There’s a mordant theme to this month’s column; in three of the four books, dark humor undercuts despair and sardonic wit compensates for failure. Nowhere are these traits more on display than in DEATH OF THE RED RIDER (Pushkin Vertigo, 396 pp., paperback, $16.95), the second appearance of Yulia Yakovleva’s Stalin-era detective, Vasily Zaitsev, who goes about the ordinary business of solving murders while communities around him in 1930s Russia are purged and exiled en masse. This time Zaitsev is dispatched to Novocherkassk, a Soviet cavalry school in the south of Russia, to investigate the horrifying death of a famous rider and his horse midrace. Soon he’s given an assistant he didn’t ask for, Comrade Zoya Sokolova, who arrives with her own agenda. The events — aided by Ruth Ahmedzai Kemp’s nimble translation — unfold slowly, but hold the reader’s attention.

Hedge funds and other money managers sold the equivalent of 57 million barrels in the six most important futures and options contracts over the seven days ending on Nov. 7. The founders of struggling space company Astra have offered to take the company private at a value of about $30 million, according to a securities filing Thursday. That price is a 103% premium to Wednesday's closing price of 74 cents a share, which represents a market value of about $16 million. "We believe that Astra's strategic objectives and business prospects will be best served as a private company. Kemp and London are also "open to certain accredited investor stockholders of the Company rolling their equity into the transaction." The company is running out of cash, with its acquired spacecraft propulsion business yet to drive meaningful quarterly revenue.

ATLANTA (AP) — People in Georgia will keep paying no state taxes on gasoline and diesel, at least until state lawmakers start a special legislative session. Brian Kemp on Wednesday extended the fuel tax rollback of 31.2 cents per gallon of gasoline and 35 cents per gallon of diesel until Nov. 29. Georgia’s governor can suspend the collection of taxes during an emergency as long as state lawmakers approve it the next time they meet. Tax revenues fell about 3% in October even though some fuel taxes were still flowing into state coffers after Kemp's September action. Fuel taxes in Georgia largely fund roadbuilding.

The wave of sales has reversed much of the 398 million barrels purchased between the end of June and the middle of September. WTI SQUEEZE ENDSIn the seven days ending on October 31, selling was led by crude (-78 million barrels), especially NYMEX and ICE WTI (-62 million barrels), with a smaller contribution from Brent (-16 million). The remaining position (153 million barrels) was the lowest for 16 weeks since July 11 (128 million barrels). Crude inventories around the NYMEX delivery point at Cushing in Oklahoma depleted to just 22 million barrels at the end of September from 43 million barrels at the end of June. But most of the sales have come in European gas oil (-49 million barrels) rather than U.S. diesel (-6 million) reflecting the poor outlook for the European economy.

Strikes at car and truck plants are likely to have a widespread impact on manufacturing activity given their large supply chains. Energy consumption by industrial users steadied over the third quarter, which was consistent with the worst of the manufacturing downturn being over. The stabilisation of both diesel and industrial electricity sales in the summer was consistent with manufacturing activity steadying ahead of a renewed expansion. Because the industrial downturn has been long but shallow, distillate inventories remain well below the long-term seasonal average. Return to expansion would likely cause diesel stocks to deplete rapidly and put upward pressure on industrial prices quickly.

A federal judge ruled last week that some of Georgia's congressional, state Senate and state House districts were drawn in a racially discriminatory manner, ordering the state to draw an additional Black-majority congressional district. U.S. District Judge Steve Jones, in his 516-page order, also ordered the state to draw two new Black-majority districts in Georgia's 56-member state Senate and five new Black-majority districts in its 180-member state House.
