Tropical Storm Debby, which came ashore as a category 1 hurricane along the Florida coast early Monday, will move across the Southeast on Tuesday at roughly the speed of a human walking. Like Debby, both storms stalled over the region and became reminders that a hurricane’s hazards can persist and intensify for days after it makes landfall. Even small changes in the steering currents could result in Debby shifting and changing where the rain falls. The storm will most likely move slightly offshore, allowing some restrengthening before the storm turns north and moves back inland. Tropical storm conditions could begin Saturday night in parts of southwest Florida. New York City students will have expanded access to the transit system beginning this coming school year, city officials announced on Thursday. A new OMNY transit card will replace the MetroCards that have been given to public school students across the city since 1997, Janno Lieber, the chief executive of the Metropolitan Transportation Authority, said at a news conference. Students will be able to use the new cards all day long, and can take four rides every 24 hours, a marked departure from the MetroCards, which offered students only three rides a day, and only between 5:30 a.m. and 8:30 p.m. on school days. And while each MetroCard was valid for only one semester, the OMNY cards will work year-round, including on weekends and holidays and during the summer. The move comes as the city is working to phase out the MetroCard for all transit riders in favor of the digital tap-and-go system provided by OMNY — short for One Metro New York — and as the cost of riding the subway has increased.

After almost two decades of failed attempts to reopen, a landmark Upper West Side movie theater may be resurrected with a plan from a potential new buyer and celebrity support. They have formed the Upper West Side Cinema Center, a nonprofit corporation, whose website lists Martin Scorsese, Ethan Hawke and John Turturro as advisers, along with Bob Balaban, Griffin Dunne and the “American Psycho” director Mary Harron. (They would call it the Metro Cinema Center.) Representatives for Scorsese and Dunne confirmed their involvement. The proposal includes a five-screen theater dedicated to art house releases, classic film and special events; it would also have an education center and a cafe.
