If the state Senate passes the bill on Thursday as expected, Democratic Governor Roy Cooper will almost certainly veto it. Under the North Carolina proposal, elective abortions after the first trimester would be banned except in instances of rape, incest, life-limiting fetal anomalies and medical emergencies. Key to the North Carolina House Republicans' veto-proof majority is former Democratic state Representative Tricia Cotham, who in April changed her party affiliation to Republican. Abortions in North Carolina rose by 37%, more than any other state, in the first two months after the Supreme Court revoked federal abortion rights in June 2022, according to a study by the Society of Family Planning, a nonprofit organization that promotes abortion rights and research. In the six months after the ruling, there were 3,978 monthly abortions on average in North Carolina, up 788 from the average in the two months beforehand, the society said.

LONDON, April 20 (Reuters) - U.S. investment bank Guggenheim Securities will begin its European expansion by hiring four senior bankers from Greenhill, three sources familiar with the matter told Reuters. Guggenheim already had a small group of bankers covering European deals, one of the sources said. The Wall Street bank has snapped up Greenhill & Co.'s telecoms and digital infrastructure team, led by Jonathan Dann and Pieter-Jan Bouten, the sources said on condition of anonymity. Investment bankers Charlie Evans and Achille Del Pizzo will also move to Guggenheim, where the team will begin in May. Guggenheim, which according to Refinitiv ranked 39th among global M&A advisers in 2022, in the first quarter advised on Pfizer Inc.'s $43 billion deal to acquire Seagen Inc.

The Federal Trade Commission rejected Illumina Inc.’s $7 billion deal for cancer-test developer Grail Inc., saying that going ahead would hurt competition in one of the new frontiers of diagnostic medicine. The FTC on Monday ordered Illumina to unwind the proposed merger, reversing an administrative law judge’s ruling that supported the big medical testing company.

New York CNN —American regulators are working through the weekend on an extraordinary plan to make Silicon Valley Bank customers whole after the financial institutions’ stunning and rapid collapse late last week. Treasury, Federal Reserve and Federal Deposit Insurance Corp. officials over the past two days have worked with the Biden administration to develop facilities that would guarantee all uninsured deposits held by SVB customers. If a sale fails, customers could collect some of their uninsured deposits as the government unwinds and liquidates the bank’s assets to repay them. As of the end of last year, Silicon Valley Bank said it had $151.5 billion in uninsured deposits, $137.6 billion of which was held by American customers. Customers yanked $42 billion from Silicon Valley Bank on Thursday, leaving the bank with $1 billion in negative cash balance, the company said in a regulatory filing.

Northern California prosecutors on Wednesday filed seven murder charges and one attempted murder charge against the man accused of gunning down farm workers Monday in the quaint oceanside town of Half Moon Bay. The San Mateo County Coroner's Office has named six of the seven victims: Zhishen Liu, 73, of San Francisco; Marciano Martinez Jimenez, 50, of Moss Beach; Aixiang Zhang, 74, of San Francisco; Qizhong Cheng, 66, of Half Moon Bay; Jingzhi Lu, 64, of Half Moon Bay; and Yetao Bing, 43, whose hometown was listed as unknown. Chunli Zhao being arrested on Monday in the parking lot of the Sheriff’s Office Half Moon Bay as a suspect for the mass shooting earlier that day. Zhao worked at Mountain Mushroom Farm, one of two agricultural businesses where workers were killed on Monday afternoon, authorities said. Zhao was arrested about two hours after the shooting as he sat in his parked car outside the sheriff's substation in Half Moon Bay.
