in New York City,” said Jessica Tisch, the city’s sanitation commissioner. “They are vestiges of a different time.”Ms. Tisch noted that the wire baskets were made up of a series of holes: “That’s the fundamental design feature which allows the rats to get in them,” she said.
