Israel said its troops uncovered unspecified weapons and "terror infrastructure" inside the hospital compound after killing fighters in a clash outside. Once inside, they said there had been no fighting and no friction with civilians, patients or staff. Other photos showed Israeli troops in tactical formation walking past makeshift tents and mattresses. "We can confirm that incubators, baby food and medical supplies brought by IDF tanks from Israel have successfully reached the Shifa hospital. The Israeli troops dismounted and spread out in the yard, and began searching the basement and entering buildings.

Two and a half weeks after sending tanks and ground troops into northern Gaza, Israeli forces entered a hospital early Wednesday that they claim Hamas operates out of. The Israeli army claims the militant group uses hospitals as cover for its fighters, and has set up its main command center in and beneath Shifa Hospital, the largest in the besieged territory. On Tuesday, Palestinian authorities proposed a supervised evacuation of Shifa Hospital, a sprawling complex that runs several city blocks in the heart of Gaza City. Gaza health officials and Hamas deny that. The military said soldiers were accompanied by medical teams and had brought medical supplies and baby food as well as incubators and other equipment. But health officials say supplies and extra equipment are not enough to save patients and ongoing fighting makes it almost impossible to safely move patients. The Red Cross said it was “extremely concerned” about the situation at Shifa hospital, noting that hospitals are protected under international humanitarian law and must be spared from violence.

Thousands of civilians are sheltering at the hospital, along with gravely ill patients and premature infants whose care has been interrupted. Fuel and medical supplies have dwindled as Israeli troops drew nearer in recent days. Hamas, the armed group that controls Gaza, has denied that was the case, and hospital officials have also refuted the allegation. There was no immediate information on the scope, scale or timeline of Israel’s operation inside the hospital. The Israeli military said that the goal of the raid Wednesday was not to harm civilians and that their troops were accompanied by medical teams and Arabic speakers.

Medics look at the damages in the wards inside Al Shifa hospital following an Israeli raid, amid the ongoing conflict between Israel and the Palestinian group Hamas, in Gaza City, Gaza November 15, 2023. Israel has denied targeting the hospital and said its soldiers had entered one specific location within the Shifa complex, with no fighting inside the facility and no friction with staff. The fate of Al Shifa, Gaza's biggest hospital, has become a focus of international alarm because of worsening conditions with fuel, medicine, food and water in ever shorter supply.

Journal Editorial Report: Paul Gigot interviews Democratic strategist Doug Schoen. Images: AP/Twitter/Doug Schoen Composite: Mark KellyHamas’s unprovoked terrorist attack on Oct. 7 has endangered not only Israel but the more than two million people who live in the Gaza Strip. On Oct. 15, Hamas operatives stole food and medical supplies from humanitarian trucks. The United Nations Relief and Works Agency reported the theft in a tweet, which it later deleted. But U.N. sources confirmed the theft to Israel’s Walla News, and Israel’s military liaison to the Palestinians confirmed that fuel and medical supplies went to Hamas.

UNITED NATIONS (AP) — After four failed attempts, the U.N. Security Council is trying for a fifth time to come up with a resolution on the Israel-Hamas war, but it remains to be seen whether serious divisions can be overcome to produce a consensus on wording. The current draft under negotiation would demand “immediate extended humanitarian pauses” throughout the Gaza Strip to provide civilians with desperately needed aid. The 15-member council, which has the responsibility for maintaining international peace and security, has been paralyzed since the war began by its internal divisions. But unlike Security Council resolutions, General Assembly resolutions are not legally binding, though they are a barometer of world opinion. Of the five veto-holding Security Council members, Russia, China and France voted in favor, the United States voted against and the United Kingdom abstained.

Pressure is growing on Israel to pause fighting Hamas and to allow more aid to enter the Gaza Strip after five weeks of war have exacerbated a humanitarian crisis, especially at hospitals, which are struggling to provide care. Israel has repeatedly rejected calls for a cease-fire since Oct. 7, when Hamas and other militant groups killed at least 1,200 people in an early-morning ambush in southern Israel. Protesters in London and New York continued to hold rallies in support of Palestinians and calling for a cease-fire. More than 300,000 people marched in London on Saturday in support of Palestinians and denouncing the rising civilian death toll in Gaza. It was the largest protest in years in London and the latest pro-Palestinian march held there on Saturdays since the start of the war.

Opinion | Measuring Israel by the Just-War Yardstick

While Israel easily has just cause and constitutes a legitimate authority, its case is far weaker regarding the other five criteria. In addition, the fact that Hamas has violated these principles does not absolve Israel from an obligation to live up to higher moral standards. So the downside of Israel’s war outweighs any benefit. Israel can rightly claim that its ground invasion helps Israeli forces better distinguish Hamas fighters from civilians. Just-war theory reinforces the human instinct to not only preserve human life but also lament its loss, and to try to find solutions.

BRUSSELS, Nov 12 (Reuters) - The European Union on Sunday condemned Hamas for using "hospitals and civilians as human shields" in Gaza, while also urging Israel to show "maximum restraint" to protect civilians. Hamas has denied using hospitals in this way. At the same time, he urged Israel to exercise maximum restraint, stressing the obligation under international humanitarian law to protect hospitals, medical supplies and civilians inside hospitals. "Hospitals must ... be supplied immediately with the most urgent medical supplies, and patients that require urgent medical care need to be evacuated safely," he added. "In this context, we urge Israel to exercise maximum restraint to ensure the protection of civilians."

Israeli forces said they were engaged in fierce fighting early Saturday around Gaza City’s Al-Shifa Hospital, where Israel says Hamas has positioned fighters near thousands of displaced people and hundreds of patients amid worsening conditions at the facility. Hospital officials said doctors were using scant remaining medical supplies to treat wounded people as the battle in the area intensified, the hospital largely operated without electricity and water ran desperately low. There were no indications that Israeli troops had entered the hospital complex as of Saturday morning or whether Hamas fighters were inside it.

A Palestinian child receives treatment at Nasser Medical Center after a strike in Khan Younis, Gaza, on November 7. FAJR Scientific’s goal is to raise enough money to fill five 40-foot containers with medical supplies, surgical tools and sterile instruments, and ship them to Gaza, Nasser says. The group has led several surgical missions to Gaza and trained nearly 100 Palestinian medical workers on the ground, Nasser says. In August, they provided more than $4 million in medical supplies to hospitals across the territory. “The whole world turned their back on the people of Gaza,” Nasser said.

That’s why we’re slowly closing in on them,” the Israeli military spokesman, Richard Hecht, told reporters on Friday night. The situation could not be immediately confirmed, though the Israeli military has made clear that its troops are fighting in the heart of Gaza City. “If conditions were better than this, we could have saved their lives,” Dr. Abu Salmiya said. “At this point, there’s just so little we can do for the wounded we receive, only the bare minimum,” said Dr. Abu Salmiya.
