☆ European markets slightly higher as investors look beyond Middle East tensions

LONDON — European stocks were slightly higher Wednesday as investors attempted to look beyond escalating tensions in the Middle East and await fresh employment data out of the region. The pan-European Stoxx 600 was up 0.35% in opening trade, with the majority of sectors and major bourses moving in the green. Oil and gas stocks added 2.42% on the prospect of supply disruptions in the Middle East, while travel and leisure stocks dipped 0.25% as airlines diverted flights out of the region. Meantime, shares of British sports retailer JD Sports fell 3.5% even as the company reported expectation-beating revenues and profits for the first half. The attack came on the heels of Israel's deployment of ground forces into south Lebanon, escalating its offensive on Hezbollah, the Iran-backed militant group.

Hurricane Helene has caused significant disruptions for election officials in North Carolina and across the Southeast, scrambling preparations for early and mail voting that have been in the works for months. North Carolina officials mailed 190,000 ballots last week, some of which may be delayed or destroyed by flooding. Early in-person voting is scheduled to begin Oct. 17 across more than 400 locations in North Carolina. North Carolina is among the core battleground states former President Donald Trump and Vice President Kamala Harris are competing in this fall. CVS Health 's board has engaged advisors to conduct a strategic review of its business, according to people familiar with the matter, as the company contends with potential activist pressure and a severely depressed stock price. The review has been ongoing for some time, said the people, but there is no certainty on what actions, if any, the company will take. CVS management, including CEO Karen Lynch, met with major shareholder Glenview Capital Monday to discuss the company's lagging prospects and Glenview's plans to revive the stock, CNBC previously reported. In a statement, CVS spokesman David Whitrap told CNBC: "CVS Health's management team and Board of Directors are continually exploring ways to create shareholder value. CVS shares rose around 2.5% in after-hours trading Monday on the news, which was first reported by Reuters.

Glenview Capital, a major CVS Health shareholder, is expected to meet with company leadership on Monday to lay out proposed fixes for the struggling business, according to people familiar with the matter, a potential precursor to an activist push. Three EPA whistleblowers told ProPublica on Thursday that their complaints were the subject of the reports (which redact employee names). The Massachusetts State Police has suspended full-contact boxing training activities among recruits after one died, a state police spokesperson said. Tim McGuirk, a state police department spokesperson, said in a statement Monday that the full-contact boxing training activities between trainees has been suspended until further notice. Mawn also directed the state police’s Division of Standards and Training “to comprehensively review the Academy’s defensive tactics program,” McGuirk said. Early said state police detectives assigned to his office would continue to investigate Delgado-Garcia’s death and work with whomever takes over the investigation. Liverpool, ENGLAND — U.K. Finance Minister Rachel Reeves vowed on Monday that Britain will not return to austerity, but said she would make hard choices as she lays out budget proposals next month. "It will be a budget with real ambition ... a budget to deliver the change we promised. A budget to rebuild Britain," she told a crowd of Labour party delegates Monday. Reeves has suggested that taxes are likely to rise at her upcoming Oct. 30 Autumn budget after discovering a £22 billion ($29 billion) "black hole" in the public finances.

In Wisconsin and Pennsylvania, election officials are still barred from beginning to process mail ballots before 7 a.m. on Election Day – even though election workers in both states have clamored for change. They will also be prevented from avoiding inheritance tax on assets held in trust. The majority (83%) cited inheritance tax on their worldwide assets as their key motivator for leaving, while 65% also referenced changes to income and capital gains tax. Where the wealthy are movingIt comes as other countries are shaking up their tax regimes to incentivize wealthy investors. Ultra-wealthy U.K. citizens, who are typically highly active in the super-prime market, are also in "wait and see" mode ahead of possible changes to capital gains and inheritance tax.
