Over the weekend Senator J.D. Vance of Ohio went to the Munich Security Conference to play an unpopular part — a spokesman, at a gathering of the Western foreign policy establishment, for the populist critique of American support for Ukraine’s war effort. In my Sunday column I wrote about the tensions in the hawkish case for U.S. spending on Ukraine, the tendency for the argument to veer from boosterism (“We’ve got Putin on the ropes!”) to doomsaying (“Putin’s getting stronger every day!”) while describing the same strategic landscape. The case Vance pressed in Munich is more consistent, and its premises — not isolationist but Asia-first, more concerned about the Taiwan Strait than the Donbas — have supplied the common ground for Republican critics of our Ukraine policy since early in the war. But consistency is not the same as correctness, and it’s worth looking for a moment at why this kind of argument makes Ukraine hawks so frustrated.

WASHINGTON (AP) — A bipartisan Senate deal to pair border enforcement measures and Ukraine aid faced potential collapse on Thursday as Senate Republicans grew increasingly wary of an election-year compromise that Donald Trump, the likely Republican presidential nominee, seems likely to oppose. At stake is a plan that both President Joe Biden and Senate Republican Leader Mitch McConnell have worked for months to broker in hopes of cajoling Congress to approve wartime aid for Ukraine. “We’re at a critical moment, and we’ve got to drive hard to get this done," said South Dakota Sen. John Thune, the second-ranked Senate Republican. With Republicans continuously raise the issue on the campaign trail, the border will likely remain central to elections this year. They have argued that presidents already have enough authority to implement hardline border measures and Trump should have his say.

A Haley victory would usher in a more competitive phase of a primary that Trump has so far dominated. President Joe Biden is not on the ballot, having made South Carolina the first formal stop on the Democratic primary calendar. But New Hampshire is sticking to tradition and hosting its own Democratic primary anyway. We're about to find out whether Republican primary voters agree. Ron DeSantis of Florida said he would send special forces into Mexico on “Day 1” of his presidency, targeting drug cartels and fentanyl labs. Of course, the United States is already fighting, and has been for half a century, a highly militarized drug war — in the Andes, Central America and, yes, Mexico — a war as ineffective as it has been cruel. I think the Republican Party’s collapse into incoherence reflects the fact that much of the modern right is reactionary, not conservative.
