Read previewTry as he might to corral the chaotic GOP caucus, Speaker of the House Mike Johnson's job as a leader is impossible with the current crop of Republicans in Congress. Johnson had only been in Congress for six years before he took the spotlight in October 2023 as the replacement for ousted Speaker Kevin McCarthy. And given how traumatizing finding a replacement for McCarthy was, Republican representatives don't seem too eager to go down that tumultuous road again any time soon. AdvertisementJoining leadership well after the House rules were established, it's difficult for him — or any other GOP speaker — to implement any changes until the next congressional session.

Chicago voters rejected an increase to the city’s transfer tax on high-value properties in a Tuesday referendum, The Associated Press said, leaving unfulfilled a longtime goal of Mayor Brandon Johnson and progressive Democrats who wanted to use new revenue to address homelessness in the country’s third-largest city. The result came after days of counting ballots, including mail-in votes, that were not able to be reported on Election Day. Real estate groups had warned that the new rates would have been a potentially catastrophic blow to the downtown office market, which was already losing value and struggling with vacancies. The vote came at an uncertain political moment in Chicago, a Democrat-dominated city where homelessness has become more visible since the pandemic and an influx of migrants has strained resources. And the result raised questions about the strength of the city’s progressive movement, led by Mr. Johnson, which has become the dominant force in City Hall over the last decade and which mobilized its army of volunteers to knock on doors in support of the tax change.

GOP Rep. Mike Gallagher of Wisconsin will resign from Congress early, handing another blow to Speaker Mike Johnson and his razor thin Republican majority. Once Buck and Gallagher leave, Johnson will be down to a 217-to-213 majority, meaning Republicans will only be able to lose one vote with full attendance and still be able to pass legislation. Gallagher is chairman of the high-profile Select Committee on the Chinese Communist Party, and Gallagher noted the hunt for a new chair once he departs in his announcement. House Majority Leader Steve Scalise downplayed the tightening majority. “It is tough with a five-seat majority, it is tough with a two-seat, one will be the same,” Scalise told CNN.

Republican House Speaker Mike Johnson and Democratic Senate Majority Leader Chuck Schumer revealed the agreement in a pair of statements on Tuesday morning. The actual legislative text of the agreement, which must be finalized before lawmakers can vote on it, is still being completed. The package was expected to cover about three-quarters of discretionary government spending, due to come in at about $1.66 trillion for the fiscal year ending Sept. 30. Biden and House Republicans earlier this month laid out proposed budgets for the next fiscal year, which begins in October, that offered sharply contrasting priorities. Democrats and Republicans in Congress have been fighting since early last year on funding levels amid a push by hardline House Republicans to cut more spending than had been agreed to in a bipartisan deal enacted into law last June.

Chicago voters will consider a ballot measure on Tuesday that progressive Democrats see as a solution to homelessness. The proposal would allow the City Council to increase real estate tax revenue to help fund programs to get people off the street. The ballot measure has prompted arguments about the downtown’s sputtering recovery, the influx of migrants that has strained city services and political coalitions, and the wisdom of entrusting Mayor Brandon Johnson and his fellow progressives with more tax money. One issue not being contested: Homelessness is a problem in Chicago. The group says that the new tax would deal another blow to an office real estate market still mired in a post-pandemic vacancy crisis.

Representative Ken Buck, Republican of Colorado, announced on Tuesday that he would leave Congress at the end of next week, cutting short his final term in office in a move that will further shrink his party’s already tiny majority. The decision, which caught House Republican leaders by surprise, is the latest in a long string of losses for Speaker Mike Johnson and his party, who will control just 218 out of the chamber’s 435 seats after Mr. Buck departs. In a brief statement, Mr. Buck, a veteran conservative, thanked his constituents and said he hoped to remain involved in the political process while also getting to spend “more time in Colorado with my family.”Last year Mr. Buck said he would retire at the end of this term, citing his party’s election denialism and the refusal by many Republicans to condemn the Jan. 6, 2021, assault on the Capitol. His plans were seen as unlikely to affect the ultimate balance of power in the House, given that Republicans would be all but certain to hold his solidly conservative district in eastern Colorado.

CNN —There is still no clear path to avert a partial government shutdown at the end of the week, with just four days until Congress runs into a key funding deadline. Lawmakers had hoped to release the text of a bipartisan spending deal Sunday evening, but the bill has yet to be unveiled. As the clock ticks down to the deadline, Senate Democrats expressed anger and frustration Monday at the growing risk of a shutdown as many criticized House Republicans over the impasse. “Right now, the Republicans can’t seem to get themselves organized just to sign off on the basic work they’re supposed to do. In the Senate, agreement would need to be reached with the consent of all 100 senators to swiftly move any legislation before the deadline to avert a partial shutdown.
