"We note with deep concern the existing disparities between developed and developing countries in terms of conditions, possibilities and capacities to produce new scientific and technological knowledge," the final declaration of the G77 group of developing nations and China said. China maintains that it is not a G77 member, despite being listed as one by the bloc, but Beijing says it has supported the group's legitimate claims and maintained cooperative relations. At the same time, it calls for more cooperation between member nations in science, technology and innovation as strategies for their development. While more than 100 member delegations participated in the summit, only Brazil and a few dozen others were led by heads of state.

Uniting the Amazon countries against criminal activity in the world's largest rainforest is key to President Luiz Inacio Lula da Silva's effort to restore Brazil's environmental credentials after four years of soaring deforestation under predecessor Jair Bolsonaro. "We expect to see a significant reduction in environmental crimes in the area and also action involving the entire Amazon region and not just a few isolated countries," Urquiza said. "There's no point in operating only in Brazil," he said, adding that criminals in the region move around the countries of the rainforest to evade authorities.

Interviewed on the sidelines of the G20 meeting in Delhi by news show Firstpost, Lula said Putin would be invited to next year's event, adding that he himself planned to attend a BRICS bloc of developing nations meeting due in Russia before the Rio meeting. "I believe that Putin can go easily to Brazil," Lula said. "What I can say to you is that if I'm president of Brazil, and he comes to Brazil, there's no way he will be arrested."

Governor Eduardo Leite declared a state of public calamity and canceled statewide parades meant to celebrate Brazil's Independence Day on Thursday. In addition to the 39 fatalities in Rio Grande do Sul, one person died in neighboring Santa Catarina state while driving through the city of Jupia when a tree fell on their car. Independent weather forecasters MetSul and Climatempo cautioned Rio Grande do Sul is expected to receive more heavy showers on Thursday and Friday.

Lula named federal lawmaker Andre Fufuca as the sports minister, while lawmaker Silvio Costa Filho will be the ports and airports minister, the government said in a statement. In July, Lula replaced his tourism minister Daniela Carneiro with Celso Sabino.
